Focus on completing the 2019 plan
At the meeting, the Provincial People's Committee reported on the results of the implementation of the 2019 work program and the draft 2020 work program of the Provincial People's Committee. Accordingly, in 2019, the Provincial People's Committee adhered to the goals, work program plans, grasped the reality to direct and operate; basically implemented the contents stated in the monthly, quarterly and annual plans.
During the year, the Provincial People's Committee listened to and commented on a total of 159 contents, of which 45 contents were supplemented and replaced compared to the issued program. In 2019, there were 21 contents in the working program of the Provincial People's Committee that were not implemented according to plan.

The report on the socio-economic situation in December 2019, key tasks and solutions in the first quarter of 2020 shows that in December 2019, sectors and levels focused on directing the completion of targets and tasks of 2019.

In December, the Provincial People's Committee focused on urging and inspecting the progress of projects to promote the implementation and disbursement of public investment capital in 2019. According to the report of the Provincial State Treasury, as of November 30, 2019, the disbursed public investment capital in 2019 reached 74.55% of the capital plan (the whole country in 11 months of 2019 disbursed 58.16% of the plan assigned by the Prime Minister, reaching 53.96% of the plan assigned by the National Assembly).
Speaking at the conference, the opinions of departments, branches and localities proposed related to the arrangement of funding for land acquisition and resettlement for households affected by the Do Luong Cement Project; building policies and mechanisms for building advanced new rural areas for communes and districts; the Provincial People's Committee directed departments and branches to soon implement the Cau Cau dam project.
Some recommendations include the need to expedite the construction of Thanh Nam Bridge and the Ethnic Boarding Secondary School in Con Cuong District; early completion of the project to build a dike line in Quynh Luu; compensation for land acquisition and resettlement for people of Hua Na Hydropower Plant; policy debt on shipbuilding according to Decision 15; improving land use efficiency; monitoring and inspecting violations of the law...
Proactively develop programs and plans for 2020
Clarifying the recommendations and proposals of localities, Director of the Department of Finance Nguyen Xuan Hai suggested that localities need to re-evaluate the unsatisfactory revenue.
"Immediately after the District People's Council Resolution, it is necessary to assign budget estimates to units right from the beginning of the year. Focus on directing budget collection work right from the first months of 2020, to ensure the proposed plan. At the same time, strengthen inspection and control against counterfeit and poor quality goods, especially during the upcoming Lunar New Year" - the Director of the Department of Finance suggested.

Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy assessed: In 2019, despite facing many difficulties and challenges such as natural disasters, droughts and epidemics that deeply impacted socio-economic life, with the efforts of the entire political system and people, the province achieved many positive results in all fields.
To deploy tasks in the coming time, the Chairman of the Provincial People's Committee requested that all levels and sectors need to proactively develop programs and plans for their sectors and localities. It is necessary to concretize the programs and tasks to implement the Resolution of the Provincial People's Council that has just been issued.
