The summary report on the results of Party building and organization work in 2019 presented by comrade Nguyen Thanh Binh - Deputy Head of the Central Organizing Committee affirmed that in recent times, the Party Building and Organization sector has continued to innovate its methods, working style and manners, completing a large volume of work with increasingly improved quality, contributing significantly to the overall development of the country and strengthening the people's trust in the Party.

In 2019, the Party Organization and Building sector submitted 15/17 projects (88.23%) to the Central Executive Committee, the Politburo, and the Secretariat for approval, contributing to the completion of 69/75 projects and tasks (92%) since the beginning of the term; advised on the issuance of 70 documents, including 3 resolutions and 1 regulation of the Central Executive Committee to carry out 2 key tasks on Party building set forth by the Resolution of the 12th National Party Congress.

Contributing to the common achievements and successes of the Party Building and Organization sector, Nghe An is considered one of the Party committees and organizations that have had creative ways of doing things, bringing practical results in the work of Party building and rectification. Specifically, the Provincial Party Standing Committee issued Regulation 2993-QD/TU on July 8, 2019 on the exemplary responsibility of cadres and Party members, first of all, members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, and key leaders at all levels of Nghe An province.

Accordingly, in addition to the exemplary contents of cadres and party members in general, comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee, and key leaders at all levels of the province must take the lead in implementing 10 contents, while at the same time being strict with themselves and resolutely opposing 10 contents such as not having a firm grasp of the Party's policies and resolutions and the State's laws; not strictly implementing the Party's organizational principles; lacking the will to strive; not being exemplary in the work of individualism, localism, and self-interest...

Regarding personnel work and building a contingent of cadres associated with preparing personnel for Party Congresses at all levels, Nghe An focuses on investing appropriately in training, fostering, updating new knowledge, improving leadership and management skills for cadres at all levels, associated with title standards and planned cadres. Along with a number of other localities such as Yen Bai, Bac Giang, Hai Duong,... Nghe An has developed plans and organized training courses for reserve cadres for leaders and managers of the Standing Committee and Party Committee.

Speaking at the conference, comrade Tran Quoc Vuong - Politburo member, Standing member of the Secretariat affirmed that the conference is of great significance, an opportunity to evaluate all aspects of work in 2019 and look back on 4 years of implementing the Resolution of the 12th National Party Congress, and determine tasks for 2020.

Basically agreeing with the content of the report, highly appreciating the profound and responsible opinions expressed at the summary conference, he re-emphasized some highlights in the Party building organization work in 2019 in particular and the past 4 years in general, praising the efforts and positive results of the Party Building Organization Sector.

Along with that, Standing member of the Secretariat Tran Quoc Vuong frankly pointed out the shortcomings and limitations such as: the quality, structure of the staff and the work of the staff have not been as expected; the signs of degradation, self-evolution, self-transformation in a part of the Party members are still complicated; the innovation, consolidation, arrangement of the apparatus and streamlining of the payroll are not drastic and synchronous in some places and at some times, there are still signs of subjective impatience or passive waiting and dependence; the work of grasping the situation, research and forecasting capacity are still limited...

"The results of Party building and organization work over the past four years have given us a lot of experience and new, effective ways of doing things, but also clearly seen the limitations and shortcomings, requiring greater determination, greater efforts, innovative thinking and more drastic and effective actions," he said.

Emphasizing that 2020 is the final year to implement the Resolution of the 12th National Party Congress, the year to organize Party Congresses at all levels and move towards the 13th National Party Congress, and celebrate many important events, the Standing Secretariat noted that the Party Organization and Construction sector needs to strive and be determined to successfully complete the goals and tasks of 2020 and the entire term; promote the achieved results, grasp the situation, and proactively advise the Party Committee on timely solutions to implement key groups of tasks.

Comrade Tran Quoc Vuong especially noted that it is necessary to closely follow the Party Platform, Party Statutes, Resolution of the 12th National Congress and the Central Resolutions on Party building, the leadership and direction of the Politburo, the Secretariat and Party committees at all levels, and to be more proactive in comprehensively and synchronously implementing work contents, focusing on advising on the good organization of Party Congresses at all levels, towards the 13th National Party Congress. In particular, it is necessary to focus on personnel work first, ensuring the principle of the Party's unified leadership of personnel work and management of the cadre team.

Referring to the work of preparing personnel for the new term, he suggested that it is necessary to focus on discovering and introducing new elements to the Party Committee, those who are virtuous, talented, prestigious, and promising; paying attention to young cadres, female cadres, and cadres from ethnic minorities; especially paying attention to political qualities. Those introduced to join the Party Committee must put the interests of the Party and the people above all else, and not accept any manifestations of localism or factionalism during the election introduction process.

“Cadres are the decisive issue, the key of the key. Success or failure depends on cadre work... Reality shows that where the leading cadres, the leading cadres are passionate, have ideas, are determined, dare to think and dare to do, the situation is different. Where people shrink back, do not dare to act, or act for themselves, there is disunity,” he affirmed.
