Bring voters' wishes to the National Assembly forum
(Baonghean.vn) - In recent times, the National Assembly Delegation of Nghe An province has been actively and proactively innovating, ensuring the substance and effectiveness of its activities. In particular, it has paid special attention to innovating voter contact activities, innovating the collection of opinions and recommendations from the people, synthesizing, monitoring and supervising the settlement of all levels and sectors from the central to local levels; in order to best resolve the legitimate aspirations of the people.
Innovation in voter contact activities
In 2019, the National Assembly Delegation of Nghe An province organized regular meetings for National Assembly deputies with voters before and after each session at constituencies with over 80 contact points in the form of meetings with voters of a commune or cluster of communes in 21 districts, cities and towns. In addition, the National Assembly Delegation of the province organized thematic meetings with voters who are officials and civil servants at agencies and units.

In voter contact activities, the Provincial National Assembly Delegation has innovated the form and method of voter contact, focusing on and targeting areas with difficult economic conditions and places where people have many concerns to listen and request all levels and sectors to resolve the legitimate thoughts and aspirations of the people.
Accordingly, at the meetings with voters of National Assembly deputies before and after each session of 5 constituencies, the Office of the Provincial National Assembly Delegation invited representatives of leaders of the province's sectors to participate, mainly the sectors that voters often have opinions on such as: Labor, War Invalids and Social Affairs; Natural Resources and Environment; Transport, Social Policy Bank, etc.
At the conferences, after listening to voters' opinions, National Assembly deputies asked relevant sectors to respond. This is a way to demonstrate innovation in voter contact activities and bring about many-sided effectiveness. First of all, voters see that their opinions are listened to, accepted and seriously explained; on the other hand, provincial departments and sectors, through this, grasp the situation at the grassroots level. Issues that have been and are being resolved, issues that cannot be resolved for various reasons... are all explained and clarified to voters. This is also an information channel for leaders of departments and sectors to direct grassroots levels according to vertical sectors to take closer and more drastic action.

A new feature in 2019 is that the Provincial National Assembly Delegation met with voters in Dak Lak province. “Meeting voters outside the constituency of the deputies is a new and necessary activity to approach more specifically and vividly many classes of people, exchanging opinions on more specific contents. The deputies also discussed a number of issues that many voters are interested in and hoped that the children of Nghe An will continue to promote their role in the neighboring province, contributing to strengthening the relationship between Nghe An and Dak Lak provinces” - Deputy Head of the National Assembly Delegation of Nghe An province Nguyen Thanh Hien said.
Stick to issues that voters care about
The Provincial Delegation of National Assembly Deputies paid special attention to synthesizing and monitoring the situation and results of resolving voters' petitions at all levels and sectors. Through meetings with voters, the Provincial Delegation of National Assembly Deputies sent voters' opinions and petitions to the National Assembly, the Government, central ministries and sectors, and to the Provincial People's Committee. Most of the voters' petitions were addressed by ministries, sectors, local authorities and functional agencies, basically meeting voters' aspirations.

For example, the opinion of Hoang Mai town voters reflected that Hoang Mai I Industrial Park was established 11 years ago but attracted investment slowly, causing waste of land resources, and requested the Provincial People's Committee to have solutions to pay attention to attracting investment to develop the socio-economic development of Hoang Mai town. This proposal was requested by the Office of the Provincial National Assembly Delegation to request the Provincial People's Committee to clarify. Currently, the project is waiting for the Prime Minister's decision on approving the project investor transfer to Hoang Thinh Dat Joint Stock Company. From there, the new investor has a legal basis to invest in completing infrastructure and attracting secondary investors.
In response to the urgent petitions of voters regarding the compensation payment of hydropower plants, voters are in the resettlement area of Hua Na hydropower plant (Que Phong), the Provincial National Assembly Delegation has issued a document requesting the Provincial People's Committee to pay attention to directing the relevant agencies to quickly speed up the progress of allocating production land to the people, completely resolving the compensation and site clearance issues and ensuring the water system for the people. From the petition of the Provincial People's Committee, there have been many documents directing Hua Na Hydropower Joint Stock Company, Que Phong District People's Committee and related units to speed up the progress of allocating production land to the people. At the same time, resolve difficulties and problems and handle existing problems in site clearance of hydropower projects in the area, to ensure stable life and production for the people.
In particular, receiving voters' recommendations related to hydropower in the area, recently, all levels and sectors have reviewed the number of hydropower plants in the whole province and found that putting hydropower plants into operation contributes a lot to the general socio-economic development, but the consequences from hydropower are very large. Therefore, the province is currently stopping the construction of new hydropower plants.

On the basis of listening to voters' opinions and recommendations, National Assembly delegates from Nghe An regularly reflect on outstanding issues in discussion sessions in groups and halls, actively participating in questioning issues that voters are interested in.

Through each session, the activities of the National Assembly Delegation are increasingly closely connected with the people, closely following the realities of life.”
