In 2020, the Ministry of Home Affairs will preside over and coordinate with ministries and branches to summarize, evaluate and propose the construction of the next Government structure to ensure streamlining, effective and efficient operations.

Talking to the press about the arrangement of ministries and branches in the Central Government, Minister Le Vinh Tan said that the Ministry of Home Affairs is being assigned the task of summarizing the organization of the Government apparatus for the 2016-2021 term and preparing to build plans for the Government apparatus for the next term.

"After the summary, we will have a full report to the Government and the Politburo. From there, we will understand the current organizational structure of the Government, including ministries, ministerial-level agencies, and government agencies. Are there any overlapping functions or tasks that need to be reorganized in the spirit of streamlining the apparatus to implement a multi-sectoral, multi-disciplinary ministry?", said the Minister of Home Affairs.

Accordingly, the organizational structure of ministries and branches will continue to be innovated, improved, and arranged in the direction of focusing on macro-management, building strategies, planning, plans, laws, mechanisms, and policies; improving the capacity of direction, administration, and effectiveness of implementation; and strengthening the inspection and supervision of compliance.

The Government also directed the Ministry of Home Affairs to continue to study and clarify the theoretical and practical basis for the multi-sectoral and multi-disciplinary management scope of a number of ministries and branches. Emphasizing ministries and branches with similar and overlapping functions and tasks to find appropriate solutions and implement the consolidation, organization arrangement, and reduction of focal points in the coming term.

15 provinces register to merge departments and branches

Regarding the merger and consolidation of departments and branches, Minister Le Vinh Tan said that as of December 31, 2019, the Ministry of Home Affairs sent a second document to localities regarding the registration of a pilot merger of some departments and branches.

As of January 6, 15/63 provinces and centrally-run cities have sent documents to the Ministry of Home Affairs to register for a pilot merger and consolidation of some departments and branches with similar tasks and functions.

Specifically, at the provincial level, Quang Ninh and Yen Bai have registered to pilot the merger of the Department of Home Affairs with the Provincial Party Committee's Organization Board. Dak Nong and Yen Bai provinces have registered to merge the Department of Transport with the Department of Construction; Dak Nong province has registered to merge the Provincial Inspectorate with the Inspection Committee.

Some provinces have merged some departments and branches such as Lao Cai province merged the Department of Transport with the Department of Construction; Bac Lieu merged the Department of Culture, Sports and Tourism - the Department of Information and Communications, the Department of Science and Technology and the Department of Education and Training; Ha Giang province merged the Organizing Committee with the Department of Home Affairs, the Inspectorate - the Inspection Committee.

For district level, the registration of merging the Party Committee Office with the People's Council and People's Committee Office is in Ninh Binh province and is carried out in 1 district of the province.

Tien Giang province registered to merge the Organizing Committee with the Department of Internal Affairs in 6 districts; merge the Inspection Committee with the District Inspectorate in 4 districts.

In addition, 14 provinces have merged the Party Committee Office with the People's Council and People's Committee Office, including: An Giang, Dien Bien, Nam Dinh, Yen Bai, Hai Phong, Tra Vinh, Hai Duong, Binh Phuoc, Ha Nam, Can Tho, Vinh Long, Phu Yen, Thai Binh, Ha Giang, implemented in 35 districts.

Quang Ninh, Dien Bien, Nam Dinh, Yen Bai, Hai Phong, and Ha Giang merged the Organizing Committee with the Department of Internal Affairs in 32 districts.

Quang Ninh, Dien Bien, Yen Bai, and Ha Giang merged the Inspection Committee with the District Inspectorate in 30 districts.

Lang Son merged the Ethnic Affairs Department with the Labor, Invalids and Social Affairs Department in 4 districts; Lang Son, Vinh Phuc, Bac Kan, Son La merged the Health Department with the People's Council and People's Committee Office in 14 districts.

Bac Kan and Quang Ninh provinces also merged the Ethnic Affairs Department with the People's Council and People's Committee Offices in 5 districts.

"The Government will issue a resolution on this pilot issue on the basis of selecting 20% ​​of the units to do the pilot. The general spirit is that we must do it very carefully and thoroughly. If we do the pilot and the success rate is about 80%, then we will do it. But if we do the pilot but then cancel it and do it again, that is an undesirable problem," Mr. Le Vinh Tan shared.

He also added that the Ministry of Home Affairs has reported to the Prime Minister and has agreed to submit a document to the Politburo for approval once again so that the Government will soon issue two decrees amending and supplementing Decrees 24 and 37 on the organization of specialized agencies under the People's Committees at the provincial and district levels.

"The spirit is that we only amend and supplement a number of articles of Decree 24 and 37, that is, to provide a framework for the number of deputy heads of units; regulations on establishment criteria for special departments; regulations on establishment criteria for divisions within departments," the Minister informed.
