We propose that the Government recognize Yen Thanh district as having met the standards for a new rural area.

(Baonghean.vn) - After reviewing the documents and conducting field surveys, the inter-agency working group from the Central Government agreed to submit the application to the Central Council for assessment and recognition of Yen Thanh district as meeting the standards of a New Rural Area in 2019.

On January 14th, a central inter-agency working group led by Mr. Nguyen Minh Tien, Director and Chief of the Central Office for New Rural Development Coordination, surveyed the actual situation and assessed the application for recognition of Yen Thanh district as meeting the standards of a new rural area in 2019. Receiving and working with the delegation were Mr. Bui Dinh Long, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; Mr. Dinh Viet Hong, former Vice Chairman of the Provincial People's Committee; and leaders of provincial departments and agencies.

In the morning, the delegation conducted a field survey of new rural development projects, including: a model of applying science and technology to rice production in Vinh Thanh; a model of orange cultivation in Dong Thanh commune; and new rural development in Son Thanh commune…

Over the years, Yen Thanh district has mobilized the entire political system and all sectors of the population; it has issued many mechanisms and policies to support and encourage localities to compete in building new rural areas.

Over the 10 years of implementing the National Target Program for building new rural areas, Yen Thanh district has mobilized a total capital of 5.5 trillion VND. Notably, Yen Thanh district no longer has any outstanding debts related to the construction of new rural areas.

By the end of 2019, Yen Thanh district had 38 out of 38 communes meeting the standards of New Rural Area; the poverty rate was only 2.92%; and the average per capita income was estimated at 42.43 million VND/year. Yen Thanh district self-assessed that it had met 9 out of 9 criteria for building a New Rural Area district.

Previously, the voting results of the Provincial New Rural Area Assessment Council showed that 100% of the members agreed that Yen Thanh district met the standards of a New Rural Area district. Based on the criteria for a New Rural Area district, the district and province requested the Central Assessment Council to consider and propose to the Prime Minister to recognize the district as having met the New Rural Area standards in 2019.

During the working session, members of the delegation highly appreciated the efforts and achievements in building new rural areas in Yen Thanh district, while also pointing out the strengths and weaknesses of each criterion and issues that need to be supplemented and corrected in completing the dossier and procedures for submitting the district's application for recognition as a new rural area.

At the same time, the delegation pointed out issues that need to be addressed in the localities it surveyed: waste management, drainage ditches, and environmental sanitation in the communes; upgrading the infrastructure of schools that have already met standards; implementing agricultural production models; solutions for developing OCOP products in the localities; planning industrial zones and clusters; and planning rural housing…

On behalf of the Provincial People's Committee, Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - received the comments and criticisms from the members of the working group; and instructed the relevant departments and agencies to urgently coordinate with Yen Thanh district to complete the dossier according to the working group's guidance; and to rectify and improve the shortcomings pointed out by the working group.

Concluding the conference, Comrade Nguyen Minh Tien - Director and Chief of the Central Office for New Rural Development Coordination - acknowledged and highly appreciated the achievements of Yen Thanh district in building new rural areas. He requested Yen Thanh district to quickly complete the dossier and supplement the data, as these are important bases for the inter-agency working group of the Central Office for New Rural Development Coordination to report to the National Appraisal Council.
