'If you flatter and show favoritism to each other, you will not find good officials'

As long as there is still flattery and favoritism towards each other because of impure motives, it will be difficult to find good people. Even bad people will be promoted and good people will be pushed out.

On the eve of Party Congresses at all levels, towards the 13th National Party Congress, the work of selecting personnel is being carefully prepared by Party committees at all levels, from reviewing and screening the staff with a strict, cautious, and accurate approach, ensuring democracy, objectivity, publicity, and transparency.

Don't let good staff be pushed out.

Speaking at the National Conference summarizing Party building work in 2019 and deploying tasks for 2020, Politburo member and Standing member of the Secretariat Tran Quoc Vuong emphasized that personnel work in the next term must ensure the principle of the Party unifying leadership in personnel work and managing the cadre team, directly by the Central Executive Committee, the Politburo, the Secretariat, Party committees, and Standing Committees of Party committees.

"The Party Committee for the 2020-2025 term must pay special attention to quality, have reasonable quantity and structure; be exemplary in intelligence, qualities, prestige, truly clean, strong, have high leadership capacity and fighting spirit, meet the leadership requirements in the new situation, successfully implement the resolutions of Party Congresses at all levels and the Resolution of the 13th National Party Congress" - the Standing Secretariat emphasized.

The country's reality shows that cadre work plays a particularly important role, "the root of all problems", if the right cadres are selected, new breakthroughs will be created, creating opportunities for the country's development. Therefore, the requirements for strategic cadres must be those with sufficient qualities, capacity and prestige, meeting the requirements and tasks of the new period...

Mr. Nguyen Viet Chuc - former Deputy Chairman of the National Assembly's Committee for Culture, Education, Youth and Children.

Emphasizing the virtue and talent of cadres, Mr. Nguyen Viet Chuc - former Deputy Chairman of the National Assembly's Committee on Culture, Education, Youth and Children said that modern, open society brings us many opportunities but also many challenges. The requirements for cadres, especially those at the strategic level, must be clean people, with virtue as the foundation, with intelligence to be able to shoulder the work of the Party, the country, the people, adapt to the daily changes of the digital economy, the knowledge economy, maintain political security, order, social safety, protect independence, sovereignty, territorial integrity...

To have a team of cadres with enough heart and capacity, the role and responsibility of those doing cadre work is very great. The requirement is to regularly check, supervise, promptly sue cases of violations or unqualified cases to remove them from the planning, not to let cadres with poor qualities, weak capacity and low prestige into the Party committees at all levels. At the same time, add new factors that meet the standards and conditions into the planning.

“In personnel work, first of all, we must check and control the power of the leader, control the power of those who do organizational work, those who have the authority and responsibility in personnel arrangement. Do not let those who have the power to arrange this person or that person be the ones who take bribes and are negative. Organizational work must go one step ahead, do not let those who “buy positions and power” into the Party Committee - Mr. Nguyen Viet Chuc said and emphasized, once there is still flattery and favoritism, because of impure motives, it will be difficult to find good people, even bad people will be promoted and good people will be pushed out.

Must be responsible

The phrase “abuse of power in personnel work” is no longer too unfamiliar to many people. Because in reality, there are times and places where the introduction, arrangement, placement, and appointment of cadres are still in accordance with the process but not the right person for the right job. There is also the situation of appointing unqualified relatives, close friends, and “cronies” to unworthy positions, causing public outrage. There is even a situation of borrowing the collective name to legitimize the decisions and subjective will of an individual or a group of people, making decisions on personnel work lacking democracy, impartiality, and objectivity.

Reiterating the statement of General Secretary and President Nguyen Phu Trong, who has repeatedly emphasized: There are no forbidden areas or exceptions in handling and disciplining cadres, Mr. Nguyen Viet Chuc said that any party cell or party committee that is divided into factions, loses its fighting spirit, is incapable of fighting, clarifying the truth, as well as negative aspects in cadre work, "keeps quiet and takes money", and follows interest groups must be strictly disciplined.

"Party leaders as well as organizations have been very determined in terms of documents and methods, but those who have not yet awakened and still follow the old ways will be severely dealt with," Mr. Nguyen Viet Chuc emphasized.

Recalling the number of more than 90 cadres under the Central management who have been disciplined since the beginning of the 12th Party Congress term, Major General Le Van Cuong - former Director of the Institute for Strategic Studies (Ministry of Public Security) emphasized that the fight against corruption, negativity, degeneration, "self-evolution", and "self-transformation" in the past time has been a fierce and fierce battle, initially achieving very important results, contributing to strengthening the people's trust in the Party. However, it is also from this fierce reality that the cadre work for a long time has let many political opportunists, corrupt and negative people... into the apparatus.

Major General Le Van Cuong - former Director of the Institute for Strategic Studies (Ministry of Public Security).

To overcome the shortcomings in personnel selection, according to Major General Le Van Cuong, the decisive factor is to strictly implement the principles of publicity and transparency. Along with that, continue to expand the recruitment examination to appoint leaders and managers; strictly implement the Resolution of the 12th Central Committee, Session 7, on personnel work, including strictly implementing the selection and election with a balance; before being appointed, candidates must present an action program and commit to the responsibility of implementation.

“We need to return to the principle: Where power is not supervised, it will sooner or later degenerate. Therefore, we must bind responsibilities and strictly control power. When officials are corrupt, they must be strictly dealt with, without exception. Along with that, we must continue to reform salary and housing policies to motivate officials to strive, wholeheartedly and wholeheartedly for their work,” Mr. Le Van Cuong emphasized.

People are looking forward to the Party Congresses at all levels, which will bring a new atmosphere and new working style to enhance the Party's prestige, the effectiveness of leadership and direction of Party agencies as well as State agencies. To achieve this result, organizations, unions, the Fatherland Front, and the people also need to participate in the process of monitoring, detecting, and pointing out which agencies, individuals, and organizations are still "buying positions and power", and negative acts must be exposed.

I believe that with a resolute approach and thorough direction, the negative aspects in personnel work will be pushed back./.
