This morning (February 10), at the National Assembly House, under the chairmanship of National Assembly Chairwoman Nguyen Thi Kim Ngan, the National Assembly Standing Committee opened its 42nd session. According to the schedule, the 42nd session of the National Assembly Standing Committee will take place over 2 working days from February 10 to February 11.
Also attending the meeting were Vice Chairmen of the National Assembly, members of the National Assembly Standing Committee, Standing Committee of the National Council and Committees of the National Assembly, Committees of the National Assembly Standing Committee, Minister of Justice Le Thanh Long, Deputy Minister of Public Security Le Quy Vuong, Deputy Chief Prosecutor of the Supreme People's Procuracy Tran Cong Phan, Deputy Minister of Labor, War Invalids and Social Affairs Le Quan, and representatives of relevant agencies.

Speaking at the opening of the session, National Assembly Chairwoman Nguyen Thi Kim Ngan said the 42nd session was the first session of the National Assembly Standing Committee after the Lunar New Year.
On this occasion, National Assembly Chairwoman Nguyen Thi Kim Ngan sent New Year wishes of health, happiness and success to members of the National Assembly Standing Committee and delegates attending the meeting.
The National Assembly accompanies the Government in the fight against epidemics
National Assembly Chairwoman Nguyen Thi Kim Ngan stated that 2020 is a very meaningful year for our country, a year with many important events, and also a year in which all levels and sectors, including the National Assembly, carry out many important and heavy tasks.
Since the beginning of the year, the whole country has had to face the difficult situation of the acute pneumonia epidemic caused by the nCoV virus with extremely complicated developments. The Government has taken proactive, strict, and active measures to prevent and control the epidemic... People have also actively cooperated in prevention.
The National Assembly Chairman noted that in recent days, the Government has been very urgent and proactive, both directing the implementation of the socio-economic development plan according to the National Assembly Resolution and directing disease control. The National Assembly Chairman said that the National Assembly Standing Committee has always monitored and highly appreciated the sense of responsibility, dedication as well as the timely and proactive measures of the Government and relevant agencies and localities.
The National Assembly Chairman affirmed that the National Assembly and the National Assembly Standing Committee are always ready to stand side by side with the Government and the entire political system in the fight against this epidemic; resolutely fight the epidemic, not let epidemics overlap epidemics, and at the same time carry out socio-economic development tasks. At the same time, requesting agencies and people to continue to seriously implement the solutions and directions set forth by the Government, the National Assembly Chairman expressed his belief that the whole country will certainly overcome the difficulties at the beginning of the year and complete the tasks of the whole year.
Focus on promoting the role of AIPA 2020 chairmanship
Regarding the meeting agenda, National Assembly Chairwoman Nguyen Thi Kim Ngan said that at this meeting, the National Assembly Standing Committee will give opinions on the draft Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations and issues with different opinions on the draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly. At the same time, the National Assembly Standing Committee will give opinions on the issuance of a Decree guiding the implementation of the temporary custody mechanism under the Istanbul Convention.

The National Assembly Standing Committee also gave its opinion on the preparation for the AIPA Chairmanship Year 2020. The National Assembly Chairman said that in 2020, along with its role as ASEAN Chair, Vietnam also holds the role of AIPA Chair - the inter-parliamentary mechanism of Southeast Asian countries of 10 ASEAN countries and 12 partner countries. The National Assembly Chairman requested relevant agencies to focus on full information and propaganda work, highlighting the role of the host country of AIPA 2020.
The National Assembly Standing Committee will consider and decide on the arrangement of administrative units at commune and district levels in 06 provinces and centrally run cities.
Immediately after the opening speech, in the morning session, under the direction of Vice Chairman of the National Assembly Uong Chu Luu, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations.
