Nghe An is among the top in the country in implementing well the work of streamlining the payroll.
(Baonghean.vn) - In 2019, Nghe An continues to focus on directing the effective implementation of the policy of streamlining the payroll and restructuring the staff, civil servants and public employees. Effectively implementing the Project on rearranging the organization and apparatus associated with payroll management according to Resolution 6 of the 12th Central Committee.
Up to now, 22 departments, branches, 21 districts, cities, towns; 12 public service units under the Provincial People's Committee have completed the project on streamlining the payroll approved by the Provincial Party Committee Standing Committee (in Notice No. 1516-TB/TU dated February 13, 2019); The project of 21 departments, branches, 12 public service units has been approved by the Provincial People's Committee.
By the end of 2019, implementing the Project, the whole province had reduced 6 specialized departments under departments, branches and sectors; 56 public service units; reduced at least 56 heads of public service units, 175 civil servants, 2,293 public employees. Converted 22 public service units to autonomy in regular expenditure, reduced 4,396 employees receiving salaries directly from the State budget. 100% of units achieved the targets assigned in Decision No. 6066/QD-UBND of the Provincial People's Committee.

The province has completed the Project to reorganize and merge 5 Project Management Boards of 4 departments (Health, Education and Training, Culture and Sports, Construction) into 1 Project Management Board under the province.
The People's Committees of districts, cities and towns are developing a Project to reorganize the District Project Management Board and convert it into a self-sufficient public service unit in accordance with Decree 59/ND-CP of the Government and Circular No. 16 of the Ministry of Construction; Project to reorganize the following centers: Investment Promotion and Support Center, Enterprise Development Support Center, Trade Promotion Center, Tourism Promotion Center into 1 Center under the province (reducing 3 units).
In addition, the province has merged the Radio and Television Station and the Cultural and Sports Center in 21 districts, cities and towns (reducing 22 public service units with 66 internal focal points).
Merge 26 primary and secondary schools (reduce 13 units). Consolidate stations under the Department of Agriculture and Rural Development, establish an agricultural service center and hand over to the District People's Committee for management.

At the same time, the Provincial People's Committee advised the establishment of the Dermatology Hospital on the basis of upgrading the Center for Leprosy and Dermatology Prevention; merged the Center for Malaria, Parasites, and Insect Prevention; Center for HIV/AIDS Prevention and Control; Center for Health Education and Communication; Center for Reproductive Health Care; Center for Population and Family Planning Counseling; Center for Preventive Medicine into the Center for Disease Prevention and Control, reducing 5 public service units under the Department of Health.
Completed the project to merge the Population Center under the Department of Population and Family Planning into the District Health Center; Project to establish a 1-level Land Office based on the merger of the District-level Land Use Registration Office into the Land Use Registration Office under the Department of Natural Resources and Environment.

With the above results, Nghe An is one of the top provinces assessed by the Ministry of Home Affairs to have performed well in streamlining staff.
