Nghe An is among the top provinces nationwide in effectively implementing personnel downsizing.

To date, 22 departments and agencies, 21 districts, cities and towns; and 12 public service units under the Provincial People's Committee have completed their personnel downsizing plans, which have been approved by the Provincial Party Standing Committee (in Notice No. 1516-TB/TU dated February 13, 2019); the plans of the 21 departments and agencies and 12 public service units under the Provincial People's Committee have been approved.

By the end of 2019, implementing the Project, the entire province had reduced 6 specialized departments under provincial agencies and 56 public service units; reduced at least 56 heads of public service units, 175 civil servants, and 2,293 public employees. 22 public service units were transitioned to self-financing for recurrent expenditures, reducing 4,396 employees receiving salaries directly from the state budget. 100% of units achieved the targets set in Decision No. 6066/QD-UBND of the Provincial People's Committee.

The province has completed the plan to reorganize and merge the five Project Management Boards of four departments (Health, Education and Training, Culture and Sports, and Construction) into one Project Management Board directly under the province.

The People's Committees of districts, cities, and towns are developing a plan to reorganize the District-level Project Management Boards and transform them into self-financing public service units in accordance with Government Decree 59/ND-CP and Circular No. 16 of the Ministry of Construction; and a plan to reorganize the following centers: Investment Promotion and Support Center, Enterprise Development Support Center, Trade Promotion Center, and Tourism Promotion Center into one center directly under the province (reducing the number of units by 3).

In addition, the province has merged the Radio and Television Station and the Cultural and Sports Center in 21 districts, cities, and towns (reducing 22 public service units with 66 internal entities).

The merger of 26 primary and secondary schools was carried out (reducing the number by 13 units). The stations under the Department of Agriculture and Rural Development were consolidated, an agricultural service center was established, and its management was transferred to the District People's Committee.

Simultaneously, the Department advised the Provincial People's Committee to establish a Dermatology Hospital by upgrading the Leprosy and Dermatology Prevention and Control Center; and merged the Center for Malaria, Parasite, and Insect Control; the Center for HIV/AIDS Prevention and Control; the Center for Health Education and Communication; the Center for Reproductive Health Care; the Center for Population and Family Planning Counseling; and the Center for Preventive Medicine into the Center for Disease Prevention and Control, reducing the number of affiliated units under the Department of Health by 5.

The plan for merging the Population Center under the Population and Family Planning Sub-Department into the District-level Health Center has been completed; the plan for establishing a single-level Land Office based on merging the district-level Land Use Rights Registration Office into the Land Use Rights Registration Office under the Department of Natural Resources and Environment has also been finalized.

With these results, Nghe An is among the top provinces assessed by the Ministry of Interior for its effective implementation of personnel downsizing.
