Nghe An Border Guard: Creating unity from specific factors
(Baonghean) - The Provincial Border Guard Command Party Committee (BĐBP) has 33 grassroots party committees (including 6 affiliated party cells) with more than 100 party cells. Up to this point, nearly 100% of grassroots party cells have completed their congresses, and affiliated party cells have also begun steps to conduct congresses from late February to early March before the 11th Provincial Border Guard Party Congress, term 2020 - 2025, takes place in May.
Unity in all forces
The Provincial Border Guard Command Party Committee is one of four Party Committees in Nghe An selected to organize a model congress. With the characteristic of being the core armed force in the work of maintaining and protecting national border security, the implementation of Party congresses at all levels in the Border Guard also has its own characteristics. Colonel Le Nhu Cuong - Party Committee Secretary, Political Commissar of the Provincial Border Guard Command said that, based on Directive No. 35 of the Politburo on Party congresses at all levels, towards the 13th National Congress of the Party, the plans and instructions of the Central Military Commission, the Border Guard Command and the Nghe An Provincial Party Committee, the Provincial Border Guard Command Party Committee has established and completed sub-committees to serve the congress according to regulations.

Basically, the units have completed the Party cell congresses. Some Party cells, although the personnel work has not been completed, the executive committee and Party committee are still vacant, still hold the congresses. Colonel Le Nhu Cuong said that because some cadres were withdrawn from the units by their superiors on March 1, some others were not old enough to continue participating in the Party committee according to regulations, while the regulations on the organizational structure of personnel in the force are strict and unified, the congresses still took place and were elected. This reality is also stipulated in Directive No. 35 of the Politburo. And for this special political activity to take place smoothly, meeting objective requirements, especially unity in the entire force, the subordinate Party Committees all chose 1 Party cell to hold a model congress. Reality shows that all Party cells conducted the congresses according to the procedures and regulations.
The congresses at the grassroots party cells took place smoothly because of the special characteristics of the armed forces, which is the party committee structure linked to the unit command. Accordingly, the deputy commander is elected to hold the position of party cell secretary - that is, political commissar, and the commander is the deputy secretary.
This February, the Party Committee of the Provincial Border Guard Command directed model congresses at 3 Party Committees including: Tam Quang Border Guard Station Party Committee, Hanh Dich Border Guard Station Party Committee and Squadron 2 Party Committee. In the spirit of organizing model congresses at these Party Committees, experience will be drawn for other Party Committees and units in the entire force - Secretary of the Party Committee, Political Commissar of the Provincial Border Guard Le Nhu Cuong said.

Regarding the Party Congress Documents of the Border Guard Command, the unit must simultaneously implement the guidance and direction of both the Command Party Committee and the Provincial Party Committee. In addition, both the Provincial Party Committee and the Command have contributed comments to the draft, which can be considered a document that demonstrates "duality".
One step forward to strengthen the Party cadres at the grassroots level
Along with the congresses at all levels of the Provincial Border Guard is the deployment of cadres, party members and officers to strengthen local Party Committees. This policy has been implemented and maintained by the Party Committee of the Provincial Border Guard Command since 2002. In Nghe An, there are 27 border communes (bordering Laos) with strengthened cadres and party members from the Border Guard force. Previously, not many Border Guard cadres and party members participated in activities at the Party Committees of the communes and held key roles. However, starting from the 2020-2025 term, following the advice of the Provincial Border Guard, the Provincial Party Committee has a policy that 100% of cadres, party members and officers strengthened for the Party Committees of the communes will participate in the Party Committees and hold the position of deputy secretary of the Party Committees of the communes. The Provincial Border Guard has also completed the strengthening of personnel for 27 communes, officially transferring the Party to the district Party Committees, then the district transferred it to the commune Party Committees.

Based on the survey of personnel in the force, the Provincial Border Guard Command also agreed and proposed that the district Party Committees appoint Border Guard officers to participate in the Party Committee and hold the position of Deputy Party Secretary of the Commune Party Committee. Notably, these Party Committee officers are not included in the commune's staff structure when conducting personnel work for the congress. It is only the addition of a Deputy Secretary. Therefore, the arrangement and reinforcement of Border Guard officers in the communes does not affect the local staff and personnel planning.
"For example, if the commune's executive committee is 7, then add 1 to make it 8; if there are 2 deputy party secretaries in the commune, then add 1 to make it 3."
Regarding the policy mechanism for the reinforced cadres, it is also paid by the Border Guard, without affecting the local budget. This is essentially the support and responsibility of the Border Guard in the work of Party building, consolidating the people's government and for the community life. And the criteria for evaluating the role, tasks, and level of task completion of the reinforced cadres and party members are based on two channels, which are the comments and assessments of the local party committee and the unit party committee. Through the implementation of this task, it will be an environment for training Border Guard cadres and officers.

As for the number of cadres and party members participating in activities at residential party cells in border areas, according to the process, the party transfer is only temporary. These party members also participate in the congresses of both hamlet and village party cells and the Border Guard Party Committee. In fact, in the past, implementing the model of assigning party members to be in charge of families in border areas, the provincial Border Guard has assigned nearly 600 party members to be in charge of and help more than 2,800 households in border and coastal areas. This model will be strongly deployed in the coming time. Thereby, continuing to affirm the particularly important role of the Border Guard force in protecting national border security and sovereignty and contributing to supporting and stabilizing the lives of people in border areas.
