Nghe An: People are miserable because the kindergarten blocked the drainage system, causing environmental pollution.

(Baonghean.vn) - A kindergarten arbitrarily built a wall across a drainage ditch, causing environmental pollution right in Vinh City. Although the government requested to dismantle it, it has not been handled for nearly a year.

For many years, Mr. Vuong Dinh Hoe's family (Hamlet 1, Nghi Phu Commune, Vinh City) has been tormented by the stench from the sewer. The water from the sewer is clogged and flows in front of the house. Not only Mr. Hoe, many other households in this hamlet are also in the same situation. However, Mr. Hoe said that he could not remember how many petitions he had sent to how many authorities, with only one wish to take back the drainage ditch that had been encroached upon, but to this day it has not been resolved.

The drainage system running through Hamlet 1 (Nghi Phu) that Mr. Hoe mentioned was built more than 20 years ago. The drainage system is nearly 1 meter wide to contain wastewater from surrounding families. According to Mr. Hoe, this drainage system has never been overloaded. But at the end of 2018, Hoa Huong Duong Kindergarten came into operation, the school owner blatantly blocked the path on the canal, blocking the flow, causing pollution.

Unable to bear the stench and sewage flowing onto the road, in April 2019, Mr. Hoe's family filed a petition to Nghi Phu commune. Commune officials then came down to inspect but still did not handle the situation. Frustrated, Mr. Hoe continued to send a petition to the Chairman of Vinh City People's Committee.

After receiving an official dispatch from Vinh City People's Committee to handle the situation, Nghi Phu commune officials continued to go down to inspect and at the same time sent an official dispatch requesting Hoa Huong Duong Kindergarten to handle this situation.

According to this document, Nghi Phu commune determined that the kindergarten had built a wall blocking the path on the ditch, and at the same time occupied the ditch surface for use and to store other household items. The kindergarten's wastewater drained into the common ditch behind the house, but because the ditch had no outlet and was higher than the road surface in front of the households' houses, the wastewater seeped out and stagnated on the road surface, causing pollution....

Determining that the drainage of the kindergarten has affected the common living environment, the People's Committee of Nghi Phu commune requested that this kindergarten "overcome the pollution situation and at the same time have a plan to install a separate drainage pipe."

The commune also requested Hoa Huong Duong kindergarten to remove the wall blocking the ditch and not leave any household items on the ditch. The implementation time is to be completed before May 20, 2019. After the above time, if the kindergarten does not dismantle it by itself, the Nghi Phu Commune People's Committee will organize a forced demolition, and at the same time, will propose Vinh City to suspend operations and revoke the license.

Nghi Phu Commune also assigned the Commune Urban Regulation Team to monitor and inspect this incident. However, the kindergarten still refused to dismantle it and continued to pollute the environment. However, Nghi Phu Commune authorities still took no action, despite previously concluding that they would enforce the closure and recommending the suspension of operations.

Since then, affected households have sent a series of petitions but have not been processed. “At night, the nursery drains the laundry, stagnant water from the ditch, causing flies and mosquitoes to breed. When it is sunny, the stench rises, and when it rains, water from the nursery drain overflows, causing flooding. We have to close all the doors because we cannot stand the stench and the mosquitoes flying into the house,” said Le Thi Thuy, a resident of Hamlet 1.

In early 2020, after receiving information from these households, Nghe An Newspaper reporters reported to the Chairman of Nghi Phu Commune People's Committee. This person said that he would send commune officials to inspect and handle the situation, but to date this situation has not been resolved.

Previously, on December 31, 2019, Mr. Le Sy Chien - Vice Chairman of Vinh City People's Committee also sent an official dispatch to Nghi Phu commune regarding the handling of Mr. Vuong Dinh Hoe's petition. Vinh City requested Nghi Phu commune to check, handle, and respond to citizens before January 20, 2020. However, nearly a month has passed, Mr. Vuong Dinh Hoe said that Nghi Phu commune has not yet handled, and has not even responded to his petition as Vinh City requested. Meanwhile, the pollution situation is getting more and more serious.
