Nghe An: Communes stabilize apparatus to serve people after merger
(Baonghean) - Currently, 36 commune-level administrative units (CAUs) in districts and towns in Nghe An are announcing their merger into 16 units according to Resolution No. 831/NQ-UBTVQH14 of the National Assembly Standing Committee. There are many tasks to be carried out after the merger, the most important of which is to soon stabilize the administrative apparatus to serve the people.
After the Lunar New Year, many people in Long Son ward, Thai Hoa town went to the ward's one-stop shop to confirm documents and resumes for working or studying away from home or to apply for bank loans for production. Among them, there were people who used to belong to Nghia Hoa commune (Thai Hoa town) which had just been merged into Long Son ward. Although, before that, the propaganda work about the change of administrative units after the merger was strengthened on the radio system and through mass organizations, some people still filled in the old local name of Nghia Hoa commune in their application forms, resumes...

In addition to merging communes with wards, 16 blocks and hamlets in the new ward were also merged into 9 blocks. Therefore, many people are still confused about the new block and ward names. The one-stop transaction staff of Long Son ward had to explain many times that during the merger process, there was no longer an old hamlet or Nghia Hoa commune and supported them to redo the administrative procedures to match the reality.
Another problem is that personal documents such as: Household registration, identity card, land use right certificate... related to 2,300 people of the old Nghia Hoa commune cannot be renamed Long Son ward. Therefore, when people need to transact administrative procedures, Long Son ward People's Committee issues a certificate confirming that the ward's people and personal documents stating the old Nghia Hoa commune are one. Faced with practical problems, immediately after merging administrative units, Long Son ward has arranged staff, arranged offices, and increased staff in the one-stop department to serve people promptly.

Nghia Hoa commune and Long Son ward of Thai Hoa town are the two administrative units that announced the merger the earliest in the province. The name of the new commune-level administrative unit is Long Son ward. This is one of the advantages when more than half of the households in the area are not affected when confirming related administrative documents. However, the issuance and exchange of documents for the people of Nghia Hoa commune such as: identity cards, household registration, land use right certificates for the remaining half of the population cannot be carried out in the near future. There are some areas that are being worked on while waiting for instructions and directions from higher levels to ensure high consistency.
Through discussion, comrade Nguyen Van Thang - Secretary of Long Son Ward Party Committee said: "After the merger announcement about 2 weeks, the work of perfecting the ward's mass organizations is being carried out in the final stages in parallel with the task of serving the people. At the same time, preparing for the congress of 14 Party cells and the ward Party Committee... The workload is large, but we thoroughly grasp the responsibility of cadres and civil servants to serve the people best. At the same time, we strengthen the grasp of the grassroots situation after the merger, encourage people to promote socio-economic development...".
In Dai Dong commune, Thanh Chuong district - the unit was officially announced to be established on February 12, from the merger of 3 communes: Thanh Tuong, Thanh Van and Thanh Hung, the administrative workload is even greater. Because the new commune has up to 13,300 people with over 4,000 households and all administrative procedures and documents must change the name of the administrative unit in the near future. In the immediate future, the commune is also handling administrative procedures for the people by issuing additional certificates of people living in the new commune with the ID card, the old commune's household registration is coincidental.

After merging 3 communes, Dai Dong commune became a commune-level administrative unit with the second largest area and population in Thanh Chuong district. The commune Party Committee has 25 Party cells and 826 Party members, which is also the Party Committee with the most Party members in Thanh Chuong district. With the above characteristics, immediately after the merger, Dai Dong commune increased the staff for the one-stop department. According to comrade Nguyen Van Thuy - Secretary of Dai Dong commune Party Committee, along with increasing the office staff, the commune Party Committee assigned 3 Vice Chairmen of the commune People's Committee to work at the one-stop department to promptly handle administrative procedures for the people. There was a lot of work after the merger, but the commune quickly stabilized the apparatus, striving to operate with the highest efficiency.
According to the roadmap, 36 commune-level administrative units in 9 districts and towns (Tuong Duong, Que Phong, Thanh Chuong, Nam Dan, Hung Nguyen, Dien Chau, Nghi Loc, Nghia Dan and Thai Hoa town) will be merged. During that process, the arrangement, reorganization, and consolidation of the organizational apparatus, the arrangement of cadres and civil servants; and the settlement of policies for redundant staff will be carried out according to the instructions of all levels. But the most important thing for the communes is to focus on solving administrative procedures for people and businesses in order to avoid major disruptions affecting people's lives after the merger.

Currently, local police forces and judicial officials are actively working day and night to promptly issue and replace ID cards and household registration books for people after the merger, because these are essential personal identification documents that are frequently used. At the same time, the authorities of the new units will promptly have solutions for socio-economic development suitable to natural conditions, cultural values, and infrastructure after the merger, contributing to increasingly improving the material and spiritual life of the people as set out in the goals.
