Closing Ceremony of the New Knowledge Training Course for Strategic-Level Cadres of the 13th Party Congress
The new knowledge training course for strategic planning officers (third and fourth classes, 2019) took place from November 5, 2019 to March 2, 2020, with 86 students, including 74 males and 12 females.

On March 2 in Hanoi, the Central Organizing Committee, the Ho Chi Minh National Academy of Politics and relevant agencies held the closing ceremony of the New Knowledge Training Course for Strategic Planning Cadres of the 13th Party Congress (third and fourth courses, 2019).
Politburo members, Party Central Committee Secretaries: Head of the Central Organization Commission Pham Minh Chinh; Head of the Central Mass Mobilization Commission Truong Thi Mai attended.
Also attending were Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac; Chief Justice of the Supreme People's Court Nguyen Hoa Binh; Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang.
The new knowledge training course for strategic-level planning officers (third and fourth classes, 2019) took place from November 5, 2019 to March 2, 2020, with 86 students, including 74 males and 12 females; the youngest was born in 1983.
Among the 86 trainees, there are 31 cadres from central ministries and branches; 44 cadres from provinces and cities; and 11 cadres from the armed forces. The trainees are all planning cadres for the 13th Central Executive Committee.
Many comrades are planning to hold the positions of heads of central departments, ministries, branches, socio-political organizations or the positions of Secretaries of Provincial and Municipal Party Committees directly under the Central Government for the 2021-2026 term.
Some students have high professional qualifications, are Professors, Associate Professors, Doctors in different fields, have practical work experience at the central, local, domestic and foreign levels.
Associate Professor, Dr. Nguyen Viet Thao - Deputy Director of Ho Chi Minh National Academy of Politics said that the training program includes 6 modules with 44 topics and 4 local reality reports.
The outstanding new point of the training courses for new knowledge for strategic planning cadres of the 13th Party Congress is that the comrades participate in compiling the content of the subject, and are also lecturers who report on the subject and chair discussions. This ensures consistency, unity of perception and effectiveness in the teaching and learning process.
The faculty consists of senior leaders, managers, and experienced policy makers who have both a deep understanding of theory and practical experience in operations and leadership. In particular, the Academy has invited international experts including politicians and prestigious scientists to participate in presentations and discussions.
In addition, right from the beginning of the course, the two classes had 3 days of attending the question and answer session at the 8th Session of the 14th National Assembly. At the end of the course, the two classes had a one-day extracurricular activity in Phu Tho province.
After each course, students write a report which is independently graded by experts, scientists and reputable practitioners. At the end of the course, students write a graduation project, focusing on current and practical issues that need to be solved in the locality, industry or field they are in charge of or working in.
The graduation project is defended before a Council of 5 members including leading scientists with high professional qualifications and rich practical experience inside and outside the Academy.

On behalf of the Party and State leaders, Head of the Central Organizing Committee Pham Minh Chinh congratulated the learning achievements of the new knowledge training class for strategic planning cadres of the 13th Party Congress.
The Head of the Central Organizing Committee emphasized that this is an important source for building a team of strategic-level cadres for the 13th tenure, who will play an important role in the cause of national construction and development in the coming terms.
Therefore, the Politburo and the Secretariat always pay special attention, have great expectations and regularly provide close direction in the preparation and organization of training courses.
Agreeing with the class summary report, comrade Pham Minh Chinh assessed: 44 topics and the entire training program of the class provided the trainees with basic knowledge, while supplementing new theoretical and practical knowledge associated with the core fundamental issues in the Party Congress documents, especially the 12th National Party Congress and the specialized resolutions of the 12th Central Committee.
The trainees shared their views and perceptions on the content of the topics, thereby deepening the theoretical and practical issues raised in their local agencies and units.
According to comrade Pham Minh Chinh, the training course was held at a relatively special time, with the Lunar New Year holiday during the course, followed by the outbreak of the COVID-19 epidemic.
Many students who are leaders of local, central ministries and branches also have to actively participate and make efforts to fight the epidemic in general of the country, of their agencies and localities. In that context, all students and the Organizing Committee of the class have made efforts to overcome all difficulties and successfully complete the proposed learning content.
With the newly updated knowledge in the training course, Head of the Central Organizing Committee Pham Minh Chinh hopes that the trainees will increasingly better complete their assigned tasks, contributing to improving practical leadership work in localities, ministries and branches, especially being shining examples of political qualities, ideology, ethics, lifestyle, and working style, worthy of the trust, attention and love and expectations of the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels.
After the past research and study period, students will bring this knowledge to contribute to the common success of the ministry, industry, and locality where they work.
Along with that, the trainees need to apply the lessons learned from successfully organizing the new knowledge training course for strategic planning cadres of the 13th Party Congress to build a training model for managers at all levels in ministries, branches and localities in the coming time.
