Bold breakthrough in streamlining the apparatus

Compared to the provincial tax departments as well as the arrangement and merger of focal points in the spirit of Resolution 18-NQ/TW, the move of Nghe An Tax Department is quite bold and has a breakthrough. Up to now, after 6 months since the merger of 20 district and town tax departments into 9 regional tax departments, the merged tax departments are still operating stably and effectively. Not only completing the budget collection target but also continuing to support taxpayers is also maintained smoothly and rhythmically.

By December 31, 2019, all regional tax branches had exceeded the 2019 State budget revenue estimate. In total, the total domestic revenue of the Tax Department was VND 14,693 billion, equal to 135% of the Central budget estimate, 111% of the target estimate, 125% of the Provincial People's Council estimate and an increase of 18% over the same period. Not only that, after 6 months of consolidation, the regional tax branches also optimally met the tax declaration and payment needs of people and businesses.

In order to facilitate taxpayers, in districts and towns where there is no regional tax office, there is a department to receive and handle tax administrative procedures. Here, tax officers enthusiastically guide and support people and businesses to properly perform tax declaration and payment.

Mr. Nguyen Van Thao - Director of a business in Thanh Chuong district shared: “Our business is located in Thanh Chuong district, not the headquarters of the Song Lam I Tax Department, but the reception and settlement of tax administrative procedures in Thanh Chuong district are carried out very quickly. New tax policies and administrative procedures are fully and promptly guided by tax authorities and tax officers, creating conditions for businesses to maintain and develop production and business”.

Meanwhile, Mr. Hoang Sy - Director of a business in Cau Dinh, Quy Hop district also confirmed: Since the day Quy Hop Tax Department was merged to become Phu Quy I Tax Department, tax collection has not been affected and is even more favorable than before because of more thoughtful guidance from officials.

The consolidation and merger of district and city tax departments into regional tax departments has contributed to strengthening and improving the quality of tax management according to functions; creating higher competitiveness, contributing to improving work efficiency. Thanks to the consolidation, regional tax departments have solved the problem of human resources, thereby diversifying forms of propaganda to support taxpayers, as well as improving the quality of inspection and examination work.

Closer ties with local authorities

In addition to the efforts of the Tax sector, in order for the consolidation of tax branches into regional tax branches to be truly effective in practice, the role of local Party committees and authorities plays an important role. Determining this, the strengthening of coordination with local Party committees and authorities is always thoroughly directed by the leaders of Nghe An Tax Department, and at the same time, this is considered a consistent solution in the implementation of the task of collecting budget and perfecting the apparatus.

After the merger, the Tax Department has developed a coordination regulation between the Tax Department and the People's Committees of districts, cities and towns in the work of collecting the State budget; at the same time, it has directed the regional tax branches to regularly seek the support of local Party committees and authorities at the district level; and closely coordinate with departments, offices, agencies and units in the area.
However, the merger process was not without some difficulties arising.

Mr. Nguyen Xuan Hue - Head of the Phu Quy I Tax Department, shared: Mountainous districts have a large management area and more management subjects, leading to increased work pressure for civil servants; activities of Party organizations, organizations and unions also face difficulties in traveling. However, the unit has a plan to overcome difficulties, ensuring flexibility in the work and activities of organizations, striving to complete assigned tasks well.

In addition, for the areas of the plain districts, although the area is not large, the management work is quite diverse and complicated, so after the merger, the regional tax branches must thoroughly inspect and grasp the area to have effective management measures. While there are solutions to prevent revenue loss, there must also be solutions to exploit and nurture long-term and sustainable revenue sources.
