Model Party Congress of the Party Branch of the Provincial Party Committee of the Bloc of Provincial Agencies

On the afternoon of March 20th, the Party Cell of the Provincial Agencies Bloc Party Committee held its congress for the 2020-2025 term. This is the Party Cell chosen by the Provincial Agencies Bloc Party Committee to hold the model congress for the Party Committee.

Enhancing advisory and leadership capabilities.

The Party cell of the Party Committee of the Provincial Agencies Bloc is a grassroots Party cell directly under the Party Committee of the Provincial Agencies Bloc, comprising 22 Party members. During the 2015-2020 term, the Party cell was consistently rated by the Standing Committee of the Party Committee as having excellently completed its tasks for five consecutive years, with 100% of its members achieving a good or higher rating.

Regarding leadership in carrying out political tasks, during the past term, the Party cell led cadres and Party members to promote a proactive and innovative spirit to improve the quality of advice, direction, and management in implementing the agency's political tasks, contributing to building a strong Party organization.

Advisory work has become increasingly focused, notably advising the Provincial Party Standing Committee to issue Regulation No. 603 stipulating the functions, position, role, tasks, and working relationships of the Party Committee of the Provincial Agencies Bloc; advising the Executive Committee and Standing Committee to issue Resolution 01 on "Improving the capacity of grassroots party organizations in leading the implementation of political tasks of agencies and units," and Resolution 02 on "Strengthening the Party's leadership in mass mobilization work within the Provincial Agencies Bloc."

At the same time, the Resolutions will be gradually concretized through work programs for the term and annually by the Executive Committee, the Standing Committee of the Party Committee, and the mass organizations of the Provincial Agencies Bloc.

Regarding Party building work, the Party branch effectively implemented Directive 05 on promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, in conjunction with Resolution 4 of the Central Committee (12th term). Annually, they promptly disseminated thematic topics, organized registration for emulation, reviewed and evaluated the process of emulating President Ho Chi Minh; regularly combated erroneous viewpoints and the "peaceful evolution" strategy; and consistently practiced self-reflection and self-correction to prevent and combat the decline in character, ethics, and lifestyle.

In addition, the organization will fully disseminate the Resolutions, Directives, policies, and laws of the State to cadres and Party members. The focus will be on the Resolution of the 12th National Congress of the Party, the Resolutions of Party congresses at all levels, and the Resolutions of the Central Committee, especially Resolution No. 4 (12th term).

The propaganda for the National Assembly and People's Council elections at all levels for the 2016-2021 term was implemented synchronously, thereby creating greater unity in awareness, enhancing political acumen, encouraging a proactive spirit, and maintaining confidence among Party members and cadres; actively directing grassroots units to effectively assist disadvantaged communes, with the Party Committee of the Bloc directly assisting Tan Huong and Tan Ky communes through practical and effective actions.

Building a stronger Party branch

Delivering a guiding speech at the congress, Comrade Nguyen Nam Dinh, Secretary of the Party Committee of the Provincial Agencies Bloc, highly appreciated the efforts of the Party Branch, which has promoted its role as a political nucleus, enhancing the leadership capacity and fighting strength of the party organization and party members throughout the Party Committee.

To accomplish the tasks for the 2020-2025 term, the comrade hopes that the Party branch will continue to maximize its role as the leading specialized agency, coordinating with Party building committees and mass organizations to advise and assist the Executive Committee, Standing Committee, and Standing Board of the Party Committee of the Bloc in carrying out its duties.

In the coming period, the Party branch needs to research and advise the Standing Committee on implementing breakthrough solutions to innovate the work of political theory education and the thorough understanding and implementation of Party resolutions. It is necessary to link theory with vibrant practice, improve the effectiveness and quality of political theory training, and update new knowledge for cadres and Party members.

At the same time, effectively lead administrative reform within the agency, focusing on improving working methods and procedures; build a team of officials and civil servants with high moral character, competence, and a sense of responsibility, ensuring the quality of advice and guidance.

Furthermore, implementing democratic principles within the agency fosters unity and consensus among cadres, Party members, and civil servants regarding the agency's policies and activities. It also involves caring for the spiritual and material well-being of cadres and civil servants, and ensuring the correct implementation of policies and regulations for cadres and Party members.

The congress elected a new Party Committee consisting of 3 members. Comrade Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc - was elected Secretary of the Party Branch; Comrade Ho Thi Hong Lien - Member of the Standing Committee, Head of the Organization Department of the Party Committee of the Provincial Agencies Bloc - was elected Deputy Secretary of the Party Branch.

Some key targets of the Party Cell of the Provincial Party Committee of the Bloc of Provincial Agencies during the 2020-2025 term:

- 100% of Party members have received and fully grasped the new directives and resolutions of the Party, and the policies and laws of the State.

- 100% of Party members and civil servants register and effectively implement the content of following Ho Chi Minh's ideology, ethics, and style, and the Regulations on the responsibility of setting an example for cadres and Party members. At least one exemplary collective and one exemplary individual are established.

- During the term, at least two comrades received advanced training in political theory, and 100% of cadres received training to improve their professional skills, expertise, and information technology.

- Annually, 20% of party members excellently complete their tasks, and 80% of party members satisfactorily complete their tasks.

- To nurture and recruit one outstanding individual into the Party.

- Annually, the Party branch is rated as having successfully completed its tasks or better.

- The agency and trade union are rated as having performed their duties well or better each year.
