On the morning of March 24, Nghe An Provincial People's Committee held a ceremony to announce the Prime Minister's Decision on personnel work; hand over the duties of Chairman of the Provincial People's Committee.

At the ceremony, the leaders of the Provincial People's Committee announced Decision No. 406/QD-TTg dated March 23, 2020 of the Prime Minister approving the results of the dismissal of the position of Chairman of the People's Committee of Nghe An province for the 2016-2021 term for comrade Thai Thanh Quy.

At the conference, authorized by the Prime Minister, Comrade Thai Thanh Quy, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee, presented Decision No. 405/QD-TTg dated March 23, 2020 of the Prime Minister approving the election results for the position of Chairman of the People's Committee of Nghe An province for the 2016-2021 term to Comrade Nguyen Duc Trung, Deputy Secretary of the Nghe An Provincial Party Committee.

Congratulating comrade Nguyen Duc Trung on being approved by the Prime Minister for the position of Chairman of Nghe An Provincial People's Committee, Provincial Party Secretary Thai Thanh Quy affirmed that this is the trust of the Party and State leaders in comrade Nguyen Duc Trung.

Comrade Thai Thanh Quy further emphasized that Comrade Nguyen Duc Trung took on the task at a favorable time but also faced many difficulties and challenges. That is, after 5 years of implementing Resolution 26 of the Politburo, more than 4 years of implementing the Resolution of the Provincial Party Congress, the results are clearly shown in all fields, this is the foundation for us to develop in the coming period.

Meanwhile, Nghe An province has a large area, a large population, and difficult economic development conditions. Faced with the complicated developments of the Covid-19 epidemic, it is necessary to focus on directing to ensure the health and lives of the people, not to be subjective or negligent but not to panic; focus on synchronizing the solutions of the Central Government and the National Steering Committee in accordance with the conditions of Nghe An province, have proactive and appropriate countermeasures to achieve maximum results in the socio-economic tasks of the province in 2020. Identify the main front of economic development in the context of the epidemic to compensate for the declining areas.

At the same time, focus on reviewing the targets of the 18th Provincial Party Congress, building a socio-economic development plan for the next 5 years; determining a strategic vision, building a socio-economic development plan for Nghe An in the new period; reviewing difficulties for major projects, especially public investment projects and important investments that contribute to promoting economic development.

At the same time, build and operate plans, use public investment effectively, create projects that have the driving force for socio-economic development of the province. Determine the responsibility of the head to reorganize the apparatus, improve operational efficiency; mobilize resources so that the province has conditions for socio-economic development in the coming period.

The Provincial Party Secretary expressed his belief that in his new position, Comrade Nguyen Duc Trung will continue to promote his intelligence, cultivate his vision, improve his qualities, promote the spirit of solidarity and unity in the leadership, gather the intelligence of the staff and people, and lead Nghe An province to further develop.

Speaking at the ceremony, comrade Nguyen Duc Trung expressed his sincere thanks to the leaders of Nghe An province and expressed his honor to be approved by the Prime Minister to be elected as Chairman of Nghe An Provincial People's Committee.

Deeply aware that the comprehensive and outstanding results in all fields of economy, culture, society, national defense and security, Party building and political system in the past time, especially the results of implementing the Resolution of the 18th Provincial Party Congress and the 5-year socio-economic development plan 2016-2020 from the beginning of the term until now are favorable conditions and important foundations for the Chairman of the Provincial People's Committee and the collective of the Provincial People's Committee to continue to fulfill the goals and tasks and make positive contributions to the development of the province.

In addition, it is recognized that in the current period, the provincial economy is still affected by complex and unpredictable developments, common difficulties in the world and domestic situation; adverse impacts of natural disasters and epidemics; difficulties in attracting resources for investment and development and promoting economic growth; some economic targets set out in the Resolution of the 18th Provincial Party Congress have not yet achieved their targets, still creating challenges for the completion of socio-economic development goals and tasks.

The Chairman of the Provincial People's Committee affirmed that inheriting and promoting the results achieved in the past time, in his new position, he promised to work with the collective leadership of the Provincial People's Committee to continue promoting the tradition of solidarity and unanimity with the highest spirit and responsibility to focus on successfully completing the goals, targets and key tasks assigned both in the short term and in the long term.

In addition to his own efforts, Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his hope that in the process of performing his assigned duties and tasks, he would receive the support, attention, leadership, and regular and timely direction of the Provincial Party Committee, the supervision of the Provincial People's Council, the close coordination of the Provincial Fatherland Front Committee and organizations in the province; the guidance and experience transfer of previous generations of leaders along with the active support of the team of cadres, party members, civil servants, and public employees in the entire provincial government system so that he could successfully complete his tasks.

He was appointed by the Prime Minister to the position of Deputy Minister of Planning and Investment from January 28, 2019. Previously, he held the following positions: Director of the Department of Organization and Personnel, Director of the Department of Local and Territorial Economy, Director of the Department of Infrastructure and Urban Areas, Ministry of Planning and Investment.
