According to Decision 937/QD-UBND, the Working Group has the following tasks: Inspect and review the construction implementation status of the Vinh City Central Park project according to the detailed planning approved by the Provincial People's Committee. Synthesize the inspection results and advise the City People's Committee to report to the Provincial People's Committee on the Vinh City Central Park project.

According to a member of the Working Group, to complete the task, the Working Group will inspect all legal documents of the Vinh City Central Park project. Including planning through the periods; basic design documents of construction items; Land use right certificates; financial obligations...

At the same time, inspect and measure all existing construction works in all 6 functional areas of the Vinh City Central Park project. Thereby, evaluate the functional use of the works and determine the construction time of these works. "The working group has basically completed the inspection and measurement of the works in area A (Youth Recreation Area - PV). Currently, the inspection work is temporarily suspended due to the implementation of the Government's Directive on prevention and control of the Covid-19 epidemic..." - a member of the working group informed.

The planning of Vinh City Central Park was first approved in 2004. On July 22, 2014, in Decision 3391/QD.UBND-CNTM, the Provincial People's Committee approved the adjustment of the detailed construction planning at a scale of 1/500 of Vinh City Central Park.

After being adjusted, Vinh City Central Park has 6 main functional areas, including: Youth entertainment area (area A); Central lake and lakeside relaxation (areas B and F); Ecological area (area C); Multifunctional festival palace (area D); Service area (area E).

On January 22, 2020, in Document No. 272/SXD-TTr, the Department of Construction requested the Vinh City People's Committee to inspect and review the construction and use of construction items at the Central Park project.

The reason stated by the Department of Construction in Document No. 272/SXD-TTr is: "According to information reflected by public opinion, currently at Vinh City Central Park, Trung Long Joint Stock Company is the investor, constructing and putting into use a number of construction items that are not in accordance with the purpose and function of use according to the construction planning approved by competent authorities...".

Vinh City Central Park was first approved for planning in 2004 and put into use in 2005, with the function of being a place for entertainment for all classes of people; being the lung of the city that regulates the city's climate; being a place to demonstrate the aesthetic level, cultural lifestyle, living habits, as well as the living standards and prosperity of Vinh City.
