Nghe An urgently directs strict handling of people going out on the street without necessary work

(Baonghean.vn) - That is the request of the People's Committee of Nghe An province in urgent dispatch No. 2151/UBND-KT dated April 10, 2020 on continuing to implement urgent measures to prevent and control the Covid-19 epidemic according to Directive 16 of the Prime Minister.

Faced with the complicated developments of the Covid-19 epidemic, in order to effectively prevent and control the work, while ensuring that the operations of agencies and units are not disrupted or interrupted, the Provincial People's Committee assigned provincial departments, branches, sectors, and mass organizations, and People's Committees of districts, cities, and towns to strictly direct the implementation of the following contents:

1. For activities at traditional markets:Timely rectify the work of controlling and ensuring safety in epidemic prevention and control in traditional markets that do not meet requirements, and promptly deploy the following solutions:

+ Disinfect and sterilize the market area;

+ Only allow 1-2 entrances to the market and arrange mask and disinfectant sales points right at the market entrance;

+ Limit the number of people participating in activities in the market area at the same time;

+ Require 100% of people entering and participating in activities in the market area to wear masks, wash hands with antiseptic solution and keep a minimum distance of 2m between people;

+ Temporarily suspend the operation of kiosks selling goods in the market area that are not essential goods according to the announced list;

- Preside over and coordinate with local authorities (Police, Market Management...) to promptly detect and handle violations, resolutely eliminate spontaneous markets, and temporarily suspend operations of markets without management entities and that do not comply with disease prevention and control regulations.

2. For unnecessary activities:Inspect and strictly handle cases of people going out without necessary work, not wearing masks in public places, and gathering in large crowds in violation of regulations (including physical activities, sports, walking, etc.). Local authorities need to strengthen propaganda work, establish a number of checkpoints with the participation of functional forces and youth volunteers to guide and remind people.

3. For production and business establishments:Temporarily suspend the operation of production and business establishments in the area until April 15, 2020, except for cases that are allowed to operate under the direction of the Prime Minister in Directives No. 15/CT-TTg dated March 27, 2020, No. 16/CT-TTg dated March 31, 2020); Official Dispatch No. 2601/VPCP-KGVX dated April 3, 2020 of the Government Office and Official Dispatch No. 1818/UBND-KT dated March 27, 2020 of the Provincial People's Committee.

Heads of establishments, businesses and organizations permitted to operate are responsible for ensuring absolute safety and fully implementing anti-epidemic measures as recommended by health authorities, including the measures stated in Section 2, Official Dispatch No. 2601/VPCP-KGVX dated April 3, 2020 of the Government Office.

The Department of Health shall preside over and coordinate with localities responsible for guiding, inspecting, and supervising epidemic prevention and control at the above facilities, enterprises, and organizations.

4. Department of Industry and TradePreside over and coordinate with departments, branches, sectors, People's Committees of districts, cities and towns to advise the Provincial People's Committee to temporarily suspend and promptly handle the operations of enterprises, organizations and individuals that do not meet the operating conditions.

5. Strengthen communication and propaganda workrelated to handling violations in the prevention and control of Covid-19 epidemic to raise public awareness.

6. Heads of agencies, units, organizations and enterprisesResponsible for assigning tasks to officers and employees of the unit in a reasonable, scientific and practical manner to carry out assigned tasks, especially tasks with deadlines and statutes of limitations as prescribed by law, and public services for people and businesses.
