(Baonghean.vn) - On the morning of April 28, the 18th Provincial Party Executive Committee held the 18th Conference to listen to and comment on the second draft of the Political Report of the 18th Provincial Party Executive Committee to be submitted to the 19th Provincial Party Congress.

REVIEW AND ASSESS CAREFULLY THE TARGETS FOR THE 2015-2020 TERM

After listening to the discussion opinions, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee assessed that the report had received and understood the opinions of the Document Subcommittee, the Provincial Party Committee Standing Committee, closely following the draft Report of the 13th National Party Congress. In addition, the general spirit is that the subcommittees must speed up preparations for the congress, including the Document Subcommittee.

Regarding the assessment of the 2015 - 2020 term, the Provincial Party Secretary suggested that the Document Subcommittee should absorb and assess more thoroughly the current situation of Nghe An enterprises such as the quantity, scale, capacity, and status of enterprises.

At the same time, carefully and deeply evaluate the 3 key economic regions of the province including: Vinh City - Cua Lo Town - the Southeast districts of the province associated with the Southern Nghe An - Northern Ha Tinh region; Hoang Mai - Quynh Luu region associated with the Southern Thanh Hoa - Northern Nghe An; the Western Nghe An economic region. The point of view is to recognize, identify, and locate the current status of these 3 regions.

"A full assessment is needed to see where our three key economic regions are, thereby clearly seeing the current situation, implementation responsibilities and solutions for the coming period" - the Provincial Party Secretary emphasized.

The second draft of the Political Report was sent to the members of the Document Subcommittee, the members of the Provincial Party Standing Committee for comments and research, and incorporated into the draft Report.

In general, the draft continues to follow the approved Outline, while also making adjustments compared to the first draft, such as editing and condensing the content and transferring specific data to the appendix.

For the evaluation of 5 years of implementing the Resolution of the 18th Provincial Party Congress, the sections and subsections were edited into comments and assessments; information and data were reviewed, adjusted, updated and re-edited to ensure the content of the evaluation of the fields is general, concise and close to reality;...

Development directions, goals, tasks, and solutions for the 2020 - 2025 period, the draft sets out 26 targets and groups of targets;...

In addition, the Political Report needs to evaluate and carefully review the implementation of the targets of the Resolution of the 18th Provincial Party Congress, term 2015 - 2020, in the context of the implementation of tasks in 2020 being affected and impacted by the Covid-19 pandemic; thereby creating a basis for the coming years, especially the first years of the new term.

On the other hand, comrade Thai Thanh Quy also noted the need to further evaluate propositions on culture, literature, and art; evaluate and determine the province's weaknesses and shortcomings during the term, the causes associated with adding data for illustration; Consider, review, and evaluate lessons learned on private economic development...

The Provincial Party Secretary also gave his opinion on the congress topic such as: Adding the clause "great national unity bloc" as suggested by the delegates.

SHAPING THE VISION AND ASPIRATIONS OF NGHE AN

Regarding the development direction in the Political Report, the Provincial Party Secretary suggested that it is necessary to look at it from a broader and further perspective; in which, consider and research to shape the aspiration to develop Nghe An in a 10-year vision, that is, until 2030, associated with the 100th anniversary of the Party's founding; thereby concretizing the direction for the next 5 years.

It is even possible to set a direction with a longer-term vision. Regarding this content, the Provincial Party Secretary suggested: The goal after 15 years, around 2035, Nghe An will develop sustainably on the basis of high technology, a clean environment, have a strong brand, and be the center of innovation in the North Central region.

In the next 5 years, Nghe An will become a center of convergence of quality resources for development, especially human resources; Nghe An will have strong investment and tourist attraction.

In addition, the Provincial Party Secretary also commented on other contents of the Draft Political Report such as: Development perspectives and general goals.

In particular, regarding specific targets, there were many opinions during the discussion. He concluded that it is necessary to consider poverty reduction targets in mountainous areas in accordance with the National Assembly's resolution on ethnic issues; research, review, quantify, and include administrative reform targets in the resolution, because this is one of the key tasks; add business development targets; and at the same time, absorb, research, and review a number of targets related to building the political system.

Regarding the main tasks and solutions, the Document Subcommittee needs to pay attention to absorbing research on the Nghe An enterprise development program; focus on analyzing, clarifying further, and mentioning the task of building Vinh City into a center of the North Central region associated with smart urban areas.

Mention and supplement more deeply the socio-economic issues associated with clarifying the proposition of linkage and connection in the region, domestically and internationally; clarify more about the development of key economic zones of the province, the issue of administrative reform, accordingly it is necessary to emphasize the core contents, strive to create a favorable environment for people and businesses;...
