Approving the project of allocating delegates to attend the 19th Nghe An Provincial Party Congress

(Baonghean.vn) - Delegates attending the congress of the upper-level party committee must be comrades who are exemplary in qualities, ethics, and lifestyle, representing the intelligence of the party committee, and capable of making practical and effective contributions to the success of the congress.

On the morning of April 28, the Executive Committee of the Nghe An Provincial Party Committee, term XVIII, held the 18th Conference to listen to and give opinions on the project of allocating delegates to the 19th Provincial Party Congress, term 2020 - 2025.

450 DELEGATES ATTEND THE PROVINCIAL PARTY CONGRESS

Based on the Central Committee's directives and instructions, the Personnel Subcommittee of the 19th Provincial Party Congress developed a proposal for allocating delegates to the congress to submit to the Party Executive Committee for consideration and comments.

At the conference, based on discussion, the Provincial Party Executive Committee agreed that the total number of delegates attending the 19th Provincial Party Congress is 450 comrades.

Of which, there are 61 ex-officio delegates, excluding 4 delegates who have decided to retire and have received social insurance benefits before the opening day of the Provincial Party Congress (expected in October 2020), and 1 reserve delegate. There are 388 delegates elected from the Party Committees.

Regarding the representative structure, the Provincial Party Executive Committee agreed on 5 principles:

- The majority of delegates are leaders and managers in Party, State, Fatherland Front agencies and socio-political organizations at provincial and district levels.

- For district, city and town party committees, 1/3 of the delegates need to work at the grassroots level, including communes, wards, towns, enterprises, etc. Party committees directly under the Provincial Party Committee need to arrange the number of delegates at the grassroots level reasonably.

- There should be at least 15% female delegates; district party committees with ethnic minority party members should have an appropriate structure of ethnic minority party members (for mountainous districts, there should be a reasonable proportion of delegates from Thai, Mong, Kho Mu, Tho ethnic groups); party committees with many enterprises should have direct worker delegates.

- Ensure appropriate age distribution, with priority given to young delegates (not less than 10%).

- Some delegates are intellectuals, cultural and artistic figures, scientists, technicians, and experts in various fields.

3 CRITERIA FOR DELEGATION OF DELEGATE NUMBER

Regarding the principles and methods of allocating delegates, the Party Executive Committee unanimously based on 3 criteria.

First of all, according to the number of grassroots Party organizations. Accordingly, as of December 31, 2019, the whole province has 1,051 grassroots Party organizations that will be allocated a total of 157 delegates, as follows: The upper-level Party Committees are divided into groups with 70 or more Party organizations and will be allocated an average of 7 delegates/Party Committee; from 50 to less than 70 Party organizations and will be allocated an average of 6 delegates/Party Committee; from less than 50 Party organizations and less will be allocated an average of 5 delegates/Party Committee. As for the grassroots Party Committees of Vinh University and Vinh University of Technical Education, each organization will be allocated 1 delegate.

The second criterion is based on the number of party members, according to which the whole province has 192,320 party members, allocating 193 delegates, an average of 1 delegate/1,000 party members.

The third criterion is based on the specific nature of some party committees, a total of 38 delegates will be allocated.

Thus, the number of delegates of each Party Committee under the Provincial Party Committee allocated to be elected to attend the 19th Provincial Party Congress, term 2020-2025, will be based on the total number of delegates allocated from the above 3 criteria.

Concluding this content, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged the high consensus of the members of the Provincial Party Executive Committee on the above contents.

However, regarding the allocation of the composition structure, there are still some opinions on the number of young delegates. The Provincial Party Secretary concluded that the plan for the structure of young delegates should be suitable to the characteristics and nature of the units.

Accordingly, the Party Committees of Tan Ky and Nghia Dan changed the structure of young delegates from 1 to 2 delegates. In addition, the Provincial Border Guard Party Committee was also proposed to increase the number of young delegates from 1 to 2 comrades. Based on the increase in the number of young delegates of the above 3 Party Committees, the number of young delegates of the Provincial Agencies Bloc Party Committee was reduced from 7 to 4 comrades.

In high agreement with the above contents, the 18th Provincial Party Executive Committee voted to approve the project.
