Pursuant to the Party's regulations on disciplining Party members, the Central Inspection Commission proposed that the Politburo and the Central Executive Committee consider and implement disciplinary action by expelling from the Party comrade Nguyen Van Hien, former member of the Party Central Committee and former Deputy Minister of National Defense, for very serious violations...

On April 27 and 28, 2020, in Hanoi, the Central Inspection Commission held its 44th meeting. Secretary of the Party Central Committee and Chairman of the Central Inspection Commission Tran Cam Tu chaired the meeting.

44th session of the Central Inspection Commission.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

1.Through the supervision of the Party Committee Standing Committee and the Party Committee Secretary, Chairman of the Board of Members of the Vietnam National Coal - Mineral Industries Group in leading and directing the management and use of land, state capital, investment projects and personnel work, the Central Inspection Commission requested the supervised party organization and party members to promote their strengths, seriously review, learn from experience and promptly take measures to overcome the limitations and shortcomings that have been pointed out.

2.After reviewing and resolving the denunciation against comrade Le Viet Chu, member of the Party Central Committee, Secretary of the Provincial Party Committee and comrade Tran Ngoc Cang, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Quang Ngai province, the Central Inspection Commission found that:

Comrade Le Viet Chu and Comrade Tran Ngoc Cang committed many serious violations and shortcomings in leadership, direction, implementation of land management and use, budget finance, investment projects and personnel work, negatively affecting the reputation of local Party committees and authorities, to the point that disciplinary action must be considered.

3.Regarding inspection when there are signs of violations against the Standing Committee of the Party Committee of Vietnam Expressway Corporation (VEC) and some individuals

- The Standing Committee of the Party Committee of the Vietnam Expressway Corporation violated the Working Regulations and principles of organizing Party activities, causing serious disunity within the Corporation's leadership; lack of responsibility, lax leadership, direction, inspection and supervision, allowing many violations and shortcomings in personnel work, in the implementation of construction investment projects and in the management and exploitation of expressways, causing serious consequences.

- Comrade Mai Tuan Anh, Party Committee Secretary, Chairman of the Board of Members and Comrade Tran Quoc Viet, former Party Committee Secretary, former Chairman of the Board of Members of the Corporation are primarily responsible for the violations and shortcomings of the Party Committee Standing Committee; Comrade Tran Van Tam, Deputy Party Committee Secretary, General Director, Comrade Nguyen Van Nhi, Deputy Party Committee Secretary, Deputy General Director and Comrade Le Quang Hao, Party Committee Member, Deputy General Director of the Corporation are jointly responsible for the violations and shortcomings of the Party Committee Standing Committee and personal responsibility in performing assigned duties and tasks.

The violations of the Standing Committee of the Party Committee of the Vietnam Expressway Corporation and the above-mentioned comrades have negatively affected the reputation of the Party organization and the Corporation, to the point that disciplinary action must be considered.

4.Review and discipline the Party Committee of the Ministry of Construction Inspectorate and a number of individuals related to violations concluded at the 43rd Session of the Central Inspection Commission.

Pursuant to the Party's regulations on disciplinary action against Party organizations and Party members, the Central Inspection Commission decided to take disciplinary action: Expel from the Party comrades Nguyen Thi Kim Anh, officer of the Anti-Corruption Department; Dang Hai Anh, officer of the Construction Inspection Department 2. Remove from all Party positions comrade Pham Gia Yen, former Party Committee Secretary, former Chief Inspector of the Ministry. Warning comrade Nguyen Ngoc Tuan, Party Committee Secretary, Chief Inspector of the Ministry. Reprimand comrade Vu Chi Cuong, Party Committee member, Party Cell Secretary, Head of the Anti-Corruption Department; Bui Anh Tuan, Party Cell Secretary, Head of the Supervision, Inspection and Post-Inspection Handling Department; Nguyen Hai Thang, Party Cell Secretary, Head of the Construction Inspection Department 2; Nguyen Thi Kim Lien, officer of the Construction Inspection Department 3.

The Central Inspection Commission requested the Standing Committee of the Party Committee of the Ministry of Construction to discipline the Party Committee of the Ministry of Construction Inspectorate for the 2015-2020 term.

5. Consider and discipline comrade Nguyen Quang Sang, member of the Provincial Party Committee, Secretary of the Muong Nhe District Party Committee and comrade Cao Xuan Dang, former member of the Provincial Party Committee, former Secretary of the Party Committee, former Principal of the Dien Bien Provincial Political School. The Central Inspection Commission found that:

- Comrade Nguyen Quang Sang is responsible as the head for the violations and shortcomings of the Standing Committee of Muong Nhe District Party Committee in leading and directing the management of budget, land, construction investment and personnel work.

- Comrade Cao Xuan Dang is primarily responsible for the violations and shortcomings of the Party Committee and the Board of Directors of Dien Bien Provincial Political School in leading and directing the management and use of finance, performing professional tasks and personnel work; he personally violated the Party's regulations on exemplary responsibility.

Considering the content, nature, level, and consequences of the violation; based on the Party's regulations on disciplining Party members, the Central Inspection Commission decided to discipline comrades Nguyen Quang Sang,Cao Xuan Dang.

6.Pursuant to the Party's regulations on disciplining Party members, the Central Commission for Inspection proposed that the Politburo and the Central Executive Committee consider and expel from the Party comrade Nguyen Van Hien, former member of the Party Central Committee and former Deputy Minister of National Defense, for his very serious violations of the law in the criminal case that occurred at the Navy. The Central Commission for Inspection decided to expel from the Party former Deputy Secretary of the Party Committee and former Division Commander of Division 363 Nguyen Van Khuay and former Head of Logistics of Division 363 Vu Duy An for their very serious violations of the law on land management at Division 363, Air Defense - Air Force.
