Sealing the entrance gate of the project of Hoanh Son Group Corporation in Vinh city
(Baonghean.vn) - On May 4, 2020, the People's Committee of Hung Dung Ward (Vinh City) officially sealed the entrance gate to the project of Hoanh Son Group Joint Stock Company to suspend the operation of this enterprise's tower crane.
The use of strong measures by the People's Committee of Hung Dung Ward to prevent Hoanh Son Group Joint Stock Company from continuing to operate the tower crane to construct a project with a height of 74.9m (20 floors) is to carry out the task assigned by the People's Committee of Vinh City in Document No. 1650/UBND-QLDT dated April 6, 2020.

Regarding Document No. 1650/UBND-QLDT of Vinh City People's Committee, it directed Hung Dung Ward People's Committee to preside over and coordinate with Vinh City Order Management Team to organize the suspension of tower crane operations at the Hoanh Son Trade Center, Hotel and General Services project.
It emphasizes: "In case the Investor does not comply or by April 30, 2020 still cannot present construction measures using tower cranes that have been appraised and approved by the Department of Construction, the People's Committee of Hung Dung Ward will coordinate with the Vinh City Order Management Team to set up a corrugated iron fence (leaving only one barrier gate) to prevent further construction at the project; request Vinh City Police to support when necessary".

Since the direction of Vinh City People's Committee in Document No. 1650/UBND-QLDT, Hung Dung Ward People's Committee has twice inspected the compliance with legal regulations of Hoanh Son Group Joint Stock Company in the installation and operation of tower cranes (April 23 and 30, 2020). Through both inspections, this company failed to present documents and papers related to the use and operation of tower cranes as prescribed.
Therefore, in compliance with the direction of Vinh City People's Committee, on May 4, 2020, Hung Dung Ward People's Committee issued Notice No. 214/TB-UBND, suspending the operation of tower cranes at the Hoanh Son Trade Center, Hotel and Service Project of Hoanh Son Group Joint Stock Company.
To prevent the situation of Hoanh Son Group Corporation reusing and operating the tower crane again, in Notice No. 214/TB-UBND, Hung Dung Ward People's Committee directed the ward's Urban Regulation Team to coordinate with relevant departments to seal the project entrance gate and arrange forces to be on duty at this place. Observation on the morning of May 5, 2020, the entrance gate to the Hoanh Son Trade Center, Hotel and Service project was locked and sealed.

The Hoanh Son Commercial Center, Hotel and Service Project of Hoanh Son Group Joint Stock Company is implemented on land plot No. 17, Nguyen Phong Sac Street, Vinh City. This land plot borders Nguyen Phong Sac Street to the Southeast, the remaining 3 sides are adjacent to residential areas. The total land area of the project is only 2,492.7m2.2; construction area 1,631.34m2, while the height of the building is up to 74.9m, including 20 floors and 1 basement. Therefore, when the tower crane is operating, the boom rotates right above the top of the residential building, and extends out to Nguyen Phong Sac street, causing concern for people in the area and those traveling on the road.
Regarding the act of installing tower cranes by Hoanh Son Group Joint Stock Company at the Hoanh Son Trade Center, Hotel and General Service Project, Nghe An Electronic Newspaper on April 23, 2020 reported in the article "Vinh City suspends the operation of tower cranes of Hoanh Son Group Joint Stock Company".
On March 18, 2020, the People's Committee of Hung Dung Ward, after inspection, confirmed (in the Minutes of current status inspection No. 15/BB-UBND) that the act of installing tower cranes by Hoanh Son Group Joint Stock Company was a violation.Directive No. 18/CT-UBND dated November 28, 2016 of the Provincial People's Committee. On March 19, 2020, the Vinh City Order Management Team in Report No. 19/BC-TTDT also affirmed that Hoanh Son Group Joint Stock Company installed a tower crane with a height of about 20m, a lever length of about 45m, beyond the project land area but could not present the required documents and procedural records.
Meanwhile, on March 31, 2020, in Document No. 766/HD-HDDXD, the Department of Construction pointed out many shortcomings shown in the tower crane dossier of Hoanh Son Group Joint Stock Company. That is, there is a lack of explanations: Measures for assembling and dismantling tower cranes; Procedures for operating tower cranes; Instructions for assembling and using tower cranes; Calculation of tower crane structure. The tower crane machine codes used in the dossier are not consistent with each other (Proposal for machine code QTZ 5011; Construction method drawings and inspection results report of the consulting unit with machine code LT6016-10A; Crane history and Minutes of technical safety inspection of tower crane with machine code QTZ 5510).
The tower crane in the technical inspection report expired on December 23, 2018. The construction method drawing file does not show the following contents: the scope of operation of the tower crane; measures to ensure safety for people, equipment and works in the operating area of the tower crane; measures to ensure safety when lifting materials to high places...; measures to prevent falling objects; measures to ensure safety when there are winds of level 5 or higher or storms... But at this time, Hoanh Son Group Joint Stock Company has installed and put the tower crane into operation.

Therefore, on April 6, 2020, Vinh City People's Committee issued Document No. 1650/UBND-QLDT requesting Hoanh Son Group Joint Stock Company to suspend all activities of tower cranes and ensure that the installed tower crane does not extend its boom beyond the project area; be responsible for ensuring absolute safety in the area surrounding the project and take full responsibility before the law if any incident occurs. At the same time, it is required that if before April 30, 2020, Hoanh Son Group Joint Stock Company fails to present construction methods for works using tower cranes approved by the Department of Construction, it is required to immediately dismantle the tower crane.
At the same time, the People's Committee of Hung Dung Ward was assigned to preside over and coordinate with the Vinh City Order Management Team to take measures to suspend the operation of the tower crane at the Hoanh Son Trade Center, Hotel and General Service project.
