Nghe An proposed many contents at the Prime Minister's 'Dien Hong conference' with businesses

(Baonghean.vn) - Nghe An has proposed that the Central Government soon arrange financial support for localities to implement Resolution 42 on supporting people in difficulty; propose tax reduction, tax payment extension, and land rent reduction for businesses during the Covid-19 pandemic that requires quarantine.

On the morning of May 9, the Government held an online conference between the Prime Minister and businesses, working together to overcome challenges, seize opportunities, and restore the economy. Comrade Nguyen Xuan Phuc - Politburo member, Prime Minister chaired the conference. Deputy Prime Ministers participated in the conference.

This is considered the "Dien Hong Conference" in the context of the economy being "compressed like a spring" due to the Covid-19 pandemic and now waiting to bounce back and restart when the pandemic has been basically pushed back in Vietnam.

STRIVE FOR GDP GROWTH OF OVER 5%

Recently, the Politburo, the Secretariat, the Government, and the Prime Minister have issued directives and policies to support businesses, people, and the economy in their difficulties. When the social distancing order is relaxed and the social rhythm gradually returns to normal, the economy will be like a compressed spring, ready to be released.

With that spirit, the Prime Minister stated that we must focus more on restarting the Vietnamese economy, striving for GDP growth of over 5% in 2020 and controlling inflation below 4%.

At the conference, Minister of Planning and Investment Nguyen Chi Dung presented a report on the impact of the Covid-19 epidemic, challenges and opportunities for business development and announced the basic content of the draft Government Resolution on removing difficulties for production and business, promoting disbursement of public investment capital, and ensuring social order and safety.

Mr. Vu Tien Loc - Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) presented and summarized recommendations and initiatives of enterprises and business associations; assessed the effectiveness and level of reception and absorption by enterprises of the Government's support solutions and policies, and proposed solutions to support enterprises.

Afterwards, representatives of foreign business associations, business associations, and enterprises in various fields spoke and made many recommendations, hoping that the Government, ministries, and branches would have solutions to remove difficulties and help businesses recover and develop after Covid-19.

Representatives of ministries, departments, branches and the State Bank reported solutions to remove difficulties for businesses, and answered recommendations, difficulties and problems of businesses in the fields and branches under their responsibility.

In Nghe An, the Covid-19 epidemic has had a profound impact, affecting all aspects of life, production and business activities of enterprises. Agricultural production faced difficulties in the consumer market, industrial production showed signs of slowing down, trade and services declined in the first quarter; the number of registered enterprises decreased, investment attraction in the first 4 months of the year was only 30.3% in terms of capital and 56.7% in terms of the number of registered projects...

Nghe An has implemented many solutions to remove difficulties and promote production and business such as creating conditions for goods circulation, developing production; reducing production and business costs, removing obstacles for businesses; creating conditions for businesses to access land and credit; improving the investment and business environment, attracting investment resources for development; speeding up the disbursement of public investment capital, promoting the progress of project implementation, especially key projects.

The conference was broadcast online with 63 local bridges, 30 bridges of ministries and branches and broadcast live on Vietnam Television. At the Nghe An bridge, comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Hoang Viet Duong - Vice Chairman of the Provincial People's Council chaired. Nghe An province proposed that the Central Government soon arrange to support localities with funding to implement Resolution 42 on supporting people in difficulty; propose tax reduction, tax payment extension, land rent reduction for businesses during the Covid-19 pandemic that requires quarantine; soon issue a Decree to extend the time to pay value-added tax and corporate income tax; create conditions for foreign experts to return to Vietnam to work soon...

There must be a specific action plan.

Concluding the conference, Prime Minister Nguyen Xuan Phuc affirmed that Vietnam has now established a new normal state to promote production and normal business. Vietnam continues to agree to bring experts, managers, and foreigners into Vietnam for economic cooperation.

“Covid-19 is a pandemic but it is also an opportunity for Vietnam to develop if it knows how to organize good state management, good business and good cooperation.”

Affirming the key role of enterprises on the economic front, the Prime Minister made three requirements for enterprises: First, they must not rely on others in development. Second, enterprises must be restructured for sustainable development. Third, all levels, sectors, especially enterprises, must apply science and technology, especially the 4.0 revolution in development.

"For businesses, it is necessary to maintain: labor, market and honor, Vietnamese business spirit, innovation, and business development," the Prime Minister pointed out.

The Head of Government requested ministries, agencies and localities to have specific action plans, such as: strengthening post-inspection, speeding up procedures to remove difficulties, especially current obstacles. In particular, paying attention to disadvantaged, small and medium enterprises. Paying attention to handling business opinions faster and more conveniently.

Enterprises are waiting for quick resolution from State agencies, so it is necessary to create a good environment for enterprises, cooperate, support, and not criminalize civil economic relations.
