The personnel work of the 13th Congress is related to the fate of the Party and the development prospects of the country.
General Secretary and President Nguyen Phu Trong emphasized that personnel work for the National Party Congress is an extremely important task, related to the fate of the Party, the nation and the country's development prospects.
On the morning of May 11, the 12th Conference of the 12th Party Central Committee solemnly opened in Hanoi. General Secretary and President Nguyen Phu Trong chaired the Conference.
Comrade Nguyen Xuan Phuc, Politburo member and Prime Minister chaired the opening session.
At this conference, the Party Central Committee discussed and decided on the following issues: Personnel work orientation of the 13th Central Committee; Election orientation of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; Number and allocation of delegates to the 13th National Party Congress and a number of other important issues.
Speaking at the opening of the Conference, on behalf of the Politburo, the Secretariat, General Secretary and President Nguyen Phu Trong stated that the Conference took place at a time when the whole country was celebrating the 45th anniversary of the complete liberation of the South and national reunification; the 130th birthday of President Ho Chi Minh and especially in the context that the entire Party and people have been doing a good job in preventing and fighting the COVID-19 pandemic, contributing to arousing in the entire Party, people and army pride in the glorious Party, great Uncle Ho, and heroic Vietnamese people.

The General Secretary and President emphasized that more than anyone else, each Central Committee member needs to promote the Party and nation's steadfast and glorious revolutionary tradition, further uphold the sense of responsibility, and strive to fulfill the assigned responsibilities well; he requested that Central Committee members promote their intelligence, contribute many profound and accurate opinions to the approved contents, ensuring the success of the conference.
General Secretary and President Nguyen Phu Trong highlighted a number of suggestive opinions, raising issues for the Central Committee to study, discuss, consider and decide.
Personnel work orientation of the 13th Central Executive Committee
Regarding the direction of personnel work for the 13th Central Executive Committee, the General Secretary and President stated that from now until the 13th National Party Congress, along with continuing to complete the draft documents of the Congress, the Central Executive Committee must focus its efforts on preparing personnel for the Congress according to the provisions of the Party Charter. This is an extremely important task, related to the fate of the Party, the nation and the country's development prospects, requiring painstaking preparation according to a strict process and appropriate progress.
At this conference, the Central Committee discussed, commented on, reviewed and decided on the Personnel Work Orientation of the 13th Central Executive Committee, as a basis for preparing personnel to participate in the 13th Central Executive Committee, Politburo, Secretariat, Central Inspection Commission and key leadership personnel of state agencies for the 2021-2026 term, which will be discussed at subsequent conferences.
The requirements of the cause of national construction and defense in the new situation require continuing to strengthen Party building and rectification, building a truly clean and strong political system; building a Central Executive Committee - the highest leadership body of the Party between two Party Congresses - that is truly a combat staff, the nucleus of political leadership and the center of high solidarity and unity of the entire Party and the entire nation.

On the basis of summarizing the experience and lessons in personnel preparation of previous congresses, and at the same time based on practical requirements, the draft Orientation for personnel work of the 13th Central Executive Committee has been carefully, seriously and thoroughly prepared. The General Secretary and President requested that each Central Committee member fully understand the position and great significance of this important work, focus on discussing and deeply analyzing the viewpoints, principles, goals and requirements for building the 13th Central Executive Committee; criteria for Central Executive Committee members; conditions, structure, number, introduction and selection process and a number of issues that need to be implemented by leaders in the process of preparing and implementing personnel work of the Central Executive Committee; clarify issues and stages that need attention and further emphasize.
Opening the discussion for the Central Committee members, the General Secretary and President clearly stated that the criteria for members of the Central Committee, Politburo, and Secretariat at the present time must be to have a truly steadfast political stance, steadfast in the goal of national independence and socialism, absolutely loyal to Marxism-Leninism, Ho Chi Minh thought, the Party Platform and guidelines, the State Constitution, and the interests of the nation; have moral qualities, a pure lifestyle, truly exemplary, not corrupt, opportunistic, power-hungry, conscious of preserving and protecting the unity within the Party, and trusted and credited by the masses.
The General Secretary and President emphasized that in the work of preparing personnel, there must be a very high sense of responsibility, be truly objective, impartial, transparent, and exemplary in strictly following the Party's organizational principles, regulations, and rules, putting the common cause of the Party and the nation above all else; resolutely fight against all manifestations of individualism, opportunism, localism, factionalism, "group interests," and seeking positions and power...
Direction for election of National Assembly deputies and People's Council deputies at all levels for the 2021-2026 term
At the conference, on behalf of the National Assembly Party Delegation, Politburo member and National Assembly Chairwoman Nguyen Thi Kim Ngan presented to the Central Committee for consideration the Project on the direction of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
The project has summarized and evaluated quite comprehensively and objectively the situation of the election of deputies to the National Assembly and the election of deputies to People's Councils at all levels in recent terms, clearly pointing out the achieved results, the remaining limitations and shortcomings and their causes, and lessons learned; proposed directions for handling issues arising in the election of deputies to the 15th National Assembly and the election of deputies to People's Councils at all levels for the 2021-2026 term; clearly defining the responsibilities of relevant agencies and organizations in the election work.
The upcoming election of National Assembly and People's Council deputies will be the third time implementing the Resolution of the 4th Central Conference of the 10th tenure on innovation in organizing elections of National Assembly deputies and People's Council deputies at all levels at the same time, in accordance with the provisions of the 2013 Constitution and current election laws.

In his opening speech, General Secretary and President Nguyen Phu Trong requested the Central Committee to discuss, consider and decide on the issues raised in the Project and Submission to have a basis for leading and directing the successful organization of the election.
The General Secretary and President noted that it is necessary to analyze, supplement, clarify, and create high consensus on key issues that are decisive for the success of the election, such as the goals, requirements, and guiding viewpoints for the election work; the establishment of organizations in charge of the election; the standards for National Assembly deputies and People's Council deputies at all levels in general and full-time deputies in particular; the number, structure, and age of National Assembly deputies and People's Council deputies, especially the number and structure of full-time deputies, female deputies, ethnic minority deputies, and deputies representing social groups and strata; electoral units and the number of candidates in electoral units; the right to vote and run for election; the candidacy and nomination process; the propaganda, election campaigning, and the settlement of complaints and denunciations; the organization of elections for People's Council deputies in places where there are no People's Councils at lower levels; expected election date... and work to organize and implement the project.
Number and allocation of delegates attending the 13th National Party Congress
Based on research and experience in allocating delegates at recent National Party Congresses (the 10th, 11th, and 12th Congresses), the Politburo submitted to the Central Executive Committee for comments on the principles, bases for allocating delegates, and the expected number of delegates allocated to 67 Party Committees directly under the Central Committee.
The principle of allocating delegates must comply with the provisions of the Party Charter, with a reasonable number, representing the wisdom of the entire Party, ensuring the success of the Congress. The basis for allocating delegates to the Party Congress is based on 3 criteria: Party cell headquarters directly under the Central Committee, the number of Party members of each Party cell, and the important positions of some Party cells.
Based on experience from previous terms, the allocation of delegates to the National Party Congress according to the above principles and bases has been basically agreed upon by Party committees and organizations at all levels. The most important thing is to choose correctly and elect truly representative and worthy delegates to represent the Party to attend the National Party Congress.

On this issue, the General Secretary and President requested the Central Committee members to focus on giving opinions on the principles and criteria for allocating delegates; and the expected allocation of specific numbers. After the Central Committee agrees on the principles and bases for allocating delegates, the Politburo will consider and decide on the specific number of delegates from each Party Committee to attend the 13th National Party Congress.
Also at this conference, the Central Executive Committee gave opinions on the Report reviewing the leadership and direction of the Politburo and the Secretariat in 2019; Report on important tasks that the Politburo has resolved since the 11th Central Conference (October 2019) to the 12th Central Conference of the 12th tenure; Report on inspection, supervision and discipline work within the Party in 2019.
The General Secretary and President asked the Central Committee members to take time to carefully study and give their opinions on these specific but extremely important issues, contributing to improving the leadership quality and fighting strength of the Politburo, the Secretariat, and the Central Inspection Commission in the coming time.
According to the program, the conference will work until May 14.
