Assigned by the Provincial Party Secretary, today I am very pleased to join the comrades in the provincial delegation to attend the 27th Congress of Yen Thanh District Party Committee, term 2020 - 2025. This is the first grassroots congress of the province.

On behalf of the Provincial Party Committee Standing Committee and the comrades in the working delegation, I warmly welcome 268 delegates, representing party members in the entire Party Committee, to the congress. I would like to send to you and all delegates of the congress my greetings and best wishes for the success of the congress.

Dear congress!

To move forward to today's congress, the Party Executive Committee of Yen Thanh district has made careful preparations, ensuring procedures and regulations. During the past term, although the general situation of the country and the locality faced many difficulties due to natural disasters and epidemics (especially the Covid-19 pandemic), with high determination, the Party Committee and people of Yen Thanh district have strived, seized opportunities, overcome difficulties, and successfully completed the goals and tasks set out in the Resolution of the 26th District Party Congress.

Average annual economic growth rate reached 9.5% (higher than the average of the 2010-2015 term),The economic structure has shifted in the right direction and positively, and growth quality has improved. The agricultural and industrial sectors have developed quite well.

Planning work is focused; infrastructure system is strengthened, attention is paid to attracting investment, economic sectors are promoted. Total social investment capital increased 1.86 times; average income per capita increased 1.82 times compared to the beginning of the term. Budget revenue is among the top in the province.

Culture - sports, education - training, science - technology have changed positively. The work of preserving and promoting the value of historical and cultural relics has been well done.

Criticism and combating wrongful views and behaviors are emphasized; basic social security is guaranteed, and policies for people with meritorious services are increasingly implemented. The quality of the living environment, disease prevention and control, and health care and promotion for the people are improved; the poverty rate has decreased to 1.92%.

Political security, order and social safety are ensured. The work of building the Party and the political system has changed significantly. The effectiveness and efficiency of the operations of governments at all levels have been improved. The fight against corruption, negativity and waste has received attention. The activities of the Fatherland Front and mass organizations have seen many innovations, attracting a large number of union members to participate.

In particular, with the efforts of the entire political system and people, Yen Thanh district has been recognized by the Prime Minister as a district meeting new rural standards. The outstanding achievements that the Yen Thanh district Party Committee has achieved are the result of continuous and persistent efforts over many terms, demonstrating the solidarity, unity, effective and timely leadership and direction of the Party Committee, the government, the entire political system, and the efforts of the staff, party members and people of the district.

On behalf of the Provincial Party Standing Committee, I warmly commend and congratulate the important achievements that the Party Committee and people of Yen Thanh district have achieved in the past term.

Dear congress!

The achievements in the past term are very great and important, but besides that, Yen Thanh still has limitations and shortcomings that need to be overcome soon.

I appreciate the spirit of self-examination and serious review of comrades and suggest that the congress continue to promote democracy, focus on intelligence, analyze and clarify limitations, shortcomings and causes, especially subjective causes, draw lessons from experience to find solutions to overcome, creating faster and more solid progress for the district in the coming time.

The District Party Executive Committee has clearly identified the general objectives of the term to be presented to the congress as: “Building a clean and strong Party and political system; promoting democracy, strengthening solidarity; promoting innovation; effectively exploiting potentials and resources; comprehensively developing the socio-economy; ensuring national defense and security; building advanced, exemplary new rural areas; bringing Yen Thanh to rapid and sustainable development”. I basically agree with the tasks and solutions proposed in the Political Report. Please note:

The first:Focus on exploiting and promoting potentials and advantages, developing the economy quickly and sustainably; identifying agricultural development as the foundation; associated with building a suitable growth model to improve quality, efficiency and competitiveness.

Restructuring agriculture towards developing high-tech agriculture; forming product chains associated with building brands of local products.

Strengthening the application of science and technology; developing processing industry, clean industry, and environmentally friendly industry. Strengthening cooperation and linkage between sectors and enterprises to effectively and economically use resources. Well implementing key programs, identified development breakthroughs, building advanced and exemplary new rural areas.

Monday:Improve the quality and effectiveness of planning and planning management. Continue to mobilize resources to invest in infrastructure construction. Strengthen management and effective use of land resources and other resources associated with environmental protection and climate change response.

Tuesday:Focus on developing tourism, trade and services. Promote traditional cultural values, historical and cultural relics associated with developing tourism in the direction of culture and ecology. Connect tourist areas in the surrounding areas, build Yen Thanh into an attractive tourist destination..

Wednesday:Continue to innovate and comprehensively improve the quality of education; pay attention to building and consolidating the national standard school system; promote career guidance and vocational training.

Call for attracting investment to build quality vocational training facilities, to build Yen Thanh district into a prestigious labor training address, providing labor for industrial parks inside and outside the province and for the labor export market.

Continue to do a good job of primary health care for the people, proactively prevent and control epidemics; promote the movement of the whole people uniting to build a cultural life; build people in the new period; well implement social security policies, hunger eradication and poverty reduction.

Thursday:Ensure national defense and security; maintain political and social stability; promote the strength of the entire political system and the great national unity bloc, do a good job in religious work, and link the task of socio-economic development with ensuring national defense and security.

Minister of Agriculture and Rural Development Nguyen Xuan Cuong and provincial leaders discussed with leaders of Yen Thanh district about rice production.

Resolutely fight against all types of crimes and social evils. Build defense zones and build a solid people's security and national defense posture. Prevent and combat corruption and waste. Resolve complaints and denunciations well right at the grassroots level, do not let them drag on, or cause hot spots, especially in special areas.

Friday:Continue to strengthen the organization, improve the quality and efficiency of the political system. Regularly pay attention to Party building work. Promote administrative reform, improve public ethics. Innovate the content and methods of operation of the People's Council, the Fatherland Front and mass organizations.

Implement well the grassroots democracy regulations, receive people, dialogue with people, enhance the pioneering, exemplary and responsible spirit of cadres and party members.

Pay attention to the work of developing the Party, improving the quality of the staff, especially young and female staff, to meet the requirements of the new period. Promote the leadership role of the Party Committee, raise the responsibility of the head in leading, directing, operating and solving work.

Dear congress!

One of the important tasks of the congress is to elect the Party Executive Committee of the district for the next term with the mettle, qualities, and capacity to lead, direct, and organize the successful implementation of the Congress Resolution.

We request that the delegates attending the congress uphold their sense of responsibility, promote democracy, impartiality, objectivity, and wisdom to elect comrades who meet the conditions, standards, and prestige to the Executive Committee of the Yen Thanh District Party Committee, term XXVII. At the same time, the congress needs to select worthy comrades who represent the Party Committee's intelligence to elect to the Delegation to attend the 19th Provincial Party Congress.

It is recommended that delegates at the congress focus their intelligence, promote their sense of responsibility before the Party Committee and the people, and propose a Resolution with realistic goals and tasks that demonstrate the offensive nature of the entire Party Committee in the 2020-2025 term.

With high political determination at this congress, I believe that the Party Committee and people of Yen Thanh district will promote the tradition of a cultural, studious, and revolutionary land, inherit the achievements of the past term, continue to unite, innovate, overcome all difficulties and challenges, successfully complete the goals of the Resolution of the 27th Congress, and make even greater contributions to the common development of the province.
