Innovation in leadership and direction
Thanh An is a mountainous commune that benefits from Program 135; not only is it facing difficulties in socio-economic conditions, but in previous terms due to violations in land management by some officials and the lack of solidarity and unity within the Party; for a long time, the locality has fallen into a crisis of trust among officials, party members and people towards the Party Committee and government.

The first breakthrough is to build a high level of solidarity and unity within the Party, thereby spreading and creating high consensus among the people.
Recognizing the difficulties, entering the 2015 - 2020 term, based on the lessons learned, Thanh An Commune Party Committee determined that the first breakthrough is to build a high level of solidarity and unity within the Party, thereby spreading to create high consensus among the people. The policies put forward during the term, from socio-economics, national defense - security, Party building, and the political system, were all thoroughly discussed, promoting democracy and intelligence in the Party organization, cadres, Party members, and people for implementation.
In the process of directing and organizing implementation, the Party Committee clearly identified the focus and key points; clearly assigned responsibilities to each organization and individual to stick to the work and be close to the grassroots; focused on publicity and transparency in all stages; promoted the exemplary spirit of cadres and party members "doing first"; especially always knowing how to listen to and respect the opinions of cadres, party members and people.
The Commune Party Committee has proactively taken action to resolve new, difficult, and sensitive issues without avoiding them; taken care of handling outstanding and pressing issues, especially those related to people's rights; petitions, reflections, and recommendations from the people. Since then, the trust of cadres, party members, and people in the leadership team and the leadership capacity and fighting strength of the Party Committee has been increasingly consolidated; the atmosphere of consensus within the Party and among the people has been increasingly enhanced for the common development of the locality.

Building trust, creating solidarity
Thanks to the innovations in leadership and direction of the Party Committee, the administration of the government and the synchronous participation of the Vietnam Fatherland Front and mass organizations, the results of implementing many targets and tasks set by the Party Committee of the commune in the 2015 - 2020 term in Thanh An have reached and exceeded the plan.
Comrade Nguyen Danh Duyen - Secretary of Thanh An Commune Party Committee said that, on the basis of closely following the Resolution of the Commune Party Congress for the term 2015 - 2020 and the Project on Developing a number of commodity crops, creating raw material areas associated with processing and product consumption of Thanh Chuong District Party Committee, the Commune Party Committee has directed and mobilized people to expand the area associated with promoting the application of science and technology on tea trees. During the term, over 155 hectares were newly planted, bringing the total tea area of the commune to more than 500 hectares.

Along with increasing the area, many tea-growing households have also boldly invested in intensive farming, investing in building irrigation systems from 70 - 100 million VND/household, ensuring good growth and development of tea trees. Thanks to that, the local tea productivity and output have increased compared to the beginning of the term; from fresh tea bud output reaching 4,800 tons in 2015 to 5,887.1 tons in 2019.
The Party Committee and the communal government also directed the people to plant new and replant more than 540 hectares of raw material forests; mobilized people in villages with large garden and hill areas such as Thuong Lam, An Ngoc, An Hoa, An Binh, etc. to renovate mixed gardens to grow valuable crops such as oranges, green-skinned grapefruit, lemons, etc. Livestock farming was shifted to a concentrated farm model with the main animals being pigs and native chickens; taking advantage of the water surface area to expand the aquaculture area to 120 hectares.
Based on the potential of tea island tourism, the Commune Party Committee also focused on leading and guiding the people to expand and improve the quality of services for tourists. Accordingly, the number of visitors to the tea island is increasing, reaching more than 10,000 visitors/year. Services, trade, and industries continue to develop with a total of 102 establishments, grocery kiosks; repair services for motorbikes, bicycles, electronics, transportation, etc.
In addition, during Thanh An's term, there was a breakthrough in mobilizing investment resources to develop infrastructure, reaching more than 51 billion VND in 5 years, of which people's contributions accounted for 17.2%. The locality has built a new kindergarten cluster including 8 classrooms; 3 primary school functional rooms; repaired and upgraded some items of the secondary school, community activity house and commune health station, cultural house of Thuong Lam village; Duc Me temple; Quan Thanh; built 5 bridges, culverts for people and more than 11 km of concrete roads, nearly 3 km of secondary canals for irrigation.

The New Rural Program has also been focused on by the Thanh An Party Committee and government, and has had 3 more criteria achieved (irrigation, income, housing), bringing the total number of criteria achieved to 13/19. For the 6 criteria that have not been achieved, many important contents have been implemented regarding transportation, cultural facilities, health, environment, production organization, and culture. The cultural and social fields have had many positive changes; national defense and security have been taken care of.
High determination for the next term
Although there have been many changes, the rural landscape has improved, and people's living standards have improved, Thanh An is still an area with many difficulties, especially in shifting the economic structure, crop structure, and increasing people's income.
In the new term, it is necessary to raise awareness among cadres, party members and people, especially about commodity production, market economy and integration; and overcome conservative and stagnant thinking.
The Party Secretary of the commune - Comrade Nguyen Danh Duyen shared more: From the reality, the requirements for the new term 2020 - 2025 are to continue to do a good job of ideological work, raise awareness for cadres, party members, and people, especially awareness of commodity production, market economy, integration; overcome conservative and stagnant thinking. Party committees and authorities must take more drastic action on the basis of identifying local strengths associated with planning concentrated production areas for each type of product to focus on leadership and direction, including fruit tree areas, industrial tea areas, aquaculture areas, rice and vegetable production areas.

Building, replicating, and developing economic models of family farms and ranches for high income, increasing the income value of the livestock industry within the agricultural sector. Thanh An also advocates developing agricultural and rural industries and services; small-scale industries; trade and service businesses on tea islands, National Highway 46C... At the same time, the Party Committee needs to continue to lead and direct the attraction of all resources to develop infrastructure associated with completing the NTM criteria, striving to reach the NTM goal by 2023.
To achieve the above goals and tasks, the Party Committee determined to further promote the strength of solidarity and democracy within the Party and among the people; strongly innovate awareness, thinking and action, bringing Thanh An to higher development in the new term 2020 - 2025.
