The Provincial Party Standing Committee approved the Party Congress of Cua Lo town.

On the morning of May 21, the Provincial Party Standing Committee held a conference to listen to and give opinions on draft documents, preparations and plans for the Congress; and approve the personnel plan for the 6th Congress of the Party Committee of Cua Lo town for the 2020-2025 term. BUILDING A COMPREHENSIVELY DEVELOPED SEA TOURISM CITY

After 5 years of implementing the Resolution of the 5th Congress of the Party Committee of Cua Lo Town, the town's economy has developed steadily, basically achieving and exceeding its goals and targets. In particular, the service sectors, especially tourism, continue to develop rapidly and steadily.

The average economic growth rate over the past 5 years has reached 12.7%, ranking first in the province. The average added value per capita by 2020 is estimated to reach 120 million VND. The poverty rate is now below 1%. The work of building the Party and the political system has achieved many results.

In the 2020-2025 term, Cua Lo town sets a general goal of promoting its combined strength, mobilizing and effectively using all resources to build Cua Lo coastal tourism urban area to develop comprehensively, firmly, civilizedly, and modernly, as a center of tourism and services, together with Vinh city to develop into a key growth pole of the province.

With a synchronous and gradually modern infrastructure; the material and spiritual life of the people is improved; with an advanced culture, rich in the identity of the friendly and hospitable coastal people; an ideal destination for domestic and international tourists; solid national defense and security, ensuring social order and safety; building a strong Party organization and political system.

At the meeting, opinions focused on contributing to the development orientation of Cua Lo town such as: Continuing to promote administrative reform; diversifying sea tourism services; aiming for four-season tourism; investing in large infrastructure projects for the town; better connecting tourism between Cua Lo and other localities; improving the efficiency of recruiting party members;...

Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son agreed with the orientation of building Cua Lo coastal tourism urban area to develop comprehensively, firmly, civilizedly and modernly. However, in addition, in the next term, the town must continue to build and develop more diverse and rich tourism products to extend the time of tourism exploitation; at the same time, pay attention to improving tourism infrastructure and enhancing tourism culture.

On the other hand, Cua Lo also needs to improve the efficiency of land use, attract investment, and promote administrative reform. In particular, to become one of the growth poles of the province, according to the Standing Deputy Secretary of the Provincial Party Committee, the province needs to have its own specific mechanism for the town.

Chairman of the Provincial People's Committee Nguyen Duc Trung also assessed that the development of Cua Lo's coastal tourism urban area is not commensurate with its potential and that to become a coastal urban area, meeting the requirements of four-season tourism, a synchronous tourism ecosystem must be created.

Regarding the town's three breakthroughs in the new term, the Chairman of the Provincial People's Committee suggested that the first breakthrough must be administrative reform, because according to the assessment, the town only ranked 14th out of 21 districts, cities and towns in this work.

Regarding the issue of growth poles, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that the connotation of this concept is to ensure two factors: "accumulation, concentration" and "diffusion". Therefore, the solution for the town's direction should be considered to ensure this factor.

Comrade Nguyen Van Thong also shared with Cua Lo that expanding administrative space is facing difficulties, while economic space depends heavily on administrative space.

MAXIMIZE THE STRENGTHS OF THE SEA, CLOSE TO THE SEA, GET RICH FROM THE SEA

Concluding this content, Provincial Party Secretary Thai Thanh Quy acknowledged that the evaluation of the 2015 - 2020 term by the Town Party Executive Committee was quite close, serious, and straightforward; especially maintaining and promoting the spirit of solidarity and unity; making efforts to develop the socio-economy; and cultural tourism has made remarkable progress.

The review report of the Executive Committee of the Party Committee of Cua Lo town, term V, 2015 - 2020 also shows seriousness and frankness.

Regarding the direction for the next term, we basically agree with Cua Lo town on the viewpoints, goals and targets. However, the Provincial Party Secretary suggested that the town pay attention to two more targets: admitting party members based on the viewpoint that it is necessary to demonstrate higher spirit and determination; at the same time, it is necessary to include political training and fostering in one of the targets on Party building and the political system.

Comrade Thai Thanh Quy agreed with the town's goal of "building Cua Lo coastal tourism urban area to develop comprehensively, firmly, civilizedly, modernly, as a tourism and service center, together with Vinh City to develop into a key growth pole of the province".

To implement the above content, first of all, the Provincial Party Secretary requested Cua Lo to prepare and propose the Provincial Party Standing Committee to summarize Resolution 05/NQ-TU of the Provincial Party Standing Committee on building and developing Cua Lo town into a tourist city after 15 years of implementation.

Thereby, in the new context, the new phase will propose a new mechanism for Cua Lo town so that the town, together with Vinh city, can develop into a key growth pole of the province and the whole region of South Nghe An - North Ha Tinh; at the same time, Cua Lo will become a developed coastal tourism city, with high competitiveness compared to other coastal cities in the North. The Provincial Party Secretary affirmed that the province will accompany Cua Lo to seek resources from the Central Government and socialize to develop the town.

Next, comrade Thai Thanh Quy suggested that Cua Lo town must maximize its strengths from the sea, cling to the sea and get rich from the sea. To do so, first of all, it is necessary to develop sea tourism through continuing to build a good tourism culture; tourism products must be diversified; in addition, together with Vinh city, it must become a hub connecting Nghe An's tourism routes.

Secondly, the town needs to continue working with the province to complete infrastructure and logistics for seaports and logistic services; cling to the sea, get rich from the sea through exploiting and processing marine products.

The Provincial Party Secretary also suggested that the town strengthen the exploitation of land resources. Focus on the construction and implementation of planning to ensure long-term, comprehensive and transparent planning; avoid haste, protect aquatic resources, marine environment, and respond to climate change in a harmonious manner. "Good planning will create good space to attract investment", comrade Thai Thanh Quy pointed out.

In addition, Cua Lo needs to continue to pay attention to cultural and social development, ensuring security, order and social safety; maintaining sovereignty over seas and islands. In particular, the town needs to continue to promote the spirit of solidarity and unity; conveying this to become a beauty in every Party cell, commune and ward.

At the meeting, the Provincial Party Standing Committee agreed that the time to organize the 6th Congress of the Party Committee of Cua Lo town for the 2020-2025 term is from June 11 to 13.
