At the meeting, the leaders of the Provincial Police reported on the implementation results of Resolution No. 55/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council regulating the level of regular support for the positions of Captain and Deputy Captain of the Civil Defense Team and providing fire prevention and fighting equipment for the Civil Defense Team in Nghe An province in the period of 2017 - 2020.

Before the commune merger project, the whole province had 1,315 civil defense teams with 17,486 team members, including 480 civil defense teams in 480/480 blocks and hamlets. After the commune merger, the whole province had 1,726 civil defense teams with 19,827 team members. There were 460 civil defense teams in 460/460 blocks, hamlets and villages where the commune-level administrative offices were located.

Pursuant to Resolution No. 55/2016/NQ-HDND of the Provincial People's Council, from January 1, 2017 to December 31, 2019, the Provincial People's Committee has allocated funds to purchase fire prevention and fighting equipment for the civil defense team with a total amount of 14.1 billion VND. Support for the Civil Defense Team Leader is 30% of the basic salary/month; support for the Deputy Civil Defense Team Leader is 25% of the basic salary/month.

“The support from the Resolution has strengthened the fighting capacity of the civil defense force, promoting its core role in building a movement for the entire population to participate in fire prevention and fighting. It has effectively assisted the professional fire fighting force, especially in promptly extinguishing a number of newly arising fires, minimizing damage caused by fires. However, from practical activities, it is proposed to add policy beneficiaries and a higher support level of 1.5 days of basic salary", the leader of the Provincial Police Department assessed and proposed to issue a new Resolution to replace Resolution No. 55/2016/NQ-HDND.

Regarding Resolution No. 54/2016/NQ-HDND on a number of regimes and policies for the militia and self-defense force, and decentralization of spending tasks to carry out militia and self-defense work in the province, the representative of the Provincial Military Committee said that every year, the Provincial People's Council has decided on the level of support for national defense and security activities at the level of 85 million VND/year/commune, which includes the cost of subsidizing working days for the militia and self-defense force when performing tasks at 0.01% of the basic salary.

"Since the support, it has created some peace of mind for the militia when participating in performing assigned tasks," said the Provincial Military Command, adding that the budget in many localities has not yet ensured spending for the militia and self-defense force, and payment for working days has not been guaranteed according to the Law on Militia and Self-Defense Forces and Resolution 54.

At the meeting, the Provincial Inspectorate also reported on the implementation of Resolution No. 195/2015/NQ-HDND of the province on the financial support regime for resolving complaints, denunciations, land disputes and administrative boundary disputes in the province. From 2016 to 2019, 891 working groups and interdisciplinary inspection teams were supported with a total budget of more than 6.67 billion VND.

According to the Provincial Inspectorate, the Resolution has a positive impact on the process of resolving citizens' complaints and denunciations, motivating those involved in resolving complaints and denunciations to perform their duties. Thereby, it contributes to resolving petitions, creating hot spots, stabilizing the political situation, and ensuring social order and security. However, the Resolution was issued in 2015, so up to now, the support levels are no longer consistent with the practical situation and current regulations.

Concluding the monitoring session, Comrade Cao Thi Hien - Vice Chairwoman of the Provincial People's Council requested the sectors to review, supplement and unify the data to complete the report to the Provincial People's Council. At the same time, clearly assess the effectiveness of mechanisms and policies in practice, difficulties and specific recommendations.

Comrade Cao Thi Hien assessed that the work of guiding, organizing, implementing, and inspecting the implementation of the Resolutions issued by the Provincial People's Council has been basically well done by the 3 sectors. The work of supporting the subjects has been timely and to the right subjects.

However, the content of decentralization of spending tasks in the implementation of Resolution 54 is still a formality and it is recommended that the Provincial Military Command re-evaluate the implementation at all levels. The Provincial Inspectorate reviews the support objects at the district level, thereby advising on appropriate revisions and supplements./.
