Nghe An Provincial People's Council proposes to review and supplement investment incentive policies

(Baonghean.vn) - Vice Chairman of the Provincial People's Council Hoang Viet Duong suggested that the Department of Planning and Investment should coordinate with departments, branches, and localities to evaluate, review, and supplement policies to promote the effectiveness of the province's incentives in attracting investment.

On the morning of June 8, the Provincial People's Council's monitoring delegation chaired by comrade Hoang Viet Duong had a working session with the Department of Planning and Investment on the implementation of the Provincial People's Council's Resolutions related to socio-economic development in the province.

Resolution is ineffective

One of the Resolutions chaired by the Department of Planning and Investment is Resolution No. 26/2016 approved by the Provincial People's Council on August 4, 2016 on preferential policies and investment support in Nghe An province.

Accordingly, Resolution No. 26 stipulates the province's specific policies for investors, including expansion investment projects in Nghe An, to encourage and attract investment, create breakthroughs in socio-economic development, and shift the province's economic structure. The Resolution is considered a "red carpet" policy to attract investors and businesses.

According to Resolution 26 of the Provincial People's Council, the province's policies focus on the following contents: supporting the construction of infrastructure outside the project fence (roads, electricity, water supply); supporting site clearance and leveling, supporting labor training, providing information, etc.

According to the assessment of the Department of Planning and Investment, after nearly 4 years of implementing the Resolution, it has been shown that some regulations are no longer consistent with reality and regulations of current legal documents and norms. The number of projects enjoying preferential policies of the province is not large, and the preferential policies to attract investment of the province have not really been effective.

The process of coordination and information gathering among relevant departments and branches has not been regular to evaluate the results and effectiveness of the Resolution's implementation.

Request for additional policy amendments

Discussing at the meeting, members of the monitoring delegation assessed that the goals set by Resolution 26 are very large, however, the implementation efficiency is still limited. Coordination between localities, departments and branches is not close. Members are concerned about the propaganda work to bring policies to businesses and investors.

“Resolution 26 is a proactive policy, calling for investment, creating breakthroughs, attracting large projects. However, after 4 years of implementation, the results achieved mainly support the construction of small-scale roads, with investors mainly at the district, commune and state-owned enterprise levels,” said Nguyen Thi Anh Hoa, Deputy Chief of Office of the Provincial People's Council.

Investment attraction projects create momentum for socio-economic development of the province.

Delegates' opinions reflected shortcomings in the implementation of Resolution 26: The Department of Planning and Investment is the agency in charge of advising on the development of the Resolution, but it does not have the authority to implement it or allocate resources, so it is difficult to comprehensively evaluate the implementation of the Resolution. There are many content items in the Resolution's policy mechanism, but there are still difficulties and problems with payment procedures and documents.

Vice Chairman of the Provincial People's Council Hoang Viet Duong assessed: In the process of implementing and deploying Resolution 26 of the Provincial People's Council, the Department of Planning and Investment has proactively built a system of timely documents and dispatches; paid attention to coordinating with local departments and branches to implement a number of items of the Resolution, especially items outside the project fence.

Comrade Hoang Viet Duong said that many items and lists in Resolution 26 have not been implemented. Therefore, he suggested that the Department of Planning and Investment should clearly assess the reasons for each item.

At the same time, it is necessary to closely coordinate with departments, branches and localities to continue to review and evaluate the effectiveness of the implementation of the contents of the Resolution to propose the Provincial People's Committee to submit to the Provincial People's Council to amend and supplement the contents of the Resolution in accordance with the current practical situation in order to promote the effectiveness of the policy in life, contributing to promoting the province's investment attraction.
