(Baonghean.vn) - Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that the district and commune authorities need to review the work handling process of cadres and civil servants, and at the same time strengthen management, discipline and handle cadres and civil servants if there are violations in the performance of official duties.

At the meeting with voters, on behalf of the Provincial People's Council delegates, delegate Ton Manh - Deputy Chief of the Provincial Party Committee Office informed voters about the expected content and program of the 15th session of the Provincial People's Council, term XVII, 2016 - 2021, which will be held in mid-July.

Next, voters of the four communes frankly reflected on many existing problems and limitations in the localities as well as made recommendations and proposals related to the rights and interests of the people. The issue that many voters reflected and proposed was the slow issuance of land use right certificates for residential and agricultural land.

Voter Tran Thi Ly (Hamlet 9, Dien Thinh Commune) reflected that in the hamlet, half of the households have not been granted land use right certificates for residential land and agricultural land, and through surveying, there is still a discrepancy between the records and reality.

Also reflecting the slow issuance of land use right certificates, voter Ho Sy Thanh reflected that the attitude and responsibility of officials and civil servants in the commune in handling the procedures for issuing land use right certificates to people still showed negative signs. Some voters also reflected that many households had bought land for decades but had not been granted land use right certificates, affecting the rights of the people.

In addition, some voters also reported the situation of land acquisition from people to carry out aquaculture projects that have not been implemented for many years; the construction of the saltwater prevention dike project through Dien Trung area did not build ditches and drainage culverts, causing local flooding, affecting the production of people in three hamlets 5, 7, 8 of the commune.

After the opinions and reflections of voters, on behalf of the delegates of the Provincial People's Council, Ms. Cao Thi Hien - Vice Chairwoman of the Provincial People's Council shared the difficulties and concerns of voters and affirmed that with the responsibility of the delegates of the Provincial People's Council, elected by the people, they will receive, gather to transfer and urge competent agencies to resolve.

Directly explaining the backlog in granting land use right certificates, the Vice Chairman of the Provincial People's Council admitted that the regulations related to land in recent years have been adjusted to manage more closely, and at the same time resolve practical concerns and shortcomings. However, the adjustments and amendments have not yet met the requirements, the Provincial People's Council continues to receive them to make recommendations to all levels to study and resolve the issues.

The Vice Chairman of the Provincial People's Council also requested the district and commune authorities to review and resolve land-related documents for the people in a more timely manner according to their authority and responsibility; at the same time, review the work handling process of officials and civil servants; if anything is correct, we hope voters will support it; if anything is incorrect, we need to adjust it; at the same time, strengthen management, discipline and handle officials and civil servants if there are violations in the performance of their duties.

On the people's side, it is also necessary to monitor and provide evidence of corrupt and negative cadres and civil servants to competent authorities to handle the erring cadres and civil servants. On the part of cadres and civil servants, it is also necessary to train themselves to perform the assigned duties and tasks responsibly and wholeheartedly to the people.

Regarding the opinion of voter Bui Van Tu (Hamlet 8, Dien Trung Commune) on the policy for the heads of the lower-level hamlet branches, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that the implementation of the policy for this group is based on the regulations of the Central Government and the local budget situation with a daily work support regime of 50 - 100 thousand VND/day (depending on the type of block, hamlet, village).

This level of support is not satisfactory compared to the working day outside, however, the work that the staff in the hamlet block is undertaking should not be considered a profession but only because of responsibility to the community and trust of the people to do...
