The "Children's Council" model was assigned by the Prime Minister to the Central Committee of the Ho Chi Minh Communist Youth Union for pilot implementation starting in 2015. This model is a new form of children's activity organization directly managed by children themselves, aiming to enhance children's capacity to exercise their right to participate in matters related to children as stipulated by law.
Through the operation of the Children's Council model, relevant agencies and organizations involved with children can improve the process of lawmaking, policy planning, and decision-making regarding children. After nearly three years of implementation, the Children's Council model has initially proven effective in promoting children's right to participation at the grassroots level.
