ESTABLISHING A CENTER FOR TRAINING HIGH-QUALITY MEDICAL HUMAN RESOURCES
During the 2015-2020 term, the Party Committee focused on comprehensive leadership and guidance, resulting in the school's training scale expanding and quality improving.
During this period, the school opened four new undergraduate programs and one postgraduate program; approved and put into use 40 textbooks and reference materials, and 115 scientific research projects.

The school has strengthened the application of information and communication technology in teaching, scientific research, management, and social services; and developed and applied software in credit-based training.
Simultaneously, to serve teaching and practical skills training, in 2018, the Vinh University Medical Center Hospital was established based on the upgrading of the University's multi-specialty clinic.
The Party Committee and the collective leadership of the School have correctly selected and directed key issues and programs, accurately identifying priorities, especially in personnel management, student recruitment, and ensuring the quality of education.

For the 2020-2025 term, the Party Committee of Vinh Medical University has set the following overall goals: To enhance the leadership capacity and fighting strength of the Party Committee, promote the strength of the great unity of the entire university; and to build a team of cadres that is sufficient in quantity, ensures quality, and is balanced in structure.
We are determined to build Vinh Medical University into a rapidly and sustainably developing institution, a center for training high-quality medical personnel, and to contribute to making Vinh City a regional center in the North Central region in the fields of education and healthcare.
A major breakthrough is needed.
Speaking at the ceremony, Comrade Tran Ngoc Tu - Deputy Secretary of the City Party Committee and Chairman of the Vinh City People's Committee - acknowledged and highly appreciated the achievements of the Party Committee of Vinh Medical University during the past term.

At the same time, it was suggested that the Party Committee should focus on building a school development strategy with appropriate content, solutions, roadmap, and steps, strongly innovating and creating major breakthroughs to truly establish a brand.
This is a crucial core element in the face of fierce competition from various training and healthcare models, and it also aims to quickly establish Vinh as a center for training high-quality medical personnel, contributing to the city's development into a regional center in North Central Vietnam for education, training, and healthcare.

To achieve the above objectives, the Party Committee needs to focus on improving the quality of training in a comprehensive manner, encompassing professional expertise, skills, and medical ethics; prioritize building a team of qualified and capable management staff and lecturers to meet the required standards; and actively innovate teaching and learning methods linked to practical medical treatment.
Continue to build and develop Vinh Medical University Hospital into a 200-bed inpatient hospital with all the necessary departments and wards.
Improving the quality of medical examination and treatment with a patient-centered approach to find appropriate breakthrough solutions; gradually affirming the reputation and brand of the University Hospital, capable of healthy competition with hospitals in the area and other localities.
Along with that, the Party Committee needs to focus on building a truly strong Party, school, and mass organizations.

The Congress elected the 16th Executive Committee of the Party Committee of Vinh Medical University for the 2020-2025 term, consisting of 11 members. At the first meeting of the Executive Committee of the Party Committee of Vinh Medical University for the 2020-2025 term, Comrade Nguyen Canh Phu - Rector of Vinh Medical University - was re-elected to continue serving as Secretary of the Party Committee of Vinh Medical University for the 2020-2025 term.
The congress also elected delegates to attend the 24th Congress of the Vinh City Party Committee, term 2020-2025.

CKey targets for Vinh Medical University by 2025:
- Faculty qualifications: MSc: 80%; PhD: 20%; Professor, Associate Professor: 5%
- Graduation rate for students and trainees: 97%; of which the percentage of those with good or excellent grades: >70%
- Employment rate for graduates: > 70%
- Open university programs: 1-2 majors
- Open 1-2 postgraduate programs.
- Compile 15-20 textbooks for internal circulation.
- Establish a simulation training center.
- Institutional-level projects: 20-30 projects/year; Provincial-level projects: 5 projects
- Establish a Center for Molecular Biomedicine
- Establish a Center for Research on Pharmaceuticals and Functional Foods.
- Develop the hospital to a capacity of 200 beds by 2025.
- Party Committee: Strive to achieve a "Good" or higher performance rating annually.
