Details of 5 key investment projects from the budget according to the Prime Minister's Decision on Vinh City
(Baonghean.vn) - To build Vinh city into the center of the North Central region in all fields, the Prime Minister's Decision issued a List of priority projects for investment research, including 5 projects using State budget capital.
Recently, Prime Minister Nguyen Xuan Phuc signed and issued Decision No. 827/QD-TTg (Decision 827) dated June 12, 2020 approving the Project on developing Vinh city, Nghe An province until 2023 in the spirit of Resolution 26-NQ/TW of the Politburo.

To soon achieve the goal of becoming the center of the North Central region in all fields, Decision 827 clearly states: The People's Committee of Nghe An province and Vinh city need to mobilize and focus investment resources on a number of key projects in the fields of: science and technology; transportation, infrastructure; culture, sports, tourism; economy; real estate; agriculture and a number of urban embellishment projects.
The Prime Minister's Decision also issued a List of priority investment research projects, including 5 projects using State budget capital.
First of allSmart city construction project, the expected capital source is from the Central Budget and the budget of Nghe An province. Accordingly, for the Central budget capital source, after the Resolution of the National Assembly Standing Committee (NASC) on principles, criteria and norms for allocating public investment capital from the State budget for the period 2021-2025 (Resolution) is issued, the People's Committee of Nghe An province shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Construction and relevant ministries to identify component projects that are eligible to use the Central budget capital, and report to competent authorities for consideration and decision.
Regarding the local budget, the People's Committee of Nghe An province reviews the list of projects, combines the balance of the local budget and other legal sources, and reports to the Provincial People's Council for consideration according to the provisions of the law on investment, public investment and related laws.
In the field of transportation, infrastructure, and urban beautification, there are 3 projects, including:Project to upgrade and expand National Highway 46(Vinh - Kim Lien, Nam Dan section) is expected to be implemented with the central budget, with the Ministry of Transport as the investor.
After the Resolution of the Standing Committee of the National Assembly was issued, the Ministry of Transport coordinated with the People's Committee of Nghe An province to synthesize project proposals in the medium-term public investment plan for the period 2021-2025, using the central budget capital of the Ministry of Transport.
The remaining two projects areProvincial Road 535 Phase 2 Upgrade Project(Vinh - Cua Hoi road) andProject to complete and synchronize the route from Vinh airport to the roundabout of Muong Thanh Phuong Dong hotel and around Ho Chi Minh Square, expected to be implemented by the central budget, Nghe An provincial budget and other legal mobilization.
The above two projects, with central budget capital: After the Resolution of the National Assembly Standing Committee was issued, the People's Committee of Nghe An province reviewed and synthesized the project in the process of developing a medium-term public investment plan for the period 2021-2025 from the central budget to support the province, sent to the Ministry of Planning and Investment and relevant ministries for synthesis, reporting to competent authorities for consideration and decision.
Regarding local budget capital, Nghe An Provincial People's Committee proactively arranges and balances local budget resources and other legally mobilized capital sources in the period of 2021 - 2023, reports to the Provincial People's Council for consideration and decision according to the provisions of law on investment and public investment.
