FIGHTING THE EPIDEMIC AND RESTORING PRODUCTION
In the first 6 months of 2020, the Covid-19 pandemic has been complicated, many economic and social activities have been suspended, and most sectors and fields of the economy have been severely affected. The entire political system must focus on both preventing and fighting the pandemic and implementing solutions to remove difficulties for production and business, ensuring social security, and determined to maintain, restore, and develop economic and social activities.
In that context, the growth rate of the province's gross domestic product in the first 6 months of 2020 is estimated to increase by 2.69%, ranking 28th in the country and 2nd in the North Central region. Restructuring of the agricultural sector continues to be promoted. To date, the province has 245/411 communes meeting the NTM standards, 4 district-level units have completed the goal of building and meeting the NTM standards.

Total retail sales of goods in the first 6 months were estimated at VND30,789.12 billion, up 0.21%. Service activities were heavily affected by the epidemic such as tourism, restaurants, and hotels. Service revenue was estimated at VND8,381.44 billion, equal to 78.81% of the same period in 2019.
Regarding investment attraction, as of June 16, 2020, the province has granted new licenses to 33 projects, with a total registered investment capital of more than VND 3,157 billion. The disbursement rate of concentrated public investment capital in the first 6 months is estimated at 42.85% of the plan. State budget revenue is estimated at VND 7,084.5 billion.
In addition, due to the impact of the Covid-19 pandemic, the lives of a number of workers and residents are still facing many difficulties. The province has decided to support 637,064 people facing difficulties due to the Covid-19 pandemic with an amount of more than 609 billion VND; National defense and security work has been maintained, social order and safety have been ensured; education and science and technology have achieved many positive results.

To do so, in the last 6 months of the year, the GRDP growth rate must reach 10.14%, budget revenue must reach 7,535 billion VND,...
Low scenario:The Covid-19 epidemic is basically under control domestically, but other countries in the world are still complicated, making trade difficult... GRDP in 2020 is expected to increase by 5.5-6.0%, budget revenue is about 14,060 billion VND,... To do so, in the last 6 months of the year, the GRDP growth rate must reach 8.11%, budget revenue must reach 6,975 billion VND,...
To complete the plan at the highest level, 11 groups of tasks and solutions are proposed. In particular, focusing on removing difficulties for production and business, facilitating, reviewing, and cutting administrative procedures and costs for businesses; strongly improving the investment and business environment; effectively implementing foreign affairs activities, promoting and attracting investment.
In addition, resolutely speed up the progress of implementation and disbursement of public investment capital; resolutely and synchronously implement solutions to promptly recover and develop production and business associated with restructuring industries and fields;...
EFFORT, DETERMINATION TO ACHIEVE THE HIGHEST GOAL
Speaking at the conference, Provincial Party Secretary Thai Thanh Quy said that Nghe An has done a very good job in preventing and fighting the Covid-19 pandemic. Despite many difficulties and great pressure, Nghe An has calmly come up with appropriate solutions. Therefore, it has created consensus from top to bottom, gained people's trust, and achieved high efficiency.
On behalf of the Provincial Party Committee Standing Committee, the Provincial Party Secretary acknowledged and highly appreciated the efforts and leadership of the authorities at all levels. In particular, he highly appreciated the results of public investment disbursement, which was higher than the national average, thereby stimulating and influencing other areas of life.
During the Covid-19 pandemic, the province still operates in a compact, efficient, and smooth manner in the fields of culture, society, education, and health; national defense and security are maintained, and social order and security are ensured.

According to the Provincial Party Secretary, in the next 6 months, the province must carry out 3 important tasks. First, be ready to prevent and fight the epidemic. Second, restore economic development, make maximum efforts, and achieve the highest results. Third, organize well the grassroots Party Congress and move towards the 19th Provincial Party Congress.
“These three tasks must be done simultaneously. Therefore, the Provincial People's Committee and the sectors must have a reasonable and scientific plan, and clearly assign tasks. They must be resolutely managed, clearly pointing out units that have not performed well. This movement must spread from the provincial level to the district and commune levels, creating synchronization, unity, and determination.”
According to the Provincial Party Secretary, in the last 6 months of the year, there is great pressure because most targets are not adjusted and most have not been achieved and some targets are low. In addition, natural disasters and epidemics are present. In implementing the dual goal of both preventing and fighting the epidemic and developing the economy, it is necessary to pay attention to agriculture and rural areas.
Therefore, the Provincial People's Committee must resume and promote foreign affairs activities, attract investment to find and call for investors. Continue to accelerate the disbursement of public investment capital and the viewpoint is not to spread out, must choose projects that have spread, influence, create momentum in socio-economic development, to avoid wasting resources.
Carry out the task of budget collection well, prevent revenue loss, and increase debt collection. Regarding expenditure, it is necessary to carefully review, ensure social security, regimes, and policies, and adjust non-urgent and necessary expenditures. Actively care for people's lives and develop society, including implementing Resolution 42 of the Government. Districts must carefully review, implement the right subjects, policies, and procedures.
Pay attention to and take care of education, drowning prevention and control in the summer. Ensure national defense, security, social order and safety. Prepare for the Party Congress at the grassroots level and move towards the 19th Provincial Party Congress in the best way, not allowing complicated issues to arise. Focus on building and implementing 5-year socio-economic development programs and plans (2021-2025) to prepare for the 19th Provincial Party Congress.

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that the Provincial People's Committee will lead departments, branches, and localities to strive at the highest level to achieve the set targets. At the same time, he requested departments, branches, and localities to agree and strive with this viewpoint, in the context of many difficulties and challenges ahead.
“We continue to rely on the positive results of the agricultural sector, looking forward to the development of the industrial sector and the recovery of the tourism sector. To complete the goals, departments and branches must complete the contents related to the implementation of plans, best prepare for the plan for the next 5 years, closely following the content of the Political Report of the Provincial Party Committee” - Chairman of the Provincial People's Committee affirmed.
The Chairman of the Provincial People's Committee requested departments, branches and localities to continue to focus on removing obstacles and difficulties for businesses. The province will establish a working group to resolve obstacles and difficulties for businesses. This working group will coordinate with the investment attraction working group. Regarding the public administrative service center, the deadline is July to put it into operation.
“In attracting investment, the Provincial People's Committee's viewpoint is to both seek out dynamic projects and immediately approach projects that can be implemented for investment. Because these projects not only create more jobs and income, but importantly, they participate in the global value chain. When Nghe An has these investors, the view on the province's investment conditions will be different.”
The Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to review preferential policies on investment attraction. In investment promotion, the Provincial Investment, Trade and Tourism Promotion Center should be soon completed, with the motto of direct approach, close follow-up, and companionship with investors. The Department of Natural Resources and Environment shall preside over and advise on the issuance of land price lists in industrial zones for the Provincial People's Committee to issue land price lists.
Regarding budget revenue and expenditure, only spend when revenue is guaranteed and save 10% of expenditure. At the same time, review unnecessary expenditures to cut down.
Regarding public investment disbursement, the Department of Planning and Investment is assigned to review by June 30 any projects with disbursement below 30% for consideration, and by August 30, review and decide on capital transfer. Heads of departments, branches and localities are responsible for the results of public investment disbursement. Prepare a medium-term public investment plan for the 2021-2025 period and a public investment plan for 2021 with the viewpoint of investing with focus, key points, selecting key projects, spreading development, not spreading investment.
