Ky Son voters are concerned about the regulation that 'addicts must admit they are addicted to go to rehab'

(Baonghean.vn) - Since 2013, there has been a regulation requiring drug addicts to be sent to compulsory drug rehabilitation facilities. However, the regulation that "addicts must admit they are addicted and have a prescription" is impossible, causing difficulties for this work.

On the afternoon of June 23, the delegation of the Provincial National Assembly, including Mr. Le Quang Huy - Vice Chairman of the National Assembly's Committee on Science and Technology; Major General Nguyen Huu Cau - Member of the Provincial Party Standing Committee, Director of Nghe An Provincial Police, had a meeting with voters after the 9th session of the 14th National Assembly in Ky Son district.

At the meeting, voters of Ky Son district frankly made recommendations on issues of concern. Voter Lo Khac Tiep suggested that while Covid-19 support is provided for businesses, taxes are not exempted. Civil liability insurance for motorbikes needs to be changed to ensure people's rights.

Voter Nguyen Viet Tang proposed to the province and the Central Government to allow the town's people to open another bridge across the Nam Mo River to help reduce traffic congestion, because currently there is only one bridge, while the number of people and vehicles passing through here is high, especially during rush hour. Besides, on the other side of the river there are many schools, so the students' travel needs are high and frequent.

Voters in Ky Son district also reflected on the issue of the regime for people with revolutionary contributions. There are people on the list who have been transferred to the province but have not yet received the regime. The land in the old cultural center is currently not being used, causing waste, becoming a landfill affecting environmental sanitation in the area.

According to voter Cut Thi Nguyet, in 2013 there was a regulation to send addicts to compulsory drug rehabilitation facilities, however, the regulation that "addicts must admit they are addicted and must have a prescription" is impossible, causing difficulties for this work. This voter also suggested that there should be a boarding system for high school students in mountainous and disadvantaged areas to attract students and improve the quality of education, because in reality there is no system so students have to cover their own expenses and food and accommodation.

Voter Nguyen Xuan Truong said that in 2017, the Government issued Decree 02 to support people in areas affected by natural disasters and epidemics, but only supported wet rice, not upland rice, while the locality of Ky Son has a large upland rice area. Voter Sam Van Hai also suggested that currently, the district medical center only has 1 ambulance provided by the project, which has been in use for over 10 years and is often broken down, and hopes to receive more attention and support from all levels. Some commune health stations in the area have degraded and damaged facilities and need support for repair.

In addition, voters of Ky Son district also proposed issues related to upgrading and paving some roads in the area, supporting the construction of boarding houses for students, housing for poor households...

After listening to voters' opinions, representatives of district leaders and provincial departments and branches explained and answered questions within their authority.

On behalf of the National Assembly Delegation of the province, Major General Nguyen Huu Cau acknowledged the recommendations of voters of Ky Son district, and answered a number of issues that voters reflected and proposed. Specifically, regarding the amendment of the regulation on compulsory admission of drug addicts to rehabilitation centers, this is a difficult issue, and will propose to abolish it. Regarding the issue of retaining students, secondary schools must have boarding schools, this is a practical and necessary issue, and will propose to propose.

In particular, the issues voters reflect on related to handling counterfeit goods, banned goods, goods that do not ensure quality, the responsibility belongs to the authority of the district, the district needs to pay attention, ensuring the rights of the people. The recommendations for building bridges, embankments, roads, the District People's Committee is requested to include in the medium-term investment, as well as recommendations to build ethnic minority areas in the area.

Regarding other recommendations, the National Assembly deputies promised to fully receive and convey them to the National Assembly, the Government, central and provincial ministries and branches for consideration and resolution as soon as possible.
