EFFORTS TO ACHIEVE THE “DUAL GOAL”
The Standing Committee of the Provincial Party Committee listened to the report on the socio-economic situation in the first 6 months of the year, tasks and solutions for the last 6 months of 2020 presented by the Party Committee of the Provincial People's Committee; listened to the report on the results of administrative reform in the first 6 months of the year, tasks and solutions for the last 6 months of the year.
Accordingly, in the past 6 months, the complicated developments of the Covid-19 epidemic have greatly affected the production and business activities of enterprises and people's lives, affecting the socio-economic situation in the area. The province has implemented solutions to strive to achieve the "dual goal" of both preventing and fighting the epidemic and achieving socio-economic development goals.

The growth rate of gross domestic product (GRDP) in the province is estimated to increase by 2.69%, of which the agriculture, forestry and fishery sector increased by 4.98%; the industry - construction sector increased by 5.11% (industry alone increased by only 1.58%, construction increased by 9.47%); the service sector increased by 0.2%; product tax minus product subsidy equaled 99.41% compared to the same period in 2019. The estimated budget revenue is more than 6,964.5 billion VND, reaching 45.8% of the estimate and equal to 94.4% compared to the same period in 2019.
In that situation, the province has implemented many solutions to support businesses in difficulty such as: restructuring debt repayment terms, exempting and reducing loan interest; extending tax payment, exempting late payment fees; reviewing and proposing to consider reducing 50% of some types of fees and charges prescribed by the Provincial People's Council to support businesses;...

The bright spot is that the disbursement rate of investment capital in the first 6 months of the year of the province reached 42.85% of the plan, higher than the national average (the national average disbursement was 23.25% compared to the plan assigned by the National Assembly and 26.3% compared to the plan assigned by the Government).
The province has also made efforts to attract investment into the locality. As of June 16, the province has granted new (approved investment policies/issued investment registration certificates) to 33 projects, with a total registered investment capital of nearly VND 3,158 billion; at the same time, 32 projects have been adjusted, of which the total investment capital of 7 projects has been adjusted (increased by VND 3,847 billion).

The Provincial People's Committee has paid close attention to and directed administrative reform. The review, reduction of processing time, and simplification of administrative procedures at agencies and units continue to receive attention.

Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that in the context of difficult budget collection, it is necessary to review issued policies and mechanisms and policies expected to be issued to ensure budget balance in implementation.
Comrade Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Committee assessed that after the Covid-19 pandemic, it is an opportunity to restructure the economy and also an opportunity to restructure budget expenditures. Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the efforts in the past time, and at the same time, regarding the tasks and solutions for the coming time, he suggested focusing on solving problems caused by key projects; strengthening the management of land, resources and environment; attracting investment, especially paying attention to the preparation of conditions to attract investors; continuing to effectively implement the work of supporting people facing difficulties due to the Covid-19 epidemic according to Resolution 42 of the Government; having appropriate plans to implement the socio-economic goals and targets in 2020.
The opinions also mentioned many issues after merging blocks, hamlets, and communes, especially the handling of excess facilities after the merger that need to be studied to have directions for localities to arrange and organize reasonably.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the Provincial People's Committee will lead and direct to strive to achieve the highest level of targets in 2020.

In particular, the Chairman of the Provincial People's Committee emphasized the key groups of solutions to remove obstacles for businesses and ongoing projects (budgetary and non-budgetary projects), especially regarding procedures such as land and site solutions; improve the investment and business environment and directly approach investors looking for investment locations.
The Provincial People's Committee will also continue to manage budget revenue and expenditure more closely, review unnecessary expenditures to cut and save about 10% because the budget revenue situation in the last 6 months of the year is forecast to be difficult; disburse public investment capital on schedule as required, heads of departments, branches and localities must be responsible for the progress; if by August 31, 2020 the disbursement rate as prescribed is not achieved, the province will make adjustments; pay attention to social security policies to ensure stable people's lives.
FLEXIBLE AND DYNAMIC IN MANAGEMENT AND LEADERSHIP
In the difficult context, the province has been steadfast, persistent, diligent, united and unified to overcome difficulties, achieving results relatively compared to the general context of the whole country.
Comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee highly appreciated the management work of the authorities at all levels; the attention and direction of the Party Committees and the active and effective participation of the Front and mass organizations in the difficult and unfavorable context; besides, the direction of the Party Congress was basically on schedule.
Regarding the last 6 months of the year, the Provincial Party Secretary emphasized 3 tasks including: being ready to respond to the bad situation of the Covid-19 epidemic; restoring and developing the economy and focusing on directing Party congresses at all levels, towards the 19th Provincial Party Congress. Pointing out the province's viewpoint of not adjusting the 2020 targets, the Provincial Party Secretary emphasized that it is necessary to base on the People's Committee's plan from the beginning of the year to strive to achieve the highest targets; the problem is that in the difficult context, the management process must be flexible and dynamic.
Going into specific content, comrade Thai Thanh Quy proposed to remove difficulties for production, business, enterprises, resume investment promotion and attraction activities, review administrative procedures; speed up the disbursement of public investment, along with focusing on working with ministries and branches to develop public investment plans for the coming period with the viewpoint that new projects must be selected for investment in key areas with pervasive, connected, and dynamic effects.

The Provincial Party Secretary requested to do a good job of budget revenue and expenditure, especially saving on spending; taking care of people's lives, especially paying attention to people's psychology, emotions and thoughts in the post-Covid-19 period, including about 20,000 people returning from abroad; properly implementing support policies according to Resolution 42 of the Government on supporting difficulties caused by the Covid-19 pandemic.
The province also needs to prepare well for the upcoming exams, carry out tasks to prepare for the new school year; pay attention to propaganda solutions, prevent drowning, child injuries, and diseases related to people outside of Covid-19; ensure national defense, security, social order and safety; pay attention to post-inspection work and perform post-inspection and examination to serve Party congresses at all levels well.
The Provincial Party Secretary also agreed with the opinions that it is necessary to review policy mechanisms, especially the recent period, to see which policies are reasonable, unreasonable, or reasonable but do not have resources to have specific calculations for the new period.

On the other hand, relevant departments, branches and localities pay attention to handling issues after merging communes and hamlets such as infrastructure, and at the same time pay great attention to and provide guidance on policies and regulations for cadres without coefficients.
Along with that, the province needs to focus on building a socio-economic plan for the next 5 years; at the same time, the Planning and Investment sector pays special attention to advising to soon complete the construction of the Provincial Planning for the period 2021-2030, with a vision to 2050.
At the meeting, the Provincial Party Standing Committee listened to and gave opinions on the 5-year socio-economic development plan for the period 2021-2025; listened to and gave opinions on the policy of changing the purpose of using rice-growing land and protective forest land to carry out works, projects and planning minerals as common construction materials to serve the site clearance of infrastructure development projects in the Southeast Economic Zone.
