On the afternoon of June 30, the Standing Committee of Nghe An Provincial Party Committee worked with the Standing Committee of Ky Son District Party Committee on preparations for the 23rd District Party Congress, term 2020 - 2025.

HUNGER ERADICATION AND POVERTY REDUCTION WORK HAS ACHIEVEMENTS OF QUITE HIGH RESULTS

During the 2015 - 2020 term, Ky Son's economy had a fairly stable growth. The average growth rate for the 2016 - 2020 period is estimated at 5.55%.

Infrastructure and facilities have been gradually invested in. The National Target Program on New Rural Development has been widely implemented, with the district achieving an average of 8.85 criteria per commune; to date, one commune has achieved 19/19 criteria.

Culture and society have developed, and the work of hunger eradication and poverty reduction has achieved quite good results. Ky Son has completed the target of poverty reduction, in which the poverty rate has decreased from 60.24% in 2016 to 46.11% now.

Ethnic groups in the district unite and agree to build an increasingly high material and spiritual life; develop a strong national identity.

Social security is guaranteed. National defense and security are maintained. Foreign relations and special friendly cooperation with localities in Laos are increasingly sustainable. Party building and the political system are consolidated.

At the meeting, opinions acknowledged the efforts and results of Ky Son in the 2015 - 2020 term, a mountainous district with 203 km of border, with a very important position in terms of national defense and security.

However, between the results achieved and the requirements from reality, Ky Son still has to make more efforts and strive. The opinions of the members of the Provincial Party Standing Committee and the departments and branches have focused on giving suggestions to the district in each field.

In particular, Ky Son needs to continue to take care of the work of building the Party and the political system, in which it is necessary to pay special attention to building the contingent of cadres, especially key cadres, professional cadres and cadres of the political system at the grassroots level; pay attention to promoting the contingent of village elders and village chiefs; strengthen foreign affairs, ensure national defense and border security.

On the other hand, hunger eradication and poverty reduction are also a very important requirement, so there needs to be solutions to support the livelihoods of poor households. In particular, regarding the development story, Ky Son needs to re-evaluate its term by overcoming the conservative, waiting, and dependent thinking among cadres and people to have solutions for the new term.

In the coming time, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong suggested that the district continue to attach great importance to the issue of national solidarity; border protection, forest protection associated with the fight against and prevention of crime in the area; consider building the political system as a key and necessary task, especially the political system at the grassroots level; determined to promote hunger eradication and poverty reduction for the people through building economic models of farms and family farms;...

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated Ky Son's efforts to overcome difficulties. In addition, for some targets in the new term such as: The rate of poor households decreases each year, average income per capita, the rate of trained workers, the district considered and analyzed to build closer to the target in Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly approving the Overall Project on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030.

"3 YEN" NEED TO BE IMPLEMENTED WELL

Concluding this content, comrade Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged the work of directing the grassroots congress and preparing for the 23rd District Party Congress.

Regarding the draft Political Report, taking into account comments, the district needs to rearrange the elements in the Congress theme to be reasonable, and at the same time consider and consider adding the element "overcoming conservative, stagnant, waiting, and dependent thinking".

Evaluating the performance results of the 2015 - 2020 term, it is necessary to deepen the economic activities taking place in the area of ​​the youth volunteer force and the national defense force; the effectiveness of the work of strengthening border guards to become Party committee officials at the commune level, participating in Party cell activities at the village level; the factor of solidarity and unity among ethnic groups; and the work of hunger eradication and poverty reduction.

In the coming term, the Provincial Party Secretary basically agrees with the contents of the draft political report; however, it is necessary to pay attention, note, and analyze more on the targets for training cadres, the rate of poor households decreasing each year, average income per capita, and the rate of workers receiving vocational training.

Basically agreeing on the solutions that Ky Son set out for the new term, the Provincial Party Secretary summarized and emphasized the "3 peace" motto that the district needs to keep in mind and implement well.

First of all, to keep the people safe. To do so, we must first pay attention to the people's livelihood, and improve their living standards through the effective implementation of the Party, State, and Provincial programs for the area, in conjunction with promoting economic efficiency from forests and building economic models. Secondly, we must improve people's knowledge through taking care of education and culture. And finally, to keep the people safe, we must promote democracy well.

The second is to keep the area peaceful. To do this, we must first build a strong political system, especially the grassroots political system. Any weak areas must be adjusted immediately, and any problems must be promptly addressed and resolved. In addition, it is necessary to promote the spirit of solidarity and unity among ethnic groups within the organization. In particular, the Provincial Party Secretary noted that it is necessary to build and promote the role of village elders, village chiefs, and prestigious people among ethnic groups, taking them as factors and focal points for gathering and uniting. Along with that, the political system in the area must closely follow the grassroots level to promptly detect and handle problems arising at the grassroots level, not allowing them to become hot spots.

Third is the peace of the border. According to the Provincial Party Secretary, the content of this issue is first of all that the army and the people must be closely connected with each other, because with a large area and complex terrain, the role of the people is extremely important, the people are the "eyes and ears" for the core forces performing tasks in the area. At the same time, we must continue to closely connect "you with us", that is, we need to continue to do well in foreign affairs with localities and units of Laos on the border. Finally, to keep the border peaceful, "up and down must also be closely connected with each other", accordingly, comrade Thai Thanh Quy emphasized: The units, departments and branches of the province must also accompany and support Ky Son in a practical and specific way.

“Comrades must work persistently, regularly, step by step, especially to keep the people safe. Keeping the people safe will help keep the area and the border safe,” the Provincial Party Secretary told cadres, party members and people of the mountainous border district of Ky Son.
