More than 58% of complaints and denunciations are false.
Reviewing the report on the results of citizen reception, complaint and denunciation settlement in the first 6 months of the year and tasks and solutions for the last 6 months of 2020, the meeting participants basically agreed with the draft presented by the Provincial Inspectorate.
In particular, the regular and periodic reception of citizens by State agencies at all levels, especially the reception of citizens by heads of Party committees, authorities at all levels and heads of agencies, is given attention, contributing to reducing complaints and denunciations, because through reception, many recommendations and reflections from citizens are clarified, so there are no complaints from citizens.
All levels and sectors also actively resolved citizens' complaints and denunciations, with the rate of resolving complaints in the whole province reaching 85% and the rate of resolving denunciations reaching 88.2%.
It is noteworthy that through the settlement of complaints and denunciations, violations were discovered and competent authorities were requested to administratively discipline 4 individuals and transfer 2 cases to the investigation agency.

The inspection and examination of the responsibility for implementing the law on complaints and denunciations has also been of interest to the Provincial Inspectorate with a total of 70 inspections and 83 units inspected and examined. The results showed that 20/83 units had violations; recommendations for review and experience were made for 64 organizations and 290 individuals.
However, some members participating in the investigation also raised concerns about the increase in large groups of people coming to receive citizens, including 14 groups regularly receiving citizens with 15 cases (including 12 new cases); 14 groups periodically and suddenly receiving citizens with 47 cases (35 new cases). On the other hand, the rate of false complaints and denunciations is high. Specifically, false complaints account for 58.8% and false denunciations account for 58.5%.

Besides, although through inspection and examination of the responsibility for implementing the law on complaints and denunciations, 64 organizations and 290 individuals have been recommended to review and learn from experience. However, only 14 organizations and 50 individuals have been reviewed. Deputy Head of the Legal Committee of the Provincial People's Council Thai Thi An Chung raised the issue of the quality of recommendations through inspection and examination?
Concluding on this content, Head of the Provincial People's Council's Legal Committee Phan Duc Dong requested the Provincial Inspectorate to study mechanisms and measures to limit false complaints and denunciations; at the same time, propose measures to overcome limitations and shortcomings in the work of receiving people and resolving complaints and denunciations of citizens, avoiding the situation of existence, limitations, and causes that are repeatedly mentioned in every session without any change.
Regarding complicated and prolonged cases, the Head of the Provincial People's Council's Legal Committee requested the Provincial Inspectorate to proactively develop plans and provide focused advice on resolving a number of urgent and common cases in many localities; pay attention to responding to petitions sent by the Provincial People's Council; strengthen dialogue and mediation at the grassroots level to reduce the number of complaints and denunciations; promote the application of IT in resolving citizens' complaints and denunciations...

Effective solutions to prevent corruption are needed.
Also this afternoon, the Provincial People's Council's Legal Committee also reviewed reports on corruption prevention and control work; reports on the work of the Court, the Procuracy, and the Enforcement of Judgments in the first 6 months of the year, and tasks and solutions for the last 6 months of 2020.
Commenting on the report on anti-corruption work, Head of the Provincial People's Council's Legal Committee Phan Duc Dong said that in practice, corruption cases discovered through self-inspection and internal inspection of agencies, organizations and units are difficult, except in places where there is internal disunity. Therefore, it is necessary to strengthen solutions to promote the effectiveness of self-inspection and internal inspection of agencies, organizations and units to improve the effectiveness of anti-corruption work within agencies.
In addition, it is necessary to continue to synchronously deploy solutions to prevent corruption; strengthen coordination with prosecution agencies to prevent violations among officials and civil servants.

The Head of the Provincial People's Council's Legal Committee also noted a number of contents for the Court, the Procuracy, and the Provincial Civil Judgment Enforcement Department in performing their professional duties.
Specifically, the Provincial Court should pay attention to improving the quality of trials at the district court level; pay attention to resolving civil and administrative cases; coordinate with the Provincial People's Committee to strengthen the direction of departments, branches and district levels when administrative cases are filed; create favorable conditions for the activities of the People's Jury to better perform the trial task.
For the Provincial People's Procuracy, it is necessary to pay attention to improving the quality of practicing the right to prosecute and supervise judicial activities; strengthen measures to grasp, manage and closely supervise the classification and handling of denunciations and crime reports of the investigation agencies...
For the Provincial Civil Judgment Enforcement Department, it is necessary to strengthen coordination and collaboration with Party committees, authorities and functional branches in civil judgment enforcement work, especially in organizing enforcement to enforce judgments, preventing the dissipation of assets to enforce judgments...
