Accordingly, at that time, Thanh Hoa Provincial Police caught 4 girls in the act of prostitution in 4 rooms of Phu Hung Hotel, Quang Hung Ward, Thanh Hoa City.

Among these 4 girls, Cao Thi Ninh (aka Cao "Kieu"; born in 1992, residing in apartment 1902, Teaco Apartment, Dong Ve ward, Thanh Hoa city) is the leader, both operating the line and directly participating in selling sex to customers.

At the police station, the prostitutes and the sex buyers all confessed to having engaged in prostitution through the brokerage and management of Cao Thi Ninh.

Initially, the police determined that when she knew that customers wanted to buy sex, Cao Thi Ninh sent prostitutes from karaoke bars to Phu Hung Hotel to sell sex to customers for 3 to 5 million VND per time. After that, Cao Thi Ninh would collect "commission" from both the prostitutes and the customers.
