Strengthening solutions to urge tax collection and prevent budget loss
(Baonghean.vn) - In order to effectively implement solutions for budget management and operation, on the morning of July 7, the Ministry of Finance held a national online conference on the implementation of financial and budgetary tasks in the first 6 months of the year and the implementation of plans and tasks for the last 6 months of the year.
Chairing the conference from the Hanoi bridge point was comrade Nguyen Xuan Phuc - Politburo member, Prime Minister. Along with representatives of central departments, ministries and 63 provincial and municipal bridge points.
At Nghe An bridge, comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee chaired; also attending were representatives of departments, branches and sectors of the finance and budget sector.
In the first 6 months of 2020, in the context of many fluctuations in the domestic and international situation due to the international Covid-19 pandemic, Vietnam has made many efforts and had proactive and creative management solutions. As a result, the GDP growth rate in the first 6 months of 2020 increased by 1.81%; export turnover decreased by 1.1% compared to the same period last year, import turnover decreased by 3%; the central budget spent 15.3 trillion VND to prevent the epidemic and support people facing difficulties due to the Covid-19 pandemic.

However, Vietnam has maintained a large economic balance, thereby completing the "dual task" of both preventing the epidemic and developing the socio-economy, stabilizing people's lives.
Regarding budget revenue, in the first 6 months of the year, budget revenue is estimated at 668.7 trillion VND, equal to 44.2% of the estimate; down 10.5% over the same period in 2019; budget expenditure in the first 6 months is estimated at 729.4 trillion VND, equal to 41.8% of the estimate; disbursement rate is 33.1% of the estimate.

To overcome difficulties, together with submitting to competent authorities for tax exemption, reduction and extension, reduction of registration fees, corporate income tax, environmental protection tax; reviewing and cutting some fees, charges..., the tax authority has received and processed tax and land rent payment extension for 109 thousand enterprises and 40 thousand households and business individuals with an amount of more than 43 thousand billion VND; continuing to build and perfect institutions, tighten price management, financial market...
At the conference, along with presenting 10 solutions for budget management in the last 6 months of the year, the Ministry of Finance and the General Department of Taxation also drafted a number of specialized solutions on tax management, preventing state budget losses and removing difficulties for taxpayers; reported on tax, fee and charge policies to remove difficulties for production and business, support the market and solutions in the coming time.![]() |

In Nghe An, despite many difficulties, the province has made great efforts. Thanks to that, in the first 6 months, budget revenue reached 6,964.5 billion VND, reaching 45.8% of the estimate, equivalent to 94.4% compared to the same period; budget expenditure was 14,224.4 billion VND, reaching 52.4% of the estimate, of which expenditure for development investment was 4,885 billion VND, reaching 74.1% of the estimate.
Revenues that reached and exceeded the above estimates include land use fees, personal income tax, land and water surface rental fees, dividends and remaining profits, sale of state shares, and lottery.
Concluding the conference, Prime Minister Nguyen Xuan Phuc highly appreciated the efforts of the finance sector in balancing budget revenue and expenditure, contributing to the country's double victory in the Covid pandemic. While agreeing with the Ministry of Finance's group of solutions to increase budget revenue in the last 6 months of the year, the Prime Minister also requested that the Ministry of Finance, ministries, sectors and localities make more efforts and be more determined, with proactive and creative solutions to operate and manage to increase budget revenue.
Along with solutions on tax and fee policies to remove difficulties for production and business, support the market, it is necessary to strengthen solutions to urge tax collection, prevent budget loss; have the highest determination to overcome difficulties, successfully complete the proposed socio-economic development plan./.
