Nghe An: Budget revenue in the first 6 months of the year is estimated at nearly 7,000 billion VND

(Baonghean.vn) - In the context of general difficulties, despite great efforts from all levels and sectors, Nghe An's budget revenue in the first 6 months of 2020 did not meet the estimated progress assigned by the Provincial People's Council.

According to the report, the state budget revenue in the province in the first 6 months of 2020 is estimated at 6,964.5 billion VND, reaching 45.8% of the estimate and equal to 94.4% compared to the same period in 2019.

Specifically: Domestic revenue was 6,454.5 billion VND, reaching 48.1% of the estimate and equal to 98.7% compared to the same period in 2019. Revenue from import and export activities was 510 billion VND, reaching 28.3% of the estimate and equal to 61.1% compared to the same period in 2019. Thus, budget revenue in the first 6 months of 2020 did not meet the estimated progress assigned by the Provincial People's Council.

The reason is that due to the impact of the Covid-19 pandemic, revenue from import and export activities and domestic revenue after excluding land use fees and lottery revenue did not meet the expected progress. Some revenue items with large proportions such as revenue from central enterprises, revenue from non-state industrial, commercial and service sectors were greatly affected. At the same time, the above revenues were extended by the Government to pay taxes according to Decree No. 41/2020/ND-CP dated April 8, 2020 of the Government, which will affect the State budget revenue in 2020.

Regarding local budget expenditure, the local budget expenditure estimate for 2020 assigned by the Provincial People's Council: VND 27,118.85 billion.Local budget expenditure in the first 6 months of 2020 is estimated at 14,223.4 billion VND, reaching 52.4% of the estimate assigned by the Provincial People's Council.

Of which, development investment expenditure was VND 4,885 billion, reaching 74.1% of the estimate. Development investment expenditure in the first 6 months of 2020 increased mainly due to the focus on disbursing the 2019 construction capital carried over, the excess budget revenue in 2019 of all budget levels and accelerating the disbursement progress of the 2020 basic construction capital plan.

Regular expenditure was VND 8,923.6 billion, reaching 44.4% of the estimate. Regular expenditure in the first 6 months of 2020 mainly focused on salaries and salary-related items; regular operating expenses of agencies and public service units and ensuring funding for implementing social security policies. In addition, the Provincial People's Committee has allocated funds to visit and wish Happy New Year to policy beneficiaries, meritorious people, officers and soldiers of the armed forces, give gifts to outstanding elderly people and provide financial support to poor households on the occasion of Lunar New Year.

Budget reserve expenditure in the first 6 months of the year focused on spending on necessary and urgent tasks that have not been arranged in the estimate, such as: Implementing the policy of preventing and fighting the Covid-19 epidemic according to Resolution No. 37/NQ-CP dated March 29, 2020 of the Government, amount: 94.2 billion VND; support policy for people facing difficulties due to the Covid-19 epidemic according to Resolution No. 42/NQ-CP dated April 9, 2020 of the Government, amount: 609.9 billion VND (including the provincial budget advance); spending on preventing and fighting African swine fever, amount: 92.9 billion VND;...

Debt repayment estimated for 2020, the Provincial People's Council assigned debt repayment: 542 billion VND. Debt repayment for the first 6 months of the year: 255,625 billion VND, reaching 47.2% of the estimate.
