Outstanding results

Presenting the results of the activities of the Vietnam Fatherland Front in the province in participating in government building, the Chairman of the Nghe An Provincial Fatherland Front Committee emphasized the outstanding results in the first 6 months of the year, that is, the Fatherland Front at all levels actively coordinated to propagate and mobilize people and businesses to seriously implement the Party's guidelines, the State's laws and policies, and the province's mechanisms and policies.

At the same time, the Fatherland Front at all levels develops plans, implements the guidance of the Fatherland Front at district and grassroots levels to participate in evaluating the implementation of the Congress resolution for the 2015-2020 term; participates in developing, contributing opinions and providing social criticism on draft documents of Party congresses at all levels and draft documents of the 19th Provincial Party Congress, term 2020-2025.

In addition, the Standing Committee of the Vietnam Fatherland Front Committee of the province has also issued 15 documents to guide the Fatherland Front of localities, member organizations and religious establishments to proactively coordinate in participating in the work of preventing and fighting the Covid-19 epidemic, promptly grasp and reflect the people's situation in the face of the complicated developments of the Covid-19 epidemic.

Coordinate with the Provincial People's Committee and relevant sectors to deploy urgent tasks and solutions to remove difficulties for production and business, ensuring social security in accordance with the spirit of Directive No. 11/CT-TTg of the Prime Minister.

The results of mobilizing all classes of people and the business community to support and prevent and fight the Covid-19 epidemic in the province reached more than 75 billion VND, ranking 3rd in the country. Along with mobilizing and receiving 282 tons of rice to support over 27,000 households facing difficulties due to the impact of the Covid-19 epidemic while waiting for the implementation of Resolution 42 of the Government.

Based on listening to the thoughts and reflections of voters and people in the province, at the meeting, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province Vo Thi Minh Sinh also raised 4 groups of proposals and recommendations to the Provincial People's Council and People's Committee.

-VProduction, business and people's lives.Currently, due to the impact of the Covid-19 epidemic and the prolonged hot weather, it has been and will impact and affect the production, business and service situation of enterprises and people; many enterprises have temporarily suspended operations, reduced production scale, leading to increased unemployment and underemployment; many crop areas have died or had their productivity greatly affected by drought.

From that reality, voters and people recommend that the Provincial People's Committee continue to synchronously and effectively implement appropriate mechanisms and policies, especially in finance and social security to support people, businesses, and workers, especially small and medium enterprises.

Voters and people also recommended that authorities at all levels should speed up the review and payment to those affected by the Covid-19 pandemic under the 62,000 billion VND support package. Attention should be paid to adding other affected subjects and industries that have not yet been included in the support to ensure timeliness, publicity, transparency, and close supervision by the Fatherland Front to avoid profiteering and errors in policy implementation.

-Problems with hydropower, electricity, and clean water.Voters and people reflect: Too muchIn the process of implementing hydropower projects in the area, most investors are only interested in production and business activities, not paying attention to the consequences in the process of building and operating the project, such as ecological imbalance, severe water shortage for downstream areas in the dry season; flash floods and landslides in the rainy season, many households have lost residential land, production land, and their lives have been threatened, but coordination in handling is slow.

In addition, compensation and resettlement support work is slow and inconsistent; many resettlement areas under hydropower projects are degraded, land allocation for production does not meet production requirements, and forest land allocation without exploitation rights has directly affected people's rights.

Voters and people requested the Provincial People's Committee to continue to pay attention to directing and coordinating to promptly and effectively handle the issues related to the degraded low-voltage power grid system in many rural areas, causing unsafety and weak electricity for daily life; frequent power outages in some localities directly affecting the daily life and business of people and enterprises; the return of low-voltage power grid to people in some places has been prolonged... but has not been resolved.

Voters and people also requested the Provincial People's Committee to actively call on investors to participate in projects to provide raw water and clean water to the people, creating a healthy competitive environment, better water quality, and reasonable prices to best protect the interests of the people.

-Urban and apartment management issues, voters.PeoplePropose that the Provincial People's Committee continue to direct the sectors and local authorities to strengthen inspection and examination work. Timely overcome shortcomings and inadequacies, and resolutely and strictly handle violations related to a number of apartment buildings built in the urban center, or located in densely populated areas but the infrastructure, parking spaces and public service spaces do not meet the needs of use; some apartment buildings are built with more floors than planned, and do not comply with the granted construction permits; the design, acceptance, implementation progress, and construction quality are not guaranteed, not in accordance with the commitment to customers; the management and operation work is not guaranteed; fire prevention and fighting work still has potential insecurity, high risk of fire and explosion...

Some apartment buildings have been sold and handed over to buyers but have not completed the procedures to issue ownership certificates to buyers; the issuance of land use right certificates in some apartment buildings and urban areas is slow.

In addition to handling and remedying, voters and people also recommended that the Provincial People's Committee clarify the state management responsibilities of all levels, sectors, organizations and individuals regarding related violations; review, amend and supplement regulations on the authority and responsibility of departments, sectors and local authorities, avoid the situation of shirking responsibility when violations occur; resolutely and strictly handle organizations and individuals who cover up and deliberately violate state regulations, creating trust among the people.

Voters and people requested the Provincial People's Committee to clarify and resolve violations in construction planning and land use management at the Central Park project, which have been widely reported by public opinion and the press, but responsibilities are unclear and shifted between sectors and local authorities; some projects have not yet been converted to land use purposes and have not been granted construction permits by competent authorities, but investors still arbitrarily level the ground and implement projects...

-Vyesmerge communes, wards, towns and blocks, hamlets,copy.Voters and people also recommended that the Provincial People's Council and People's Committee direct all levels, sectors and local authorities to advise on effectively handling the problems.In the process of implementing the merger policy, it is necessary to handle redundant staff, especially non-professional staff; to resolve the issue of facilities to meet the needs when increasing the size of communes and hamlets after the merger, and at the same time have a plan to handle redundant facilities after the merger; to provide specific instructions on the working regime of non-professional workers in residential areas to ensure consistency throughout the province.
