Nghe An starts construction of coastal road project worth over 520 billion VND
(Baonghean.vn) - The investment in building the coastal route from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) from National Highway 46 to Provincial Road 535 will contribute to connecting coastal traffic in the North Central region, contributing to completing the coastal traffic network of the whole country.
On the morning of July 25, Nghe An Department of Transport held the Groundbreaking Ceremony of the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - the section from the intersection of National Highway 46 to Provincial Road 535 (Km 76+00 - Km 83+500).
Attending the ceremony were Party Central Committee members: Nguyen Chi Dung - Minister of Planning and Investment; Nguyen Van The - Minister of Transport; and representatives of leaders of central ministries and branches.
On the side of Nghe An province, there were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Standing Committee of the Provincial Party Committee; representatives of leaders of departments, branches, Cua Lo town and Nghi Loc district.

Traffic routes connecting key economic zones
The coastal route through Nghe An province is part of the overall coastal road planning approved by the Prime Minister in Decision No. 129/QD-TTg dated January 18, 2010 and approved for local planning adjustments in Document No. 1453/TTg-CN dated September 26, 2017.
The project has a route length of 7.422 km, starting at the intersection with National Highway 46, Nghi Loc district; ending at the intersection with Provincial Road 535, Cua Lo town; designed according to the standards of a grade III plain road (TCVN 4054-2005).

The roadbed is 12m wide; the road surface is 7m wide; each side is reinforced with 2m of curb with the same structure as the road surface; the project is on a permanent route, load capacity H30 - XB80; calculated speed is 80 km/h. Total investment is 521 billion VND, of which: Central budget is 260.156 billion VND, provincial budget is 260.844 billion VND.

Once completed, the route will connect key economic zones in the South of Nghe An province with Ha Tinh province via Cua Hoi bridge; connect Cua Lo port, Vissai international seaport, CKC port and tourist areas of Cua Lo, Bai Lu, Vinpearl Cua Hoi... creating a premise to promote the socio-economic development of the province; meet the travel needs of people in the region.
Speaking at the ceremony, Minister of Planning and Investment Nguyen Chi Dung affirmed: This is a project of extremely important political significance, a project to welcome Party Congresses at all levels, towards the 19th Provincial Party Congress, the 13th National Congress of the Party, and the 75th anniversary of National Day September 2. The project also demonstrates the Government's determination in implementing solutions to overcome difficulties, promote public investment, and restore the economy.
Minister Nguyen Chi Dung highly appreciated the efforts of Nghe An province and departments, branches and sectors in completing procedures and conditions to start the project.
The coastal route passes through 27 provinces and cities across the country, has strategic significance for the economy, security and national defense, "opening wide the door" to the sea, expanding development space for tourism industry, aquaculture and seafood processing.
Being a driving force for development for Nghe An and the provinces with coastal roads passing through; contributing to completing the province's traffic network, contributing to reducing traffic on National Highway 1A, creating a premise for economic development of Nghe An and the provinces in the region.

According to the Minister of Planning and Investment, this is the first project in the country that involves the cooperation of 4 Ministries: Planning and Investment, Transport, Natural Resources and Environment, and Construction. Therefore, the highest requirement is that the project must be implemented with the highest progress.
Emphasizing that the project will only be effective when the entire route is connected synchronously, comrade Nguyen Chi Dung requested that central ministries, branches, and localities where the project passes through need to join hands and unite to soon start construction of the remaining routes.
The Ministry of Planning and Investment and relevant ministries will advise the Prime Minister on mobilizing capital to support localities and supplement the missing capital.
This is a project of great importance, the locality needs to complete the handover of the site as soon as possible, the contractor needs to concentrate human resources, machinery and equipment with the highest determination to complete the project soon. At the same time, Nghe An province leaders need to strictly manage to effectively use the land fund on both sides of the road corridor.
Besides, the province needs to focus on directing and leading the early completion of the entire coastal route from Cua Lo to Nghi Son in the 2021-2025 period.
Ensuring quality and progress
Speaking at the ceremony, Provincial Party Secretary Thai Thanh Quy emphasized that implementing Resolution 26 and Notice No. 55 of the Politburo on the development of Nghe An province, Resolution of the 18th Provincial Party Congress, Nghe An identified promoting the development of synchronous infrastructure as one of the five key points to boost the economy.

In particular, developing transport infrastructure is considered a breakthrough that opens up opportunities to connect regions, localities, urban areas in the province, domestic and international economic axes and corridors, contributing to attracting investment, developing socio-economy, while strengthening and consolidating national defense and security.
To achieve that goal, over the past years, Nghe An province has focused on prioritizing adequate resources to develop transport infrastructure. Up to now, the province's transport network has had all types of transport.

Many important traffic works have been invested in, constructed and put into use such as: Route N5 from Hoa Son commune (Do Luong) to Nghi Thiet commune (Nghi Loc); Traffic road connecting Vinh - Cua Lo; Muong Xen - Ta Do - Khe Kien road; Cua Hoi bridge; North - South expressway projects through Nghe An province are actively deployed; construction of wharves: 6,7,8 Cua Lo Port, upgrading the access channel to Cua Lo Port; construction of Terminal T2 - Vinh International Airport...
Continuing those efforts, implementing the overall planning of the coastal route through Nghe An province approved by the Prime Minister, recently, the province has actively prepared all the conditions according to regulations to start the implementation of the Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - the section from the intersection of National Highway 46 to Provincial Road 535.

The Coastal Road Project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) - the section from the intersection of National Highway 46 to Provincial Road 535 is of great importance and practical significance, contributing to the completion of the province's traffic network connecting with the coastal road system of the whole country; creating a premise to promote the socio-economic development of the province, especially Vinh city and Cua Lo town, gradually realizing the goal of developing Nghe An into a connecting center of the North Central region in many fields as determined in Resolution 26 of the Politburo.

In order for the project to be invested and constructed with quality assurance, completed on schedule and highly effective, Provincial Party Secretary Thai Thanh Quy requested the Provincial People's Committee to direct the Department of Transport as the investor to do a good job of managing construction investment, supervision, inspection, and be resolute in operating, managing the quality and progress of the project, ensuring effective investment capital, preventing loss and waste. At the same time, direct relevant departments, branches and sectors to coordinate implementation, remove obstacles and difficulties, and create the best conditions for investors and construction units to complete the project.
The Provincial Party Secretary requested the Party Committee and authorities of Cua Lo town, Nghi Loc district and communes and wards where the project passes through to do a good job of propaganda to raise people's awareness of the meaning and importance of investing in construction projects, creating consensus and high determination in implementing the State's policies and guidelines, strictly complying with the relocation and site clearance according to regulations, creating favorable conditions for construction units to implement the project as planned.

For construction units, supervision consultants, design consultants: It is necessary to clearly identify this as a key project, of utmost importance to the province; therefore, construction contractors need to have solutions to arrange human resources reasonably, with high technical capacity, mobilize modern, adequate and effective equipment and means; the construction process must strictly comply with technical procedures, ensure absolute safety, achieve high quality and follow the approved schedule.
Provincial Party Secretary Thai Thanh Quy sent his sincere thanks to the leaders of ministries, branches and central agencies for their affection, attention and help to the province over the past time, including directing and supporting the project implementation.
He hopes to continue receiving attention from ministries and branches to soon implement and complete the entire coastal route section Nghi Son - Cua Lo.
