Electronic identification codes of agencies and units according to Decision 20 of the Prime Minister

(Baonghean.vn) - The Prime Minister has issued Decision 20 on electronic identification codes of agencies and organizations serving connection and data sharing among ministries, branches and localities.

According to the Ministry of Information and Communications, regulations on electronic identification codes have covered all types of agencies and organizations, unified according to international standards to serve the connection and sharing of data between information systems and databases of ministries, branches and localities, ensuring inheritance and reuse of prescribed electronic identification codes.

Specifically,Decision 20 of the Prime Minister stipulates that electronic identification codesof ministries, branches and localities is a character string with a maximum length of 35 characters and is divided into groups. The characters include a period (.), numbers from 0 to 9 and letters from A to Z (uppercase in the English alphabet). Each group of characters is used to identify agencies and organizations at the corresponding level, the character groups are developed from left to right and separated by periods.

The electronic identification code of an enterprise, cooperative, or business household is a string of characters representing the corresponding enterprise code, cooperative code, or business household code according to current legal regulations on enterprise codes, cooperative codes, and business household codes.

For other agencies and organizations, according to the provisions of Decision 20, the electronic identification code is a character string consisting of two consecutive components; there are no characters to separate the components; the first component, in the leftmost position, is the code identifying the identification scheme, the next component is the code identifying the agency or organization in the identification scheme.

When connecting and sharing data with ministries, branches, localities, groups of agencies and organizations must develop an identification scheme for their group of agencies and organizations, send it to the Ministry of Information and Communications for synthesis and publication, and ensure that the identification scheme identification code is not duplicated.

The Prime Minister assigned the Ministry of Information and Communications to uniformly manage, supplement and amend Level 1 codes of ministries, branches, localities and some specific agencies and organizations to meet practical needs during use.

The Ministry of Information and Communications is also responsible for developing documents to guide ministries, branches, localities, and specific agencies and organizations in developing the remaining components of the electronic identification code after having a Level 1 Code; Developing an information system to manage the shared electronic catalog of state agencies to serve the development of e-Government to meet the requirements for storage, synchronous management, uniformity, and sharing of electronic identification codes of agencies and organizations...

The Prime Minister requested that within 24 months from the effective date of Decision 20 (September 15, 2020), ministries, branches and localities upgrade and edit information systems to ensure compliance with regulations.

Information systems that only connect and share data within the industry are not required to apply the regulations on electronic identification codes stated in Decision 20.

Also within 24 months from the effective date of Decision 20, agencies and organizations are responsible for reviewing and editing their previous regulations (if any) on identification codes to comply with the new regulations.
