The Congress was conducted under the motto: "Solidarity - Democracy - Discipline - Development" with the theme: "Enhancing the leadership capacity and fighting strength of the Party Committee; promoting the combined strength, innovation, creativity, building a strong armed force of the Military Region, acting as the core in building the all-people national defense; successfully carrying out military and defense tasks, contributing to building and firmly protecting the Socialist Republic of Vietnam".
Speaking at the opening of the Congress, Lieutenant General Tran Vo Dung - Party Secretary and Political Commissar of Military Region 4 emphasized: The 11th Congress of the Military Region 4 Party Committee is an important political event that continues to affirm the political mettle, solidarity, unity, and fine traditions of the Military Region's armed forces over 75 years of building, fighting, and growing under the glorious flag of the Party.

The Congress demonstrated the determination to build a strong and exemplary Party Committee of the Military Region; to build a comprehensively strong armed force of the Military Region, meeting the requirements and tasks of building and defending the Socialist Republic of Vietnam in the new situation.
To effectively implement the contents of the Congress, Lieutenant General Tran Vo Dung requested each delegate to enhance their sense of responsibility, democracy, frankness, promote intelligence, discuss and contribute ideas and implement the contents of the proposed program.
“With the deep belief and expectation of the officers and soldiers of the Military Region’s armed forces, the Party Committees, authorities and people of the 6 provinces in the success of the Congress, we believe that the 11th Military Region 4 Party Congress will be a great success, truly a model Congress, a Congress of solidarity, democracy, discipline and development”, the Political Commissar of Military Region 4 emphasized.

Representing the leaders and people of the 6 North Central provinces, in his welcoming speech to the Congress, Secretary of the Nghe An Provincial Party Committee Thai Thanh Quy affirmed: Through the resistance wars, the cadres, soldiers and people of Military Region 4 have always stood shoulder to shoulder, fought against the enemy, achieved many glorious feats, contributed to the whole country to the final victory and fully fulfilled the noble international duty, writing the tradition of the steadfast army and people of Thanh - Nghe - Tinh, and the indomitable Binh - Tri - Thien.
Entering the new revolutionary stage, especially implementing the Resolution of the 10th Military Region Party Congress, term 2015 - 2020, the Party Committee and armed forces of Military Region 4 together with the Party Committees and authorities of 6 North Central provinces have led and directed the successful completion of goals, targets and tasks; creating favorable conditions and actively helping localities develop socio-economy.
“It can be said that in difficult places, in the most difficult, arduous and stressful times in the North Central region, officers and soldiers of Military Region 4 always participated in providing timely support,” the Secretary of Nghe An Provincial Party Committee shared.

Congratulating the results achieved in the past term, sincerely thanking the great affection and support of the Party Committee and armed forces of Military Region 4, Provincial Party Secretary Thai Thanh Quy expressed deep confidence in the leadership and further victories of the Party Committee and armed forces of Military Region 4 in the coming term.
“We will continue to unite and strive to develop the socio-economy, strengthen the building of a strong political system, and be determined to join the Party Committee and armed forces of Military Region 4 to complete all tasks set forth by the resolutions of the Party and the Army, contributing to building and firmly protecting the Socialist Republic of Vietnam in the new situation,” the Provincial Party Secretary affirmed.
Speaking at the Congress, Senior Lieutenant General Tran Don - Member of the Party Central Committee, Standing Member of the Central Military Commission, Deputy Minister of National Defense assessed: Under the direct leadership and direction of the Central Military Commission, the Ministry of National Defense; the attention and effective coordination of the Party Committee, the government, local departments and branches, and the trust, protection and support of the people, the Party Committee and armed forces of Military Region 4 have proactively overcome difficulties, innovated, created, united, affirmed their mettle, intelligence, and aspiration to rise up, and completed all assigned tasks.
On behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Tran Don emphasized a number of key tasks for the Party Committee and armed forces of Military Region 4 in the new term.

Accordingly, it is necessary to continue to thoroughly grasp the resolutions and directives of the Party, the Central Military Commission, strategies and laws on military and national defense to concretize and determine leadership policies and measures that are close to the characteristics, situation and tasks of the Military Region; regularly maintain and improve the quality of combat-ready forces; create a comprehensive strength to firmly protect the sovereignty, security and border of Vietnam.
The Party Committee of Military Region 4 needs to continue to lead and promote its core role in building an all-people national defense, an all-people national defense posture associated with a people's security posture; lead the building of a politically strong armed force in the Military Region, as a basis for improving overall quality, combat strength, and successfully completing tasks in all situations.
The Deputy Minister of National Defense also requested that the Party Committee of Military Region 4 lead the effective implementation of breakthroughs in the new term; continue to build clean and strong Party organizations in terms of politics, ideology, organization and ethics; and constantly improve the leadership capacity and fighting strength of Party organizations.

The 11th Congress of the Party Committee of Military Region 4 for the 2020-2025 term took place over 2.5 days from July 29 to 31, 2020. In the program, the Congress will review and evaluate the implementation of the Resolution of the 10th Congress of Military Region 4, and determine the direction, goals, tasks, and leadership solutions for the 2020-2025 term.
The Congress will also discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 13th National Party Congress; the draft Political Report of the Central Military Commission to be submitted to the 11th Party Congress of the Army; elect the Party Executive Committee of the Military Region for the 2020-2025 term and the Delegation to attend the 11th Party Congress of the Army.
