Chairman of the Provincial People's Committee: Raising awareness and responsibility in preventing and fighting Covid-19 epidemic
(Baonghean.vn) - At the meeting on Covid-19 prevention and control, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that, with the spirit that we have done well in phase 1, in the coming time, all levels, sectors, localities, and the whole society must not be subjective, raise awareness and responsibility in Covid-19 prevention and control, and strive to have no cases of infection in the area.
On the morning of July 31, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control had a working session with members of the Steering Committee and localities to deploy a number of tasks for Covid-19 prevention and control.

RESTRICTION ON SENDING DELEGATIONS TO VISIT AND LEARN FROM EXPERIENCES
The Department of Health reported that as of July 30, 2020, the country recorded 464 cases of Covid-19. Of these, 369 cases have recovered, while the remaining 95 cases are being treated at central and provincial health facilities. The country has 81,546 people in close contact with and entering from epidemic areas who are being quarantined and monitored for their health.
As of July 30, Nghe An has quarantined 15,537 people, of which 11,847 were quarantined at the provincial level; 243 were quarantined at the district level; 3,174 were quarantined at home or place of residence; 250 were quarantined at medical examination and treatment facilities; and 23 were quarantined as experts.
In phase 2 alone, by 6 p.m. on July 30, Nghe An had quarantined 10,559 cases returning from Da Nang, Quang Ngai, Quang Nam, Hanoi, and Ho Chi Minh City. Of these, 489 people are currently quarantined at 6 centralized locations in the districts.

The health sector has taken 17,462 samples, of which 17,457 tested negative; 5 cases are awaiting results.
Regarding the high school graduation exam, comrade Thai Van Thanh - Director of the Department of Education and Training said that this exam had nearly 32,000 candidates participating, at 61 exam locations, mobilizing 4,928 officers to perform exam supervision duties.
In the context of the current epidemic, the Ministry of Education and Training plans to introduce 4 exam formats for 4 groups of students to ensure the exam takes place seriously and safely. In addition, at the exam sites, disinfectant sprays will be prepared, body temperature measuring machines, antiseptic solutions, and medical masks will be equipped.
Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee said that, learning from the experience of hospitals in Da Nang, hospitals in Nghe An must strictly comply with the process of receiving, detecting, and isolating patients coming for examination, ensuring the safety of medical staff.

“All cases of hospitalization for respiratory diseases must be tested for Covid-19 immediately. Through monitoring, it can be seen that the health sector and hospitals have not taken this task seriously,” said Vice Chairman of the Provincial People’s Committee Bui Dinh Long, adding that it is necessary to have adequate means, medicine, food, and provisions ready to prepare for complicated developments of the epidemic.
The Vice Chairman of the Provincial People's Committee also requested departments, branches, organizations, and localities to limit sending delegations to visit and learn from experiences in other provinces and cities, not only in localities with people infected with Covid-19.
TRY TO HAVE NO INFECTION CASES IN THE AREA
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged and highly appreciated the results of sectors and localities in the work of preventing and fighting the Covid-19 epidemic in recent times.
Assessing the complicated developments of the Covid-19 epidemic, comrade Nguyen Duc Trung suggested that, based on inherited experiences, sectors and localities continue to implement the principles, methods and approaches used in phase 1; handle the situation quickly and decisively, but calmly, without confusion; not be negligent or subjective, but also not be too worried or panicked.

In order to effectively prevent and control the epidemic, the head of the Provincial People's Committee requested all levels, sectors and localities to seriously, fully and correctly implement the Central's directives in the new situation, as well as the province's directives.
“The experience in epidemic prevention work in the previous period was the management and control of people returning from epidemic areas. Based on the assessment of the level, classify each subject to implement appropriate monitoring and isolation measures, in accordance with the principles but not too rigid. Ensure adequate resources, facilities, equipment and supplies, etc., for effective epidemic prevention and control work.”
All levels, sectors and localities must proactively implement the issued epidemic prevention and control measures; implement the 4-on-the-spot motto, trying to have no Covid-19 infection cases in the area. Fully prepare scenarios and conditions to serve the epidemic prevention and control work when there are complicated developments.
Strengthen propaganda and communication work to raise awareness of the whole society about epidemic prevention with a calm spirit, without panic. Strictly handle cases of providing false and distorted information.
In addition to epidemic prevention, it is still necessary to pay attention to socio-economic development such as attracting investment, disbursing public investment capital, administrative reform, and creating jobs for workers. There is close coordination with Party committees at all levels to organize successful and safe Party congresses during this period.
The Chairman of the Provincial People's Committee affirmed that despite difficulties, the province will ensure adequate funding to carry out epidemic prevention and control; but must manage strictly, spend correctly and effectively.

The Chairman of the Provincial People's Committee also assigned specific responsibilities to each sector, locality and members of the Steering Committee for Covid-19 Prevention and Control. In particular, all members of the Steering Committee are required to implement drastic and synchronous solutions based on their functions and take responsibility in their assigned areas.
Comrade Nguyen Duc Trung emphasized that this virus strain is more complicated, more unpredictable, spreads faster, is more dangerous and requires updating the highest scenario in epidemic prevention and control work.
"We are determined to do our best and most effectively, trying to prevent any infections or complicated developments of the epidemic in the province."
The health sector directs medical examination and treatment facilities to strictly implement medical examination and treatment procedures, ensuring the safety of medical staff. Sectors and localities must update and report on the implementation status, regularly coordinate and exchange information, and promptly handle unexpected cases.
The authorities strictly control people entering through border gates, especially trails, openings, and border lines, to prevent illegal entry or quarantine evasion; handle those who bring people into the country illegally, if any. Prepare the most favorable conditions for quarantine work and plans to expand quarantine areas.
In addition, the organization of the high school graduation exam must ensure efficiency, safety, and compliance with regulations. Continue to mobilize the support and solidarity of the people in the work of epidemic prevention and control.
