Developing voluntary social insurance in Nghe An: Sticking to the village, sticking to the people and spreading trust

(Baonghean.vn) - Although the Covid-19 epidemic has significantly affected the implementation of social insurance and health insurance policies in the province, with the efforts and determination of the entire industry, in the first 6 months of 2020, the rate of people participating in voluntary social insurance is still among the top in the country, highly appreciated by Vietnam Social Security.

As of June 30, 2020, the number of participantsVoluntary social insurance in the province is 56,379 people, reaching 76.37% of the assigned plan, an increase of 13,590 people over the same period in 2019; an increase of 6,421 people compared to December 2019, an increase of 1,682 people compared to May 2020.

One of the key solutions to achieve the above impressive figure is to strengthen direct and oral propaganda, bringing policies to all people right in residential areas according to the motto "Sticking to the village, sticking to the people and spreading trust".

After the Covid-19 pandemic, hundreds of propaganda and dialogue conferences were held from the province to districts and towns with the enthusiastic participation of the people. Attending the conferences were the presence and direction of the local Party Committee and authorities where the Conference was held. In addition to propagating and affirming the important position and role of the social insurance policy; the reporters from the social insurance agency with their enthusiasm conveyed the message in everyday language so that people could easily understand and absorb; thoroughly and thoroughly answered the concerns of each person, and advised each person on what level of voluntary social insurance participation was appropriate. The decisions on receiving voluntary social insurance pensions and social insurance books given to people right at the conference hall have strengthened people's trust in the policies of the Party and the State. At the end of the conference, collection agents and propaganda collaborators - the extended arm of the Social Insurance Agency - continued to go to every alley and knock on every door to mobilize people with the potential to participate in voluntary social insurance.

In addition to organizing propaganda conferences as a regular weekly and quarterly activity, Nghe An Social Insurance, based on the direction of Vietnam Social Insurance, the Provincial Party Committee, and the Provincial People's Committee, has coordinated with relevant sectors to organize propaganda in the form of events at a specific time to attract people's attention, creating a premise to promote communication activities in the following period.

In the first 6 months of the year, Nghe An Social Insurance has implemented 3 major communication events. That is, organizing the Launching Ceremony to respond to the Month of mobilizing the implementation of Social Insurance for all people - Propagating and mobilizing people to participate in voluntary Social Insurance; organizing the Launching Ceremony of the Peak Month of propagating Social Insurance and Health Insurance policies with the theme "All people participate in Social Insurance and Health Insurance - For personal benefit, for the goal of social security"; organizing the Launching Ceremony to respond to Vietnam Health Insurance Day.

The above events were organized simultaneously from the province to the district with the enthusiastic and responsible participation of cadres, civil servants and employees of the Social Insurance and Post Office sectors. After the parade with loudspeakers to propagate and encourage on the roads, the propaganda groups approached, directly propagandized and mobilized people to participate in voluntary social insurance right in residential areas and in traditional markets.

Over 2,600 people registered to participate in voluntary social insurance during the events, which is a remarkable result, a source of encouragement and motivation for the provincial Social Insurance sector to continue implementing many solutions to complete the targets assigned by Vietnam Social Insurance in 2020; towards the goal of "All people have pensions and health care when they are old".

One of the notable propaganda activities in the Launching Ceremony of the Peak Propaganda Month in 2020 held on June 27, 2020 was to propagate and mobilize organizations and units to donate social insurance books and health insurance cards to people in difficult circumstances. 9 units participated in the program and it is expected that 200 voluntary social insurance books will be given to people in poor households and 1,000 health insurance cards will be given to people in agricultural, forestry and fishery households with average living standards in the province. The health insurance cards and social insurance books given away will continue to multiply noble gestures, contributing to spreading love and fostering people's trust in the policies of the Party and State.

With the achieved results, it can be said that in Nghe An province, voluntary social insurance is gradually affirming its important role in implementing the goal of universal social insurance. However, the challenge of voluntary social insurance targets in the province according to the spirit of Resolution 28-NQ/TW of the Central Executive Committee of the Party is still very large.

In the coming time, Nghe An Social Insurance will continue to advise the Provincial Party Committee, People's Council, and People's Committee in directing the implementation of voluntary social insurance policies in the locality; closely coordinate with socio-political organizations and unions in the area to regularly innovate and diversify forms of propaganda, professionalize and modernize the organization method so that voluntary social insurance can be put into practice./.
