Direction of Chairman of the Provincial People's Committee Nguyen Duc Trung on Covid-19 prevention and control

Previously, on July 31, 2020, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for Covid-19 Prevention and Control of Nghe An province chaired an online meeting of the Provincial Steering Committee for Covid-19 Prevention and Control; Head of the Steering Committee and leaders of the People's Committees of districts, cities and towns to listen to and give opinions on the work of Covid-19 prevention and control in the province in the past time and deploy a number of tasks of epidemic prevention and control in the new situation.

After listening to reports from localities and units, and assessing the implementation of epidemic prevention and control, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control requested the implementation of the following key tasks:

a)Fully deploy epidemic prevention and control tasks when no Covid-19 infection cases have been recorded in the province (level 1) according to the Adjusted Response Plan for each level of Covid-19 epidemic in Nghe An province approved by the Provincial People's Committee in Decision 69/QD-UBND dated April 10, 2020.

Always proactively take measures to prevent and control epidemics with the motto "4 on-site"; Balance and allocate sufficient funds for implementation but must control spending for the right purpose, economically and effectively. Continue to direct the promotion of socio-economic development, attract investment, and create jobs in the province.

- Closely coordinate with Party committees and authorities at all levels to organize Party congresses at all levels safely and successfully.

b)To the Department of Health:

- Proactively coordinate with the Steering Committees of districts, cities and towns to implement home quarantine for citizens returning from epidemic areas, requiring medical declaration for classification, testing and centralized quarantine if necessary (in the immediate future, Da Nang, Quang Ngai, Quang Nam, Hanoi, Ho Chi Minh City, Dak Lak) in accordance with the direction of the National Steering Committee and the guidance of the Ministry of Health.

- Direct medical examination and treatment facilities to organize screening and triage of patients suspected of being infected with Covid-19 according to the instructions of the Ministry of Health. Arrange facilities and hospital beds to ensure readiness to receive patients when there are infected cases; Have a contingency plan, ready to activate field hospitals in case the epidemic spreads rapidly in the province.

c)The Provincial Border Guard Command presides over and coordinates with the People's Committees of localities along the border lines to strengthen control of people entering through international border gates, trails, and openings, and strictly implement quarantine monitoring measures according to regulations.

d)The Provincial Military Command continues to maintain centralized quarantine facilities under the direction of the Ministry of National Defense and the province; Develop plans to be ready to expand centralized quarantine areas in the province when required.

e)The provincial police directed functional forces and district police to coordinate with localities in inspecting and monitoring subjects entering the province from abroad, taking strict measures to handle subjects entering illegally according to the provisions of law; coordinate with the health sector to organize testing for foreigners entering the country recently.

g)The Department of Education and Training will organize the 2020 high school graduation exam well, fully prepare facilities, and have contingency plans in case of unforeseen events (natural disasters, epidemics, etc.); Coordinate with the health sector to have plans to prevent and control Covid-19 at each exam site, arrange enough medical staff, reserve medicine, and necessary medical equipment.

h)Department of Information and Communications: Coordinate and direct press agencies to strengthen propaganda and reporting on measures to prevent and control the Covid-19 epidemic in the province; coordinate with the Provincial Police to strictly handle cases of reporting untrue news, causing panic in the community.

i)The Department of Finance coordinates with relevant sectors to advise on balancing and ensuring funding for purchasing necessities to support people at quarantine points and residential quarantine areas in accordance with the provisions of law.

Advise on balancing and continuing to supplement funding for purchasing equipment, chemicals, and supplies for disease prevention and control in case of need for continued funding on the principle of prioritizing all funding sources for disease prevention and control but must ensure savings, efficiency, and avoid waste.

- Coordinate with the Provincial Police, the Provincial Military Command to work with the Military Region 4 Command, the Ministry of National Defense, and the Ministry of Public Security to request financial support for centralized quarantine organization in the province.

k)Departments, branches, sectors and localities continue to promote communication on measures to prevent and combat cross-infection of epidemics in the community. Increase the use of communication through loudspeakers and radio systems in communes, wards, villages and hamlets; Relevant agencies proactively provide information related to the epidemic situation and epidemic prevention and control activities in the area to the press so that people know, feel secure, and join hands and unite with the government in epidemic prevention and control work with the policy "Every citizen is a soldier on the anti-epidemic front".

Continue to pay attention to and implement solutions to promote economic development tasks and ensure social security as set out in the current epidemic prevention and control period; especially maintain and promote investment to promote production and ensure people's lives.

l)Members of the Provincial Steering Committee proactively organized delegations to conduct surprise inspections and monitor and direct the work of preventing and controlling the Covid-19 epidemic according to assigned tasks.

m)Propose the Provincial Fatherland Front Committee: Consider specific conditions and appropriate time to continue mobilizing social resources to join hands in the work of preventing and fighting the Covid-19 epidemic in the new situation; develop a plan to use the funds mobilized in the recent past; Direct the Fatherland Front Committees of districts, cities and towns; Departments, branches and sectors to continue launching programs to join hands in preventing and fighting the epidemic...
