Vinh City People's Committee resolves the case of 'Spending billions to buy auctioned land in Vinh City: 5 years... 'wait a minute'!'

(Baonghean.vn) - In Document No. 4428/UBND-TNMT dated August 6, 2020 sent to Nghe An Newspaper, Vinh City People's Committee informed that it had proposed a direction to handle the case mentioned in the article ''Spending billions to buy auctioned land in Vinh City: 5 years of... "waiting a bit"!''.

Document No. 4428/UBND-TNMT, Vinh City People's Committee informs:

“Nghe An Newspaper on July 2, 2020, published an article: “Spending billions to buy auctioned land in Vinh city for 5 years... “wait a minute”!: Problems that need to be solved”. Reflecting on the case of Mr. Phan Van Chinh, residing in Thanh Chuong district, who in 2016 won the auction for land use rights for lot C-19, in the planning area for land division in block 9, Quan Bau ward. After completing his financial obligations, 5 years have passed and he has not yet been allocated land and granted a Land Use Rights Certificate because the land is still stuck with the residential land of 23 households who have not agreed to relocate. Mr. Chinh has repeatedly demanded the right to be allocated land and granted a Land Use Rights Certificate, but many people at the Vinh City People's Committee replied, “Please wait a minute”.

After consideration, Vinh City People's Committee has the following opinions:

Mr. Phan Van Chinh is the auction winner of land lot C-19, area 135.0 m2, belonging to the planning area for dividing residential land in block 9, Quan Bau ward (area 9.0 ha) in 2016 but until now the land has not been allocated because part of the area has not been cleared.

Therefore, on July 23, 2020, Vinh City People's Committee held a meeting with Mr. Phan Van Chinh to agree on the policy of adjusting the planning of land lot LK C - 13 to assign Mr. Phan Van Chinh a land lot with an area of ​​135.0m2On August 3, 2020, Vinh City People's Committee agreed to adjust the planning of land lot LK C - 13 to grant an equivalent position to Mr. Phan Van Chinh's household.

After the results of the planning adjustment are available, Vinh City People's Committee will carry out the following procedures to allocate land and issue a Land Use Right Certificate to Mr. Phan Van Chinh in accordance with regulations...".

Regarding Mr. Phan Van Chinh's petition, after verification, at the end of June and the beginning of July 2020, Nghe An Newspaper published 2 articles with the title: ''Spending billions to buy auctioned land in Vinh city for 5 years... "wait a minute"!''; "Regarding the article "Spending billions to buy auctioned land in Vinh city for 5 years... "wait a minute"!": Problems that need to be solved".

Regarding the progress of the case after the newspaper published, recently, Mr. Phan Van Tan - Mr. Phan Van Chinh's brother, the person authorized by Mr. Chinh to handle procedures related to this land plot, also informed Nghe An Newspaper that on July 23, 2020, he was invited by Vinh City People's Committee to work to resolve the petition; on August 3, 2020, he received a written response from Vinh City People's Committee, in which he announced the direction of settlement with the same content as in Document No. 4428/UBND-TNMT sent to Nghe An Newspaper.

Mr. Phan Van Tan said that his younger brother and his family "agree with the solution of Vinh City People's Committee". And for more information, the document sent to him clearly stated that August 10, 2020 is the deadline assigned by Vinh City People's Committee to relevant units, departments and the Land Fund Development Center to complete the preparation of planning adjustment documents, submit to the Department of Urban Management for appraisal and approval by the leaders of Vinh City People's Committee.

"Our family hopes that Vinh city will quickly resolve and complete the procedures, hand over the land soon, and issue us the Land Use Rights Certificate because we have had to wait too long," said Mr. Tan.
