The Provincial Party Executive Committee gave comments on the draft documents of the 19th Provincial Party Congress.

DISCUSSION OF DRAFT 4 CONGRESS DOCUMENTS

The conference aims to give opinions on the 4th draft of the Political Report of the 19th Provincial Party Congress; the 2nd draft of the Review Report of the 18th Provincial Party Executive Committee; the 1st draft of the Resolution of the 19th Provincial Party Congress; the 1st draft of the Action Program to implement the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.

At the conference, regarding the draft Political Report, the Provincial Party Executive Committee gave opinions on the motto; theme, which is also the title; structure; adjusted and supplemented contents in the assessment of the results of 5 years of implementing the Resolution of the 18th Provincial Party Congress; the context of the situation in the coming time, development orientation and viewpoints, general goals, main targets, tasks and solutions for the next term.

At the meeting, many opinions were discussed on business development in the coming term. Comrade Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Commission said that there must be measures to stimulate and promote both the quantity and quality of businesses in the market economy.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa proposed to build a breakthrough mechanism, creating motivation to attract investment to develop the Southeast Economic Zone, especially a mechanism to support investors in industrial park infrastructure, and at the same time, agree with the Project on enterprise development in Nghe An province until 2025 and the following years.

Regarding the agricultural sector, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu proposed to revise the phrase "key crops" to "main crops" and adjust the key products by group.

Especially for the content of implementing the National Target Program on New Rural Construction, in addition to the target on the percentage of communes meeting new rural standards, according to the Vice Chairman of the Provincial People's Committee, there should be targets on building advanced new rural areas and model new rural areas.

The issue of developing the West is also discussed by many opinions related to the issues of life, people's livelihood, and development perspectives of this region.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh said that although Decision 2355/QD-TTg of the Prime Minister approving the Project on socio-economic development of Western Nghe An is only until 2020, in the new period, the province should fully update the content of this Project to implement in the next period.

Chairman of the Provincial People's Committee Nguyen Duc Trung commented on many contents of the 4th draft of the Political Report, in which the theme of the Congress should consider adding the phrase "proactive" to more strongly demonstrate the determination of the Nghe An Party Committee to develop the province quickly and sustainably; at the same time, he agreed with the 3 breakthroughs proposed in the draft, in which for infrastructure breakthroughs, attention should be paid to energy and irrigation infrastructure.

Regarding key programs and projects to implement the Resolution of the 19th Provincial Party Congress, the Chairman of the Provincial People's Committee shared the view that programs and projects must be linked with resources for implementation.

UNIZING MANY IMPORTANT CONTENTS

Concluding this content, regarding the theme of the Congress, which is also the title of the Political Report, the Provincial Party Secretary said that it is necessary to approach the content that needs to be done, the biggest and most important.

Accordingly, it is necessary to ensure the following factors: First, building a clean and strong Party and political system - this is one of the top priorities; next is the will and aspiration to rise up; and bringing Nghe An to develop quickly and sustainably. In addition, it is possible to consider adding the word "proactive", and at the same time consider whether to retain the element "promoting tradition" as in the draft.

For the evaluation of the results of the 2015 - 2020 term, the Document Subcommittee needs to absorb and adjust to present more closely, at the same time clarify and analyze more subjective causes, especially for unachieved targets; absorb some comments to evaluate closely and appropriately both the advantages and disadvantages in both written content and the data system in tables.

Regarding the general objectives of the next term, the Provincial Party Secretary assessed that all the propositions are guaranteed; however, they need to be rearranged to be more suitable; at the same time, with the indicators, it is agreed to build additional indicators for advanced new rural areas and model new rural areas; however, the indicator "Total factor productivity (TFP)" has not been included in the indicators of the next term;...

Regarding tasks and solutions, including developing key economic zones, comrade Thai Thanh Quy also agreed that for the Southeast Economic Zone, it is necessary to build breakthrough mechanisms and policies to create momentum to promote faster growth for the whole province.

In addition, the Provincial Party Secretary agreed with the direction of adjusting the development of Hoang Mai region in association with the South Thanh Hoa - North Nghe An region, from developing the main driving industries to developing supporting industries, processing, manufacturing, services, and tourism. The districts of Quynh Luu, Nghia Dan, and Thai Hoa town are the inevitable development satellites of this region.

In terms of socio-economic development in the West, attention should be paid to developing border gates, focusing on Thanh Thuy border gate to encourage the circulation of goods; developing urban areas such as Con Cuong in the direction of ecological urban areas...

In particular, for the development of the Western region, it is necessary to closely link Decision 2355/QD-TTg of the Prime Minister and Resolution No. 88/2019/QH14 of the National Assembly approving the Master Plan for socio-economic development of ethnic minority and mountainous areas for the period 2021-2030.

Regarding development breakthroughs, the Provincial Party Secretary agreed that the breakthrough in strongly improving the investment and business environment associated with administrative reform needs to emphasize discipline, order and integrity of the apparatus; the breakthrough in human resources needs to focus on emphasizing foreign language factors.

The breakthrough in infrastructure also needs to emphasize energy and irrigation infrastructure. In particular, in the next 5 years, the viewpoint is to focus on forming the Cua Lo port cluster to remove the province's biggest infrastructure bottleneck. The Provincial Party Secretary agreed with the proposal of 9 key programs and projects to implement the Resolution of the 19th Provincial Party Congress.

The Provincial Party Secretary also had specific conclusions regarding the drafting of the remaining documents, including the draft Review Report of the 18th Provincial Party Executive Committee, which needs to evaluate the regulations, leadership and direction of the Executive Committee.

Delegates agreed on the motto of the Congress: "Solidarity - Democracy - Discipline - Creativity - Development".
