Nghe An: Best prepare conditions to welcome new investment resources
(Baonghean.vn) - The Provincial People's Committee has just issued Official Dispatch No. 4517/UBND-KT requesting Directors of departments, heads of provincial-level departments, branches and units; Chairmen of People's Committees of districts, cities and towns; Directors of Project Management Boards and investors to organize the implementation of a number of key tasks and solutions to continue to remove difficulties for production and business, promote disbursement of public investment capital and ensure social order and safety in the context of the Covid-19 pandemic.
Accordingly, the Provincial People's Committee requested all levels, sectors and localities to proactively develop plans and scenarios to ensure production and business activities, support enterprises; research and implement mechanisms and policies to encourage and promote startups, support enterprises to invest in restoring and expanding production and business activities.
Speed up the review and settlement of investment procedures for projects as proposed by enterprises; absolutely do not allow delays or backlogs of unsettled records; proactively report to competent authorities for consideration and settlement of issues beyond their authority; assess the impact of the Covid-19 pandemic on economic growth and the implementation of socio-economic development targets in 2020 of sectors and localities to focus on directing the completion of the highest level of the set plan.

Prepare the best necessary conditions (planning, land, infrastructure, energy, human resources, administrative procedure reform) to attract new investment resources, be ready to receive shifting investment flows, focusing on large multinational corporations, high technology, modernity, and environmental friendliness.
Directing site clearance work to ensure site handover to construction units on schedule; focusing on directing to accelerate the disbursement of public investment capital in 2020 according to the content of Official Dispatch No. 3840/UBND-KT dated June 19, 2020 of the Provincial People's Committee.

Sectors and localities organize inspections and supervision of the implementation of the plan; improve the spirit, attitude and working capacity of cadres, especially those in positions of policy implementation; end bureaucracy and harassment; promote the spirit of accompanying enterprises.
